Adapting To Climate Change: The Case Of Multi-Level Governance And Municipal Adaptation Planning In Nova Scotia, Canada, Brennan A. Vogel

Nova Scotia is the only province in Canada to use the gas tax as a financial incentive to create a regulatory mandate for ‘Municipal Climate Change Action Plans’ (MCCAPs). The MCCAP adaptation policy mandate initiated and enabled climate change vulnerability assessment and the development of climate risk priorities and adaptation plans to uniformly occur at the local scale in 53 Nova Scotian municipalities. This dissertation seeks to answer the question: What are the social factors that impacted municipal climate change adaptation policy and planning processes in the multi-level governance context of Nova Scotia’s MCCAP?

Access to water from San Antonio Creek was critical in Claremont’s growth from a small stop on the Santa Fe Railroad to an agricultural powerhouse and an elite college town. While Claremont has sought to distinguish itself from surrounding communities since its founding in 1882, the innovative Pomona Valley Protective Association (PVPA) aligned Claremont with the City of Pomona and its other neighbors in a scheme to conserve the Creek’s resources at the turn of the century. This thesis demonstrates that New Urbanism is both an advisable and feasible method for reducing carbon emissions to mitigate global climate change. New Urban areas commonly generate lower carbon emissions compared to conventional suburban development due to lower car use and higher levels of walking and use of other forms of transportation. Economic and political feasibility of New Urban development is determined by analyzing case studies, housing price premia, financing, and fiscal impact.
