The City of Arcata is developing a sports complex, including playing fields and structures, on its property lying south and west of 7th and Union Streets. Prior to the commencement of construction, an archaeological investigation was performed to determine the extent and significance of a previously-identified prehistoric site. In addition to artifacts associated with the prehistoric time period, historic artifacts were also encountered. To assist in the evaluation of these artifacts, research of the historic component of the property was undertaken. With its exceptional array of Victorian and turn-of-the- century commercial and residential structures, Ferndale is recognized statewide as a place of historic significance. Individual structures are notable examples of late 19th and early 20th century styles, many displaying the opulent applied ornamentation of the period. But the significance of this collection is not simply that of individual structures; rather, it is the architectural and historic integrity of the town as a whole that preserves a Victorian character rarely found in late 20th century America. The Arcata Volunteer Fire Department was organized on January 24 1884 in response to a growing awareness that the pump-and-bucket operation on the town's Plaza was inadequate to protect the business district. A necessary part of that new department, of course, was a dependable water system; the organization of the Union Water Co. took place in December 1883. This report covers the establishment and history of the Union Water Company.

Descriptions of Indian sites on Humboldt Bay have not been attempted in this report. According to Loud (1918) there were 115 archaeological sites located in the Wiyot territory which roughly covered the lower Mad River, the lower Eel and fill of Humboldt Bay Approximately 70 of these sites were on or near the bay. Many of the important village sites have been lost to development. The clearings in the forest, streams, and bluffs above the tidelands were naturally chosen by white settlers just as they had been chosen by Indian people generations before.
