This research examines what city factors relate to the likelihood of adopting impact fees by local governments within metropolitan regions using data from the U.S. Census Bureau. More and more cities are adopting different types of impact fees for financing public facilities and infrastructure to accommodate their cities' growth without full understanding of issues, public and private criticisms of impact fees, and the empirical information needed. This dissertation investigates a random sample of 278 cities out of 827 cities populations over 25,000 located within 97 MSAs to understand what variables within their settings relate to impact fee adoptions using five …

This study examines efficiency as a key component of performance, applies new performance measurement techniques to the measurement of local government performance, and verifies theoretical debates on economic, financial, political, and environmental factors related to performance in local government. Improving performance and promoting efficiencies in local government are important issues in both academic and practical public administration. Despite the remarkable development of performance measurement in local government since the 1990s, empirical evidence is still limited on the extent of the utility and practicability of performance measurement in local government.

This thesis explores the possibility that experience with green buildings influences peoples' behavior in ways that help bridge the gap between, on one hand, public concern for the natural environment and on the other hand, willingness to adopt sustainable lifestyles and support pro-environmental policies. The study utilizes research on factors that influence behavior to construct a theoretical model in which these factors might be influenced by a person's experience in a green building. This research is concerned with explaining the variation in growth rates among employment subcenters. The purpose of the study is to find answers to the question: What factors/variables contribute to the growth or decline of employment subcenters? More specifically, the study aims to 1) identify and describe employment subcenters in the Dallas-Fort Worth metropolitan area, and 2) explain the variation in their growth rate over a specified period of time through testing a set of variables extracted from related literature. Local governments need innovative practices to address nonpoint source pollution, which has proven to be the Achilles heel of efforts to improve surface water quality in the United States. Studies by the U.S. Environmental Protection Agency (EPA) determined that 45% of assessed lakes and 39% of assessed rivers in the nation are polluted, and that agricultural and urban runoff were the primary sources of these problems (EPA, 2000, 2002). New approaches to address runoff are clearly necessary, and their success will depend on local government practices, yet we know little about how and why local governments innovate, particularly in response …

Neighborhood models and patterns are used by developers, planners, and urban designers to plan new neighborhoods and guide the revitalization of older ones. Models are typically based on theories about ideal communities and frequently include significant social objectives.
Comparing neighborhood models with studies of neighborhood life, reveals that neighborhood social and behavioral patterns do not always fit the plan or social objectives of the proposed neighborhood models. There is a gap between the objectives and vision of the models and the patterns of life in the neighborhood. Background: The Black-White disparity in birth outcomes in the United States remains embedded. The World Health Organization (WHO) defines low birth weight (LBW) as birthweight less than 2500 grams/5.5 pounds or below the 10th percentile for gestational age. LBW is a frequent marker of poor maternal/infant health outcome. A reduction in the incidence of LBW is a major public health initiative in the US. Objective: The objective of the study was to determine the magnitude of risk for low birth weight, defined in this study as neonatal birth weight less than 2500 grams, in relation to combined maternal alcohol and …

This thesis uses multiple regression analysis in the determination of two hedonic models to explain the impact that sedimentation and algal bloom events may have on property values along Lake Greenwood, SC. Utilizing different independent variables, the hedonic equations reflect the market value and the sales price of the selected lakeside properties. With an average 4.6 percent of the original lake area lost to accreted sediment, the models show a $7,800 to nearly $10,000 average loss in property value or an estimated $5 to $6 million in value lost within the study area. Campus Commuting: Barriers To Walking And Bicycling Use In A University Town, Benjamin Miller

Policy makers frequently express a desire to increase the use of non-motorized modes of transportation for commuting. However, walking and bicycling are only viable commuting modes if people live within acceptable distances of their destination and transportation networks can safely accommodate pedestrians or bicyclists. This research uses a combination of stated maximum-acceptable commute times for walking and bicycling and an assessment of the suitability of the transportation network to develop walking and bicycling commute catchments from which a person could be reasonably expected to commute to a destination by walking or bicycling. In this article Paul Wack offers us a reflection on two of the most important issues for the planning profession: climate change and the public’s short attention span. He starts by addressing a 1895 poem depicting an optimistic view of the future which the late musician John Denver used to recite during his concerts, and in which Paul finds much inspiration for his classes. Baldacci directed the Working Group to “offer its best guidance and advice to the Governor respecting the long-term governance, management, and oversight structure for the Allagash Wilderness Waterway” (AWW). In the intervening six months the members of the Working Group have engaged in an examination of the forty-year history of the Waterway and an analysis of the conditions and circumstance that led to the Governor’s Executive Order.
