This research explores the policy factors influencing the intraregional development of rail transit. For the purpose of this research, policy factors include: institutional arrangements, factors associated with governance, and factors in the policymaking process. The research questions are studied in five case study MSAs within the Pacific West and Mountain West regions of the United States: Phoenix-Mesa-Chandler, AZ; Denver-Aurora-Lakewood, CO; Riverside-San Bernardino-Ontario, CA; Los Angeles-Long Beach-Anaheim, CA; and Portland-Vancouver-Hillsboro, OR. The foundational problems that frame this research are the challenges of urban planning at a regional scale, specifically for transportation. Planner, conservationist, forester, and geographer Emile Benton MacKaye envisioned a revolutionary, extensive foot trail that would promote the interaction between communities throughout the United States' distinctive eastern region. His 1921 plan for the Appalachian Trail (A.T.) focused on balancing the basic requirements for life in and out of the urban context by developing an ‘indigenous’ environment and developmental mold (Bower 1962, 372). However, almost a century has passed, and MacKaye's approach to the planning process, organization, environmental development, and the rural economy remains hidden beneath the mountain forest canopy extending from Maine to Georgia.

The perception that wildfires are completely preventable has caused many structures and communities to be built in locations that will inevitably experience an uncontrollable fire event, risking human lives and infrastructure. Modification of built environments into fire-adapted communities has been explored in this thesis, through multiple strategies. Central to this analysis is the idea that sustainable human developments could adopt a form of biomimicry and indigenous design informed by the adaptions of plants, animals, and native groups that endure and even thrive with regular cycles of fire. What could be more ordinary or pedestrian than two people walking down an urban street and talking about what we see and what we make of it? Yet this simple, quotidian act of walking a street—seeing, perceiving and experiencing physical spaces, places and objects—and making meaning of what is encountered, is the basis of my dissertation. Since the mid-twentieth century, public and private actors across the country have been identifying sources of potential capital accumulation in the United States. Shortly after the passing of the Civil Rights Act by President Lyndon Johnson in the mid 1960s, many White families across the country fled the urban core for the suburbs leaving neighborhoods in the city center abandoned and without capital. Amman, the capital of Jordan, faces an impending infrastructure crisis. The city is plagued by water shortages, a lack of affordable housing, extreme traffic congestion, and dwindling open space. Over the past seventy-five years, several urban planning commissions have attempted to address these issues through policy change and other municipal directives. The objective of this research is to examine the spatial components integral to policy formation, implementation, and evaluation. The research uses solid waste as a case study to explore a multiscalar GIS policy-shed framework. To this end, the goal of this dissertation is to examine the spatial nature of public policy. The research applies spatial concepts and multiscalar methodological applications embedded within GIS and geovisualization to explore the complex spaces surrounding public policy implementation and evaluation.
