Accompanying this issue of Insights is volume 17 (combining numbers one and two) of the Journal of Book of Mormon Studies; however, readers will note that the Journal now carries a new name, the Journal of the Book of Mormon and Restoration Scripture. In connection with this change, the Institute asked Andrew H. Hedges, an associate professor of Church History and Doctrine at BYU, to become the new editor, replacing Professor S. Swords are an important weapon in the Book of Mormon narrative. The prophet Ether reported that in the final battle of the Jaredites, King Coriantumr, with his sword, “smote off the head” of his relentless enemy Shiz (Ether 15:30). Swords were also used by the earliest Nephites (2 Nephi 5:14) and were among the deadly weapons with which that people were finally “hewn down” at Cumorah by their enemies (Mormon 6:9–10). While the text suggests that some Jaredites and early Nephites may have had metal weaponry (1 Nephi 4:9; 2 Nephi 5:14; Mosiah 8:10–11; Ether 7:9), references to metal weapons, …

Antisemitism and anti-Black racism have often been viewed as separate issues. The exhibit “Confronting Hate: Racism, Antisemitism, and The Resistance,” a fruit of the work of students in HIST 4312: Antisemitism and Racism taught by Professors Westenley (Wes) Alcenat and Magda Teter in 2021-2022, seeks to open a conversation about historical and phenomenological connections between racism and antisemitism. The exhibit highlights the way popular culture, scholarly works, and art have served to construct ideas about race and racial identity. It explores how racist ideas became entrenched in European and American cultures and how Jews, Black people, and their allies strove …

An inscribed gold plate 2.2 centimeters in length has been uncovered in a third-century ad Jewish burial. The burial, that of a young child, is located in a Roman cemetery in Halbturn, Austria. The news was released by archaeologists at the University of Vienna’s Institute of Prehistory and Early History.

The Book of Mormon first mentions a weapon called a cimeter during the time of Enos (some time between about 544 and 421 bc). Speaking of his people’s Lamanite enemies, Enos says, “their skill was in the bow, and in the cimeter, and the ax” (Enos 1:20). Later, in the first and second centuries bc, the weapon was part of the armory of both Nephites and Lamanites in addition to swords and other weapons (Mosiah 9:16; 10:8; Alma 2:12; 43:18, 20, 37; 60:2; Helaman 1:14).

More broadly, the tools at the US government’s disposal— IEEPA, Congressional lawmaking authority, and CFIUS review—encourage the use of such flimsy rationale and a lack of transparency, which ultimately promotes such broad bans; and the costs of these bans are dear. There may be First Amendment implications, and at the very least, a chilling of speech. There are also significant impacts on American foreign policy, from legitimizing the Chinese strategy of cybersovereignty and government regulation, to the creation of incentives to localize data in a manner that might undermine American law enforcement efforts.

This paper traces the politico-legal discussions surrounding autonomous weapons and unpacks the major legal issues plaguing scholarly and governmental debates around Lethal Autonomous Weapons Systems (LAWS). The authors first lay out a typology of autonomy to better understand issues and concerns with such weapons systems. The article then examines the broad legal framework with which these weapons will be required to comply and within whose boundaries these weapons will be required to be operated. The authors proceed to trace major States’ views on LAWS under the auspices of the United Nations Convention on Conventional Weapons. Finally, the authors examine Indian …

In November of 2021, The Russian Federation conducted an anti-satellite test (ASAT), destroying one of their defunct satellites in low earth orbit (LEO). This test, although not the first of its kind, created thousands of pieces of new space debris, threatening LEO satellites and the International Space Station (ISS). Russia’s test has resurfaced discussions on the militarization of space and its long-term sustainability. Absent legally binding multilateral agreements aimed at long-term peace and sustainability in space, the area will continue to develop in a hazardous direction. Understanding Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) defense policies is critical in promoting safety to civilian and military personnel in the United States and globally. This thesis first examines a few of the most significant CBRNE policies in history, their place in the world today, and how their creation has impacted society. Utilizing two canonical policy making models– the “linear model” and the “policy stream model”– a range of case studies are analyzed to examine how decision-making behind CBRNE policy compares with other comparable policy domains, particularly non-CBRNE biotechnology innovation. By examining the events that led to the outbreak of the First World War, one can determine whether any one nation was responsible for starting the war or failed to exercise its ability to prevent it. The origins of The First World War have seen no shortage of attention from historians in the hundred-plus years since its conclusion. This dissertation encompassed quantitative research on probabilistic risk assessment (PRA) elements in homeland security and the impact on critical infrastructure and key resources. There are 16 crucial infrastructure sectors in homeland security that represent assets, system networks, virtual and physical environments, roads and bridges, transportation, and air travel. The design included the Bayes theorem, a process used in PRAs when determining potential or probable events, causes, outcomes, and risks.
