“It Is Always Tomorrow In Korea”: The Letters And Photographic Record Of Major Brian Meredith, 1950-1951, Andrew Burtch, Sarah L. Hart
Canadian Military History
This article sheds light on the important textual and photographic archives of Major Roderick Brian Meredith who was present for key events in the early phases of the Korean War. As an eyewitness during this pivotal period, his letters, broadcasts, and photographic diary offer contemporary interpretations of the war, the mission of the United Nations in Korea, and above all the plight of Korean citizens caught in the crossfire of the first hot war of the Cold War. The authors then describe what sets the Meredith collection apart from other photograph albums held at the Museum, and the recent efforts …
Keepers Of The Peace Or Soldiers: An Analysis Of The 1983 Beirut Marine Barracks Bombing And The Rationale Behind Deploying Troops In A Peacekeeping Capacity, Brock Bellinger
Bound Away: The Liberty Journal of History
Despite President Reagan’s historic foreign policy success in ushering in the collapse of the Soviet Union and liberation of Eastern Europe, the loss of life during the Beirut Marine barracks bombing marks a substantial failure in Reagan’s foreign policy record. Reagan’s foreign policy failure in Beirut that resulted in the deaths of 241 Americans merits further examination amongst students of international relations as this peacekeeping mission illustrates the dangers of sending American troops into harm’s way without a clear and decisive goal and exit strategy. By evaluating the 1983 Beirut Marine barracks bombing, the hindsight and judgment of history allows …
Passive Positioning Using Linear Multilateration, Eric R. Widdison
Passive Positioning Using Linear Multilateration, Eric R. Widdison
Theses and Dissertations
Passive localization of aircraft in flight using signal time of arrival (TOA) poses some unique challenges. The sensors must be deployed in an approximately coplanar configuration, which produces significant vertical uncertainty in the estimated position. This dissertation examines the traditional algorithms used in passive localization. It presents general forms of linear TOA, time difference of arrival (TDOA), angle of arrival (AOA), and frequency difference of arrival (FDOA) equations from the literature and explains how to apply an intuitive geometric interpretation of these equations. It presents two novel algorithms for passive localization. One uses a one dimensional AOA (1AOA) to improve …

Was The Russian Invasion Of Ukraine A Failure Of Western Deterrence?, Bettina Renz
Was The Russian Invasion Of Ukraine A Failure Of Western Deterrence?, Bettina Renz
The US Army War College Quarterly: Parameters
In February 2022, many observers initially evaluated the Russian invasion of Ukraine as a failure of Western deterrence. That assessment was and is flawed inasmuch as the West never articulated a clear strategy to deter such an invasion. Engaging with relevant conceptual debates about how deterrence works and relating this information to what the West did and did not do in the run-up to the invasion, this article shows that deterrence efforts were based on problematic assumptions about the Kremlin’s motivations. The study concludes with lessons for Western military and policy practitioners with the intention to enable better future thinking …
Ukraine’S Lessons For Future Combat: Unmanned Aerial Systems And Deep Strike, Harry Halem
Ukraine’S Lessons For Future Combat: Unmanned Aerial Systems And Deep Strike, Harry Halem
The US Army War College Quarterly: Parameters
The Russia-Ukraine War holds many lessons for the US Army and American policymakers and leaders on the nature and role of reconnaissance-strike complexes in modern combat, especially Ukraine’s development of a battle-management system that fuses unmanned aerial systems and satellite reconnaissance to enable the fire coordination for deep strikes into the enemy rear. In the research presented here, open-source analysis and interviews in Ukraine focus on the development and employment of reconnaissance-strike complexes with respect to deep strike and the likelihood of mutual territorial attack.
Competing For Global Influence: How Best To Assess Potential Strategic Partners, Brian G. Forester
Competing For Global Influence: How Best To Assess Potential Strategic Partners, Brian G. Forester
The US Army War College Quarterly: Parameters
To compete effectively for global influence, US Army and defense planners should focus on economic globalization in addition to security interests when assessing potential foreign military partners. The results of a quantitative analysis of US-led exercise participants between 1990 and 2016 demonstrate the variety of interests, including economic, that underly a partner’s decision to train or not with US forces. Since the US Army bills itself as the “partner of choice,” this piece will interest military and policy practitioners involved in strategically assessing potential international military partners.
Integrating Army Capabilities Into Deterrence: The Early Cold War, Robert F. Williams
Integrating Army Capabilities Into Deterrence: The Early Cold War, Robert F. Williams
The US Army War College Quarterly: Parameters
The strategy of integrated deterrence is a repackaged version of Cold War strategies. The integration of assets to deter adversaries was part of both the Eisenhower and Kennedy administrations' overarching strategies that forced the military services to change their operating concepts, capabilities, and doctrine simultaneously. The US Army is an example of how national strategy forces organizational changes. This article assesses how the Eisenhower and Kennedy administrations forced institutional change while considering the significance of integrating deterrence. These examples will assist US military and policy practitioners with adapting their organizations to existing national defense strategies.

