Urban planning is reliant upon genuine public engagement to ensure that planning and policy decisions reflect the ideas shared by the public. Because planning is a profession largely focused on the physical and built implications of more abstract planning concepts, effective graphic communication is critical to securing public support and understanding of policy decisions. ESRI's CityEngine uses procedural modeling technology to render personally-tailored scenes to non-planner members of the public, and shows potential to positively change the way that planners generate graphic representations of physical impacts of policy changes. This research explores the policy factors influencing the intraregional development of rail transit. For the purpose of this research, policy factors include: institutional arrangements, factors associated with governance, and factors in the policymaking process. The research questions are studied in five case study MSAs within the Pacific West and Mountain West regions of the United States: Phoenix-Mesa-Chandler, AZ; Denver-Aurora-Lakewood, CO; Riverside-San Bernardino-Ontario, CA; Los Angeles-Long Beach-Anaheim, CA; and Portland-Vancouver-Hillsboro, OR. The foundational problems that frame this research are the challenges of urban planning at a regional scale, specifically for transportation. Amman, the capital of Jordan, faces an impending infrastructure crisis. The city is plagued by water shortages, a lack of affordable housing, extreme traffic congestion, and dwindling open space. Over the past seventy-five years, several urban planning commissions have attempted to address these issues through policy change and other municipal directives. These plans help illustrate the different forces at play in constructing the city—whether they be the residents themselves, city officials, or international consultants. Studying the growth pattern of cities/urban areas has received considerable attention during the past few decades. The goal is to identify directions and locations of potential growth, assess infrastructure and public service requirements, and ensure the integration of the new developments with the existing city structure. This dissertation presents a novel model for urban growth prediction using a novel machine learning model. The model treats successive historical satellite images of the urban area under consideration as a video for which future frames are predicted. This thesis examines the struggles of squatters and slum dwellers for housing prior to the 1973 coup in Santiago de Chile, Valparaíso, and surrounding areas, with a focus on the Frei era of the late 1960s. The work argues that severe urban overcrowding generated advocacy for housing during the rise of progressive and leftist politics in Chile. It also explores the dynamics of efforts to promote housing through the lens of the work of professionals in the fields of architecture and urban planning. Access to water from San Antonio Creek was critical in Claremont’s growth from a small stop on the Santa Fe Railroad to an agricultural powerhouse and an elite college town. While Claremont has sought to distinguish itself from surrounding communities since its founding in 1882, the innovative Pomona Valley Protective Association (PVPA) aligned Claremont with the City of Pomona and its other neighbors in a scheme to conserve the Creek’s resources at the turn of the century.
