Augusta Me: The New Bridge Begets A New Planned Neighborhood, Molly Pulsifer, Richard Barringer

Planning

Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. The case study describes the planning and construction of the new bridge and corridors that re-routed traffic out of Augusta’s downtown and older neighborhoods, and created the opportunity for planned development adjacent to the corridor created by the new bridge. Nineteen properties (22 buildings) within the Area of Potential Effect (APE) were evaluated for significance to comply with the California Environmental Quality Act (CEQA) and Section 106 of the National Historic Preservation Act. Determinations of significance were made pursuant to CEQA Guidelines Section 15064.5 and National Register Bu11etin 15, "How to Apply the National Register Criteria for Evaluation." No properties were determined historica11y significant pursuant to CEQA or Section 106.

This report presents the findings of a prehistoric and historic cultural resources records search and the resulting cultural resources managements recommendation for the Big Flat Planning Unit located in Del Norte County, California. This study was requested by Ernie Perry, Director of the Del Norte County Planning Department. The results of this study together with are intended to be incorporated into an Environmental Impact Report being prepared by Del Norte County Staff for the private lands which make up the Big Flat Planning Unit. The Arcata Volunteer Fire Department was organized on January 24 1884 in response to a growing awareness that the pump-and-bucket operation on the town's Plaza was inadequate to protect the business district. A necessary part of that new department, of course, was a dependable water system; the organization of the Union Water Co. took place in December 1883. This report covers the establishment and history of the Union Water Company.
