The New England Environmental Finance Center (NE/EFC) has been conceived as a knowledge-based clearinghouse, training, and change-agent program aimed at helping EPA's constituencies find financially successful approaches to environmental improvements. The NE/EFC will develop approaches to needs of particular priority in New England and potentially useful throughout the nation; share such approaches through the EFC national network; and help make tools from that network accessible throughout New England. The town of Yarmouth currently has a $30 million septic sludge treatment plant and transport lines in place. The vast majority of the dwellings and businesses in the Hyannis Park area are on septic systems that are viable and Title 5 compliant, regardless of age. Conventional, "non-failing" septic systems, however, were never intended to remove form their effluent nutrients such as nitrogen. These have become recognized as an environmental threat only as our understanding of the impacts of excess nutrients on ecosystems has increased in recent decades.

Residential and commercial development is no longer quickly embraced to stimulate economic progress and prosperity. Studies were conducted which used the ozone/hydrogen peroxide (O₃/H₂O₂) advanced oxidation process to pretreat three classes of compounds prior to aerobic biological treatment. The study compounds included ethylene oxide/propylene oxide (EO/PO) block copolymers, polypropylene glycols (PPGs), linear secondary alcoholethoxylates (LSAES), and alkylphenolethoxylates (APEs). After preoxidation with ozone and hydrogen peroxide (added at their stoichiometric ratio), 300 mg/L as COD samples were bioassayed in aerobic batch bioassays with a mixed liquor suspended solids concentration of 1500 mg/L. The H2O2/UV Advanced Oxidation Process (AOP) Was Investigated to Determine Byproduct Formation under Different Experimental Conditions (PH, Alkalinity, and H2O2/UV Dose). a Key Factor in the Efficiency of the AOP Was the Dissolved Oxygen Concentration. Gas Chromatography/mass Spectrometry (GC/MS) Analysis Was Used to Identify Byproducts Resulting from Oxidation under Oxygen-Rich and Oxygen-Limited Conditions. Resultant Oxidation Byproducts Were Analyzed for their Susceptibility to Biological Degradation. Biodegradation Rate Constants Were Determined and Modeled for the Primary Byproducts of the Advanced Oxidation Process. Applicability Of Ozone In Small Drinking Water Systems, Craig D. Adams, Justin Sutherland

The use of ozone in water treatment plants is expanding rapidly in the United States. Ozone offers excellent disinfection properties (including chlorine-resistant pathogens) and does not form trihalomethanes. Additionally, ozone can be used to achieve or control many other water quality parameters such as color, taste and odor, and inorganic and organic contaminant concentrations. Control of ozone's disinfection byproducts such as bromate (formed in high bromide waters) is required. This presentation will review the synergistic effects of ozone applicable to use in small water treatment plants.

As reported in the last issue of The Other Side, The Bernard Biological Field Station of the Colleges is slated to be the site of the Keck Graduate Institute, the newest (but yet unbuilt) addition to the Claremont Consortium. With Pitzer casting the sole dissenting vote, the Claremont Colleges approved construction of the Keck Institute on eleven acres of the 85 acre Field Station.

Founded on the Oxford model of a cluster of institutions, the Claremont Colleges has periodically established a new school. In the Spring of 1997, the Board of Fellows of the Claremont University Center charged with policy-making for the consortium-voted to establish a seventh college; the Keck Graduate Institute of applied life sciences. or bioengineering. Despite other landholdings, including a golf course and a non-operational gravel quarry, the Board of Fellows voted to site the New Venture on a portion-approximately eleven acres--of the Bernard Biological Field Station. (Pitzer's vote was cast against building on the Field Station.)
