Jakarta, a densely populated delta city and Indonesia's former capital undergoing post-relocation transformation, faces escalating climate change impacts, including land subsidence and tidal flooding. Annual subsidence rates of 5–25 cm in northern areas and recurrent tidal floods, including the December 2025 event, pose significant threats to urban sustainability and economic stability. This study employs a qualitative descriptive–analytic approach using a single-case study of Jakarta. Mobile County, Alabama, receives among the highest annual rainfall totals in the United States resulting in frequent stormwater flooding that intersects with existing socioeconomic vulnerabilities. Within the Mobile County Public School System (MCPSS), 77% of students are economically disadvantaged and over 10% experience homelessness, creating heightened risk for educational disruption during flood events. This study investigates how stormwater flooding influences school attendance, closures, and academic performance across MCPSS, providing insight into how climate-driven hazards exacerbate educational inequities. Urban areas are increasingly exposed to natural hazards while accommodating a growing share of the global population, yet a consistent science-based framework for quantifying urban and community resilience remains lacking. This dissertation develops a physics-based analytical framework grounded in statistical mechanics and the quantitative theory of Brownian motion. A city is conceptualized as a complex medium in which citizens move analogously to Brownian particles within a viscoelastic environment, influenced by socioeconomic interactions and infrastructure functionality.

This thesis examines the disproportionate burden of lead exposure carried by low income, POC communities. The systemic nature of this problem is a symptom of a longstanding legacy of environmental injustice in the United States. Decades of federal neglect are reflected in the higher statistics of lead exposure and poisoning in predominantly black communities. While it is understood that lead exposure poses a serious threat to physical health and early cognitive development, there is a discouraging lack of urgency to remove the toxin from non-wealthy communities. Open Space Management Plans (OSMPs) are increasingly used by municipalities to guide the long-term stewardship of natural lands; however, little formal guidance exists regarding how these plans are structured, developed, or organized in practice. While numerous OSMPs are publicly available, their compositional logic, procedural workflows, and thematic priorities remain largely undocumented within academic literature. This study addresses that gap through a qualitative document analysis of fifteen publicly accessible OSMPs from the western United States, published between 2015 and 2024.

Gentrification—broadly, the replacement of a less powerful group by a more powerful one in an urban context—is oft-discussed in the popular press, but its definition is much-debated in the urban planning literature. This document-based case study explains how land-use change along the Catawba River Corridor (Lancaster and York Counties, South Carolina) has been produced through the interaction of property rights (dominium) and rule-setting authority (imperium), showing why sovereignty continues to shape development even after land disputes appear “settled.” Through analyzing legal records (Treaty of Nation Ford, the 1959 Catawba Division of Assets Act, the 1986 Supreme Court timing decision, and the 1993 Settlement Act), planning documents, parcel records, and field observations, we trace how shifting jurisdiction and title certainty structured what kinds of land uses were possible and when. This thesis traces the evolution of doikayt—the Bundist principle of hereness—from its origins in the Jewish Labor Bund to contemporary applications in North America. Rooted in a refusal of both assimilation and nationalist escape, doikayt emphasizes cultivating safety, solidarity, and belonging through collective responsibility rather than territorial claims.

Building on this foundation, the exploration situates hereness within a settler-colonial context, where ethical dwelling is complicated by Indigenous dispossession. Intelligent transportation systems (ITS) depend on accurate traffic prediction to support congestion management, infrastructure planning, and real-time operational decisions. Despite substantial progress in data-driven forecasting, several challenges continue to limit practical deployment: traffic data is distributed across independent regional authorities, making centralized aggregation infeasible, standard federated aggregation strategies ignore traffic-specific characteristics that meaningfully affect model quality, and existing models produce only numerical outputs without interpretable reasoning that urban planners can act upon. To combat this need and help provide additional room for university growth, we propose the addition of a parking garage west of the Fields engineering building, between Belmont Boulevard and Grandview Drive. The 2019 Nebraska floods, among the most severe in the state’s history, highlighted the urgent need to strengthen local preparedness and mitigation strategies. This study assesses the extent to which local zoning regulations in Nebraska’s most affected jurisdiction, including rural areas, address flood risk reduction. However, no research has systematically measured state-level wetland planning efforts towards national conservation goals. This study is the first to comprehensively evaluate how state-level Wetland Program Plans (WPPs) align with national missions, particularly the "no-net-loss" of wetlands goal. This study first confirms whether Nebraska’s wetlands are still functioning hydrologically in ways that reduce flood impacts. Wetlands are known to lessen flood damage by storing water, slowing runoff, and moderating peak flows, but these benefits depend on the wetlands’ ability to maintain inundation and saturation through time. Many wetlands across the state have undergone drainage, hydrologic alteration, or isolation from surrounding watersheds, raising uncertainty about their present-day functioning. Using seven years of Sentinel-2 imagery processed in Google Earth Engine, this research establishes a clear, long-term record of inundation patterns across thousands of wetland parcels. Unlike conventional green infrastructure, rewilding allows ecosystems to develop with minimal intervention, emphasizing succession, complexity, and long-term adaptability. This paper examines the political, economic, and social factors that frame how rewilding is understood and implemented in urban planning.
