At the headwaters of the Yenisei River in Tuva and northern Mongolia, nomadic pastoralists move between camps in a seasonal rotation that facilitates their animals' access to high-quality grasses and shelter. The use and informal ownership of these camps depending on season helps illustrate evolutionary and ecological principles underlying variation in property relations. Given relatively stable patterns of precipitation and returns to capital improvement, families generally benefit from reusing the same camps year after year. We show that locations with higher economic defensibility and capital investment—winter camps and camps located in mountain/river valleys—are claimed and inherited more frequently than summer …

Executive power should be constrained by checks and balances. The United States’ long and strong tradition of concerns about executive power, and its complementary tradition of Madisonian checks and balances on and to the executive, include the selection of supreme court justices. Neither the U.S. Constitution nor the constitution of any state places solely in the executive the power to appoint a justice to begin a new term on the (federal or state) supreme court. However, several states fail to constrain gubernatorial power in selecting justices to finish a term already started by another justice and these interim appointments are …

The Strategic Use Of Ransomware Operations As A Method Of Warfare, Jeffrey Biller
International Law Studies
This article examines the potential use and legal limitations of ransomware to achieve strategic effects in armed conflicts. Ransomware is defined here as the temporary encryption of data until some pre-condition is met to release the encryption. The article focuses on international law as applicable to a State’s use of ransomware against another State, where both are parties to an existing international armed conflict. The author finds that international humanitarian law does not currently prohibit most uses of ransomware against non-military related targets in armed conflicts. The February 1996 issue of INSIGHTS reported that FARMS was assisting Yale University and the National Geographic Society in photographing the deteriorating Maya murals at the Bonampak site in Chiapas, Mexico. Using a multispectral filter provided by FARMS, the Bonampak team captured on film vivid details of the mural scenes otherwise obscured by centuries of decay and incrustation.

FARMS and the BYU Religious Studies Center have jointly published a booklet that discusses some of the beliefs of members of the LDS Church. The contributors to Latter-day Christianity: Ten Basic Issues hope these discussions will, first, help Latter-day Saints who want to explain their beliefs to their friends of other faiths and, second, be useful to people outside the LDS Church who want a simple and clear statement of those beliefs from informed insiders.

This article presents a design, development, and testing process of a deployable right-hand circular polarization (RHCP) helical antenna for a small satellite in the UHF band. In the stowed configuration the antenna is 5cm and deploys to an operational length of 74cm. Deployment of the antenna is controlled by a DC motor and once released, extends to its full shape under spring power, a 3-turn jack-in-the-box design. The antenna is tuned and matched to correct frequency bandwidth and features an optical deployment confirmation circuit. The antenna produces an axial mode, with an average beamwidth of 60° and this is achieved …

Low Earth Orbit satellites impart a Doppler shift on transmitted signals. This Doppler shift imposes challenges on the receiver design. Optimum band-edge filters can measure the Doppler offset, and frequency-locked loops (FLLs) containing them can correct the Doppler offset. However, optimum band-edge filters require knowledge of the structure of the signal of interest in order to compute the filter coefficients. Prefilter delay-multiply elements can be used to generate a Doppler tone that can be placed in an FLL, but this technique also requires knowledge of the signal structure and is not well suited for frequency shift keyed signals. Organophosphorus compounds (OPs), both nerve agents and insecticides, may induce damage leading to long-term neurological deficits. Oxime 20, the lead compound from a platform of substituted phenoxyalkyl pyridinium oximes (US Patent 9,227,937), is an oxime that reactivates OP-inhibited acetylcholinesterase (AChE) and has displayed neuroprotection within the brain of rats in in vivo tests where the currently approved treatment, pralidoxime (2-PAM), has not. This research investigated the neuroprotective effect of novel oxime therapy. Gene expression in rat piriform cortex was analyzed to determine if neurotoxicity, stress, and synaptic plasticity-associated genes were down-regulated by Oxime 20 following a sublethal dose of sarin …

Our laboratory has invented a series of oxime acetylcholinesterase (AChE) reactivators (US Patent 9,227,937) that enter the brain, reduce time to cessation of seizure-like activities, and prevent organophosphorus compound (OP) neuropathology, not seen with the current U.S. approved AChE reactivator, pralidoxime (2-PAM). Thus, 2-PAM fails to protect the brain against damage and long-term cognitive and behavioral deficits seen in humans after OP exposure. However, the mechanisms by which these novel oximes provide central neuroprotection through preservation of neuronal cell structures from damage in a rat model are not fully understood by AChE reactivation alone. Autonomous decision-making significantly increases mission effectiveness by mitigating the effects of communication constraints, like latency and bandwidth, and mission complexity on multi-spacecraft operations. To advance the state of the art in autonomous Distributed Space Systems (DSS), the Distributed Spacecraft Autonomy (DSA) team at NASA's Ames Research Center is developing within five relevant technical areas: distributed resource and task management, reactive operations, system modeling and simulation, human-swarm interaction, and ad hoc network communications. This paper considers hellish aspects of The Lord of the Rings through an environmental bioethical framework focusing on the intersection of biopolitics, race, and ecology. Key figures that shall be examined include Sauron, Saruman, Uruk-hai, and the body of Middle-earth. Sauron shall be read as a Hades figure; they share numerous connections, such as their domain is hell, influence over invisibility (Hades’ cloak and Sauron’s Ring), characterization of giver of gifts, possession of dead bodies, and connection to the earth’s fertility (or lack). In a democracy, public opinion inevitably has an impact on decisions made by national leaders. With this in mind, this research provides survey data and analysis that establishes a quantitative baseline of the public’s general tolerance of space warfare. More specifically, a range of hypothetical scenarios in which an adversary to the United States has acted provocatively were presented and respondents’ willingness to support a first-strike or respond to an adversarial first-strike was measured. Initial study was conducted to determine if the public is more or less willing to support engagement in space as compared to other domains.

The Red Hills Region of southern Alabama, northern Florida, and southwestern Georgia is one of the most prominent areas in the United States for conducting prescribed fire research and is the birthplace of fire ecology. The culture of prescribed burning in the Red Hills has been influenced by multiple ethnic groups, including the Seminole and Creek nations, Black landowners, and White researchers. Given the distinctive reliance of the region on prescribed fire, it is noteworthy that the combined issues of Black land loss, underrepresentation, and incentives for using prescribed fire on private lands in the southeastern United States have generated …

Habitat fragmentation and human-elephant conflict (HEC) are two factors that have caused harm to both Asian elephants and humans in Thailand. Think Elephants International (TEI) is a non-profit organization whose goal is to educate children on these issues to encourage more interest in and knowledge about elephant conservation in the youth of Thailand. TEI has developed a systematic education initiative and established a method for assessing the program’s efficacy using a pre- and post-survey. Metal-organic frameworks (MOFs) are crystalline porous materials that offer modularity through diverse combinations of metal nodes and linkers, as well as tailorable surface chemistry and structure, along with tunable conductivity. The integration of these framework materials onto fibers can result in robust and flexible MOF-based textiles with enhanced functionality and applicability. This thesis illustrates the versatility of multifunctional MOF-integrated textile systems, showcasing their unique properties and the advantages of installing MOFs at the fiber level.
