The reduction of energy consumption is one of the economic necessities in the United States due to depleting energy sources in the world. The construction industry is stepping forward to reduce the energy consumption of buildings by efficient designs or by constructing buildings with energy efficient materials and features. In 1992, the U.S. Environmental Protection Agency (EPA) and Department of Energy (DOE) introduced the Energy Star Program to promote energy efficient products with the same or improved services. According to the EPA, Energy Star homes, which use these products, will consume 20 to 30 percent less energy than non-Energy Star …

This report is the third in a series of efforts by students at the Muskie School of Public Service, Community Planning and Development Master’s program, in a core class called “Sustainable Communities.” In this course students seek to understand principles of sustainability and how efforts to implement Sustainability programs can become more successful. The report assembles term papers students completed on particular efforts by municipalities, universities, and other groups to achieve sustainability goals. Minimization of the sound pressure field within the shadow zone of a noise barrier is achieved by reducing the pressure gradient along a line, at the top of a barrier, via active noise control. The noise control effectiveness of a barrier is increased by this strategy, especially for specific system configurations. The proposed method was evaluated by numerical simulation. Results indicate that system orientation has little effect on minimizing the pressure gradient at the top of the barrier when the error sensors are invisible to the primary noise disturbance. Predicting the insertion loss of an opening backed with an enclosed space is important for building noise control. Recent research in sound transmission through apertures of finite depth in infinite rigid baffles has included the effects of propagating and evanescent modes within the aperture in order to extend models to higher frequencies. The present study extends the model to the case of the aperture backed by a cavity as opposed to sound radiating into half-space. The role of coupling between the aperture modes, radiation modes, and cavity modes in the transmission was investigated. The results were compared to those of …

The article discusses the use of Leadership in Energy and Environmental Design (LEED) principles in the design of the modern public library. It is stated that an LEED-certified library will have lower costs in energy, systems replacement and maintenance through the use of light-emitting diode (LED) lighting and efficient heating and air conditioning, but that due to special materials, the up-front expense is higher. The inspection of the facility throughout its construction is also noted.

Research studies have shown that the initial energy embodied in a building can be as much as 67% of the operational energy over a 25 year period. Sprawling development patterns accelerated across the New England landscape in the last three decades and consumed the region‘s forests, farms, and open spaces at an unprecedented rate. New England‘ers in all six states formed land trusts, supported statewide conservation organizations, and collaborated with state and federal partners to protect some of their most-prized recreation lands, wildlife habitats, and working lands. The current economic recession has slowed development pressures across the region and offers an opportunity to build on recent successes. The 220 acre master plan for South Village, the largest project in the City of South Burlington’s history, encompasses multiple housing types and innovative provisions for affordable housing. It integrates housing with open space and natural resource conservation, including a major Community Supported Agriculture project developed by a nonprofit partner, the Intervale Foundation. While not a mixed-use project (that is, commercial as well as residential development), South Village nonetheless represents a qualitative change in approach for South Burlington by incorporating large-scale open space preservation as part of development and multiple housing-types in one project. The awareness of global warming along with an ever increasing demand for a new source of energy has brought a strong interest in harnessing natural resources such as solar energy. This thesis evaluates the viability of applying photovoltaic (PV) panels in high-rise commercial buildings of around 20 stories. The Portland Municipal Climate Change Working Group prepared a report in March 2008 that outlined several recommendations as a commitment by the City to address greenhouse gas emissions (GHG) produced during daily municipal operations. The Municipal Climate Action Plan was written in partnership with Clean Air – Cool Planet and Portland officials, and acknowledges under Recommendation #2 that an employee energy efficiency program would provide significant positive impact on the City’s reduction of greenhouse gas emissions. A large share of America's population, businesses and economic activity now occurs in coastal areas. At the same time, during this century many coastal communities are likely to be severely impacted by sea level rise and increased storm surge and tidal flooding.
“What to do” about this vulnerability is the subject of this brief. It is intended to help municipalities identify courses of action and steps they might take toward increasing their resilience, especially regarding financial resources that will need to be allocated toward the various strategies identified.

The experimental performance of an open industrial scale cooling tower, utilising small approach temperature differences (1–3 K), for rejection of heat at the low water temperatures (11–20 °C) typical of chilled ceilings and other sensible air–water heat dissipation systems in buildings, is examined. The study was carried out under temperate maritime climatic conditions (3–18 °C wet-bulb temperature range). Initially a theoretical analysis of the process at typical conditions for this climate was conducted, which indicated that a water to air (L/G) mass flow rate ratio of less than 1.0 was required for effective operation. This thesis introduces an empirically developed formula to predict the comfort conditions and thermal performance of a Skytherm(TM) Southwest Roofpond placed over a light-weight un-insulated structure built at the School of Architecture at the University of Nevada, Las Vegas.
The predictive formula introduced in this study may be used in different parts of the world (particularly developing nations where insulation and air-conditioning are rarely used) to predict the performance of a Skytherm(TM) Southwest Roofpond using minimal climate data.

Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. This paper presents a thorough evaluation of a method for determining refrigerant charge that employs low-cost, non-invasive measurements (i.e., surface mounted temperature measurements). The method could be used as part of a protocol for verified service providers (VSPs) in AC diagnostic tune-up or refrigerant charge, air flow (RCA) verification programs. Ultimately, the method could be embedded within a portable virtual refrigerant charge gauge for a technician’s use or permanently installed on the AC unit. The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

The village of Peace Dale in the town of South Kingstown, Rhode Island, developed around several mills that commenced operations in the 1800s. One mill, known as the Palisades, is still partially active and in excellent condition, but much of its square footage is unutilized. A citizens’ group of artists and business people joined with the mill owners and the town of South Kingstown to develop new zoning regulations to make more flexible the permitted uses for the mill site. Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. The case study describes the planning and construction of the new bridge and corridors that re-routed traffic out of Augusta’s downtown and older neighborhoods, and created the opportunity for planned development adjacent to the corridor created by the new bridge. This study analyzes per capita expenditure trends among selected fast-growing Maine towns from 1970-2004. The ten communities studied are termed as “suburbanizing” towns. This term is used to describe towns that over the past 30-40 years have been in the process of transition from rural to suburban – in terms of their population and housing densities, their forms of government, and the services they provide, as well as other characteristics.1 Such towns are of particular interest because they have been absorbing a healthy percentage of the state’s population growth during this time period, often at the expense of Maine’s service …

Recent developments in enhancing heat transfer in cooling towers, together with the success of chilled ceilings, have prompted a review of the evaporative cooling technique. in temperate maritime climates. The thermal efficiency of such systems is a key parameter, as a measure of the degree to which the system has succeeded in exploiting the cooling potential of the ambient air. This paper presents the results of experimental research into the thermal efficiency of a water-side open indirect evaporative cooling test rig designed to achieve low (1-4 K) approach conditions. Secondary efficiencies in the range 0.24-0.76 have been achieved.

A mechanical damping system for a structure is provided. The mechanical damping system comprises a tubular impact frame secured to the structure. In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.
To further examine this matter, we interviewed 11 round table participants and asked questions about …
