Open Space Management Planning: A Framework And Case Study From Eagle Mountain City, Utah, Nathan K. Shumway

Open Space Management Plans (OSMPs) are increasingly used by municipalities to guide the long-term stewardship of natural lands; however, little formal guidance exists regarding how these plans are structured, developed, or organized in practice. While numerous OSMPs are publicly available, their compositional logic, procedural workflows, and thematic priorities remain largely undocumented within academic literature. This study addresses that gap through a qualitative document analysis of fifteen publicly accessible OSMPs from the western United States, published between 2015 and 2024.

Using manual matrix-based coding in Microsoft Excel, each plan was analyzed through three lenses: structural composition, procedural development, and thematic content. …

Open space planning has been present within the United States for over a century. Traditionally, open space planning efforts tend to focus more exclusively on either socially-based (e.g., recreational, scenic, or park planning) or ecologically-based (e.g., preserves, habitat networks or more general conservation planning) planning efforts. This separation of ecological and social frameworks in open space planning is reinforced by a persistent cultural model, where community and conservation are seen as opposing forces instead of partners.

Planning for closure requires in depth analysis into many operational, environmental, and social factors. Ideally, the planning process should resolve as many of the technical, social, and aesthetic requirements as possible by systematically addressing the various elements that influence the final design. This research identified the significant issues related to planning for the end use of the current Logan landfill after it reaches capacity in 18-20 years and the associated lagoons and wetlands. The current closure plan calls for simply recontouring the landfill to stabilize the slopes, then revegetating. The location of the site has serious implications for environmental impact …

C. C. Pat Fleming practiced landscape architecture in Houston and the surrounding South from the 1920s through the 1990s. He came to be considered one of Houston’s preeminent landscape architects, and his role in the profession cannot be overlooked. This thesis traces the evolution of Fleming’s design style over the course of his career, analyzing a selected cross section of his works against three design movements that occurred during his lifetime: the Beaux-Arts tradition, the Colonial Revival movement, and the Modernist movement. Utah Lake, located near Provo, Utah, is a lake of relatively low recreational development. There are certain inherent conditions that contribute to this situation. Four of them are, water level fluctuation, pollution, turbidity and the close proximity of other recreation sites of possible high desirability. This thesis explores these four problems and offers solutions and recommendations to solve or otherwise control their effect on recreation at Utah Lake.
