Track Deception Modeling Method Based On Multi-Jammer Cooperation, Wang Rui, Xiangyang Li, Zhili Zhang, Hongguang Ma
Track Deception Modeling Method Based On Multi-Jammer Cooperation, Wang Rui, Xiangyang Li, Zhili Zhang, Hongguang Ma
Journal of System Simulation
Abstract: The false track generated by the jammer formation is an effective interference measure against networked radars. This paper starts from the basic principle of false track generation and presents the model of the measurement error of the radar for the false track and the control error of the jammer formation. It also presents an analysis of the effects of these errors on the false track. The effectiveness of the false track is further analyzed through the confrontation scenario between the rectangular front formation of a certain type of equipment and networked radars. The simulation results show that the false …

Neisseria commensals are an indisputable source of resistance for their pathogenic relatives. However, the evolutionary paths commensal species take to reduced susceptibility in this genus have been relatively underexplored. Here, we leverage in vitro selection as a powerful screen to identify the genetic adaptations that produce azithromycin resistance ( 2 μg/mL) in the Neisseria commensal, N. elongata. Across multiple lineages (n = 7/16), we find mutations that reduce susceptibility to azithromycin converge on the locus encoding the 50S ribosomal L34 protein (rpmH) and the intergenic region proximal to the 30S ribosomal S3 protein (rpsC) through short tandem duplication events. Interestingly, …
Framing The Future Of The Us Military Profession, Richard A. Lacquement Jr., Thomas P. Galvin
Framing The Future Of The Us Military Profession, Richard A. Lacquement Jr., Thomas P. Galvin
Books, Monographs & Collaborative Studies
The military profession needs to be redefined by examination of its expertise and jurisdictions of practice, whereas previously the focus was on securing its professional identity. Twenty years ago, the original Future of the Army Profession research project responded to growing concerns among officers that the Army was no longer a profession in light of the post–Cold War drawdown and the onset of global operations including Iraq and Afghanistan. Today, the profession faces recurrent challenges raised by the changing character of war, the renewal of great-power competition, crises surrounding issues of sexual harassment and assault, the effects of a major …
Improved Ant Colony Optimization Algorithm For Jamming Resource Allocation, Qingyun Wang, Dezhong Jiao, Shi Shuo, Genyan Peng, Junhua Sun, Yuxin Duan
Improved Ant Colony Optimization Algorithm For Jamming Resource Allocation, Qingyun Wang, Dezhong Jiao, Shi Shuo, Genyan Peng, Junhua Sun, Yuxin Duan
Journal of System Simulation
Abstract: Ant Colony Optimization (ACO) is a new intelligence optimization algorithm. When applied to jamming resource allocation, the velocity of convergence in optimization process is slow and the probability of obtaining the global optimal solution is low. In order to raise the efficiency of jamming resource allocation and the probability of getting global optimal solution, the attenuation factor is improved to a variable that changes according to the exponential function in optimization process. The attenuation factor is taken as a relatively small value in the initial search phase, and increases monotonically and exponentially as the number of iterations increases. Simulation …

Review Essay—Adaptation And The School Of War: "Mars Adapting: Military Change During War", John T. Kuehn, Frank G. Hoffman
Naval War College Review
Retired Marine officer and National Defense University research fellow Frank Hoffman’s Mars Adapting is, first and foremost, a work of military theory. Hoffman initially achieved notoriety for his work and briefs about something he characterized as hybrid or compound warfare, since popularized alongside the rise in interest in gray-zone conflict. This book’s major contribution is similarly theoretical, but in the area of institutional learning, not modalities of war. Hoffman argues “for greater consideration of Organizational Learning Theory [OLT] to establish an analytical framework.”

Review Essay—The Swartz Festschrift: "Conceptualizing Maritime & Naval Strategy: Festschrift For Captain Peter M. Swartz, United States Navy (Ret.)", Robert C. Rubel, Sebastian Bruns, Sarandis Papadopoulos
Naval War College Review
Captain Peter M. Swartz, USN (Ret.), has been a prominent figure in the maritime-strategy world since the early 1980s, playing a key role in the development and articulation of the noted 1980s Maritime Strategy. After retirement from active duty, he joined the staff at the Center for Naval Analyses (CNA), where he became a noted archivist and analyst of USN strategy documents, as well as an adviser to many naval officers and academics who dealt with strategy. On his retirement from CNA, two academics who had benefited from Swartz’s mentorship put together a Festschrift—a volume of essays to honor him …

“To Die Gallantly”?—The Role Of The Surface Fleet In German Naval Strategy, 1919–41, Peter Hooker
Naval War College Review
While the U-boat dominated Germany’s naval war from 1942 on, its surface fleet played a far more significant strategic role to that point than is appreciated. The construction of that fleet was not the result of myopia but of considered appraisals of the German navy’s performance in the First World War and the development of naval technology during the interwar period.
The Limits Of Sea Power, Jakub J. Grygiel
The Limits Of Sea Power, Jakub J. Grygiel
Naval War College Review
Sea powers have many handicaps that often are forgotten, resulting in a dangerous overestimation of their safety, influence, and staying power in a competitive world. A more clear-eyed assessment of sea power—one less enamored of the grandeur associated with naval might—reveals that often their hopes were unwarranted and ended up having tragic results.

