The Nebraska Legislature is considering a bill–Legislative Bill 753 (L.B. 753)–that would provide a non-refundable, 5-year carry-over tax credit for donations to qualifying scholarship-providing organizations. To qualify, the scholarship organization must provide qualifying education scholarships. Those qualifying education scholarships must be used to pay tuition and fees at a qualifying school. Qualifying schools are “any nongovernmental, privately operated elementary or secondary school located in this state.” The state administers the issuance of the tax credits through a program that keeps the budgeted caps in place. The program starts with a $25 million cap that gradually expands to $100 million if …

Gender-role journey (GRJ) theory (O’Neil, 2015; O’Neil & Egan, 1992) provides a framework for exploring men’s transition from accepting traditional gender roles toward pro-feminist activism and gender-role transcendence on a bipolar continuum. Previous research findings suggest that men may experience distress and ambivalence when questioning traditional gender roles. A better understanding of this distress could help therapists effectively explore gender-role attitudes with men. In this study, latent profile analysis was used to identify distinct categories of men in the U.K. (N = 569) from a convenience, general population sample based on GRJ-phase attitudes. In the era of big data, there is a need for forecasting high-dimensional time series that might be incomplete, sparse, and/or nonstationary. The current research aims to solve this problem for two-dimensional data through a combination of temporal matrix factorization (TMF) and low-rank tensor factorization. From this method, we propose an expansion of TMF to two-dimensional data: temporal tensor factorization (TTF). The current research aims to interpolate missing values via low-rank tensor factorization, which produces a latent space of the original multilinear time series. Turkey’s prohibition of passage through the Black Sea straits by all foreign warships—including NATO’s—is difficult to justify under the Montreux Convention; Ankara more likely invoked it to mitigate repercussions from Moscow. Doing so tarnishes the country’s status as an honest broker and faithful guardian of the convention, which could have unintended long-term consequences.

Ultimately, a shifting coalition of Europeans defeated the French Emperor, but not before the world was changed forever. The Napoleonic Wars planted the seeds of the unified states of Germany and Italy, the United States doubled in size with the Louisiana Purchase, and perhaps most significantly, the definition of modern warfare became aligned with French military tactics. They include documents from The Public Papers of the Presidents of the United States, George W. Bush; transcripts of television news shows on ABC, CBS, CNN, FOX, and NBC; and contemporaneous public opinion polling. All documents are from the 9/11/2001 to 3/19/2003 timeframe. Recalcitrant groundwater contamination is a common problem at hazardous waste sites worldwide. Groundwater contamination persists despite decades of remediation efforts at many sites because contaminants sorbed or dissolved within low-conductivity zones can back diffuse into high-conductivity zones, and therefore act as a continuing source of contamination to flowing groundwater. A review of the available literature on remediation of plume persistence due to back diffusion was conducted, and four sites were selected as case studies. Remediation at the sites included pump and treat, enhanced bioremediation, and thermal treatment. Our review highlights that a relatively small number of sites have been studied …

The relationship between colonial and colonized nations is entrenched in modern politics and history; remaining a transhistorical site of economic, social, and political imbalance. The United States and Colombia have a trans-colonial relationship that is shadowed by colonial gains at the expense of colonized livelihood. Western corporations mimic the patterns of the governments that preside over them, using the land and labor of the colonized “Other” to maximize profit. The US Civil War was fought over slavery. But what do we really mean when we say that? This paper examines that question, first by exploring the idea of “higher law,” which gained tremendous traction in American society starting around 1850. Proponents of the idea claimed that laws such as the Fugitive Slave Act are immoral; that the immorality of such laws is self-evident, and that such immoral laws should be resisted—sometimes even with violence. Meanwhile, opponents of the idea of higher law were not necessarily in favor of slavery, but they opposed the use of extra-Constitutional means to bring …

Under what conditions do violent nonstate actors (VNA) succeed against states? Why does David sometimes beat Goliath? Since at least the time of Thucydides and the Peloponnesian Wars, the realist narrative in international relations measures power primarily in relative, coercive, and deterrent terms. Strong states should accordingly face fewer constraints and enjoy more options while pursuing their national interests. Unconventional warfare, and its subsets of terrorism and insurgency, should—given these circumstances, end in VNA failure. Sometimes, however, VNAs find success.