Jomini And Naval Special Operations Forces—An Applied-Competition Approach To Russia, Kevin D. Stringer
Naval War College Review
A version of Jomini’s campaigning theory, in combination with maritime special-operations capabilities, offers a convincing maritime approach for contesting Russia’s malign activity in Europe while remaining below the level of armed conflict and supporting a broader conventional effort to prepare a war-fighting environment by using irregular warfare to secure advantages prior to conflicts.

Seoul’S Misguided Desire For A Nuclear Submarine, James Campbell
Naval War College Review
Rather than waste its money on nuclear submarines that would provide only a single-dimensional response, South Korea should lock down a superior ASW suite by combining new technologies with existing ROKN platforms to provide multiple mission capabilities for less money, including support by existing maintenance infrastructure.
Sizing The Carriers—A Brief History Of Alternatives, Sam J. Tangredi
Sizing The Carriers—A Brief History Of Alternatives, Sam J. Tangredi
Naval War College Review
In the end, the debate over aircraft carriers always boils down to cost; their acquisition costs are much higher than for any other single-item defense program, making them a natural target for criticism. Combined with a simplistic perception of vulnerability, high costs tend to cause critics to declare aircraft carriers unaffordable—but “compared to what?”

Aircraft Carriers—Missions, Survivability, Size, Cost, Numbers, John F. Lehman, Steven Wills
Naval War College Review
A new, twenty-first-century design of the size of USS Midway with an air wing up to sixty-five aircraft, whether conventionally or nuclear powered, could complement larger nuclear flattops while still incorporating rugged survivability and being capable of independent operations—and could be built quicker and cheaper and in more shipyards.

"New Red Atlantis": John Collier's Encounter With The Florida Seminoles In 1935, Harry A. Kersey, Jr.
Florida Historical Quarterly
In March 1935, some two years following his appointment as commissioner of Indian Affairs by President Franklin D. Roosevelt, John Collier paid his first official visit to the Seminole Tribe in Florida. Although recognized as one of the nation’s leading Indian Rights advocates throughout the 1920s Collier’s work had been focused almost exclusively among the western tribes. As secretary of the American Indian Defense Association, he frequently appeared before various congressional committees, testifying on such issues as tribal water and mineral rights, control of reservation lands, and Indian religious freedom. His name had become synonymous with a progressive commitment to …

Educational Inequality In The Kebribeyah Somali Refugee Camp In Ethiopia: An Autoethnography, Ahmed Muhumed, Saleh Ahmed
Global Studies Faculty Publications and Presentations
Due to the Somali Civil War of 1991, more than 10,000 Somali refugees resettled in Kebribeyah, a town in the Somali region of Ethiopia. For nearly three decades, the local and resettled refugee communities shared the resources the region had to offer, adopted a new common cultural norm, and fostered some levels of social cohesions. It is the education sector, however, that caused social conflicts and hatred between resettled Somalis and the native Somali-Ethiopians. Currently, the education of Somali refugee children is funded by various international organizations, such as the United Nations. On the contrary, the local Somali-Ethiopian children pay …

In 2018 the United States Department of Defense (DoD) created a new Joint Artificial Intelligence Center to study the adoption of AI by the military. Their strategy, outlined in a document entitled, “Harnessing AI to Advance Our Security and Prosperity,” proposes to accelerate the adoption of AI in the military by fostering a culture of experimentation and calculated risk taking, noting that AI will change the character of the future battlefield and, even more, the pace of battle. Is there any way to ensure that this future battlefield will be just? Can the age-old precepts of just warfare help guide …

The Rice Theory Of Culture, Thomas Talhelm
The Rice Theory Of Culture, Thomas Talhelm
Online Readings in Psychology and Culture
The rice theory of culture is the idea that rice farming societies developed into more interdependent, tight cultures in response to the demands of the plant. Farming in general is an interdependent subsistence style, but traditional paddy rice farming was starkly different from other major crops like wheat, corn, and potatoes. Paddy rice required twice as much labor per hectare as wheat farming. Farmers responded by creating customs to share labor. Paddy rice also depended on irrigation systems to flood and drain the fields. Once farmers controlled water, they now had to coordinate how much water each farmer got, when …
Domestic Morality, “Traditional Dogma”, And Christianity In A Rural Zambian Community, Bernhard Udelhoven
Domestic Morality, “Traditional Dogma”, And Christianity In A Rural Zambian Community, Bernhard Udelhoven
Zambia Social Science Journal
Hugo Hinfelaar described, for precolonial times, a comprehensive domestic religion and family spirituality which he called “traditional dogma” or “family dogma”. What is left of it in Zambia? When and for what purposes are traditional religious beliefs invoked today and scrutinised in marriage and the domestic sphere? While many say, “We have no culture left!” traditional dogma continues to function as a “moral grammar” that anchors cultural identity. The marital life of a couple becomes scrutinised along traditional beliefs during family crises. When people accept this scrutiny, they (re-)submit themselves under the wider family and thereby reconstitute the family under …

Emerging Technologies, Ethics, And Global Politics: A Primer, Joseph Viviano
Hare & Bell Writing Contest
A series of ethical concerns and tradeoffs emerge when technology is politicized and weaponized in an era of strategic competition between western democracies, China, and to a lesser extent, Russia. The invasion of Ukraine is now a brutal reality, with emerging technologies playing no small part in the strategic landscape of the conflict. With technology at the center of this contest, a sound technology policy with full consideration given to ethics is necessary if the United States and its partners wish to avoid losing its status as arbiters of the international order. As an integral component of geopolitical strategic rivalries …