Reflexive Control: Influencing Strategic Behavior, Maria W. R. De Goeij
Reflexive Control: Influencing Strategic Behavior, Maria W. R. De Goeij
The US Army War College Quarterly: Parameters
Decisionmakers can use reflexive control to change the other’s perceptions about their utility sets. Reflexive control contains underlying elements that could help give structure to analyses of strategic behavior by using a nonlinear approach that aims to improve the quality of assessments. This exploratory literature study reviews the interpretations of the concept of reflexive control, how elements of reflexive control link to the more widely accepted existing body of knowledge, and how they could be valuable additions to the current work on the analysis of strategic behavior.

Elucidating The Architecture Of The Tclijn Complex That Converts Cysteine To Thiazoles In The Biosynthesis Of Micrococcin, Diana G. Calvopina Chavez
Theses and Dissertations
Thiopeptides are a family of antimicrobial peptides that are characterized for having sulfur-containing heterocycles, and for being highly post-translationally modified. Numerous thiopeptides have been identified; almost all of which inhibit protein synthesis in gram-positive bacteria. These intrinsic antimicrobial properties make thiopeptides promising candidates for the development of new antibiotics. The antimicrobial peptide micrococcin is a thiopeptide that is synthesized by the ribosome and undergoes several post-translational modifications (PTMs). Micrococcin is formed from a precursor peptide, TclE. TclE comprises an N-terminal leader (35-AA) that is crucial for recognition of the PTM machinery, alongside a C-terminal core sequence (14-AA) that undergoes multiple …

Beyond The Boom: Integrated Approaches To Managing Weeds And Brush, M. L. Treadwell, D. Burson
IGC Proceedings (1977-2023)
William Bray stated in his 1904 report, The Timber of the Edwards Plateau of Texas, "This struggle of the timberlands to capture the grasslands is an old warfare....it spreads like infection.” This trend is true today and especially pronounced in the Great Plains, where only 1/4 of the Great Plains’ original grasslands remains intact. Species like honey mesquite, honey locust, black locust, sumac, dogwood, post oak, winged elm, Siberian elm, salt cedar, huisache, Eastern redcedar, Ashe and redberry juniper, pricklypear, sericea lespedeza, and many other species represent alarming rates of spread and rapid establishment throughout Great Plains grasslands. Although, these …

Local Competition, Multimarket Contact, And Product Quality: Evidence From Internet Service Provision, Kyle Wilson
Pomona Faculty Publications and Research
I investigate the effect of competition on quality in the internet service provision industry: I examine both local competition within markets and multimarket contact among firms across markets. This industry offers an ideal setting, as quality is both objective and measurable. I use data from speedtest.net from 2008 to 2014 to estimate a reduced-form model of the effects of local competition and multimarket contact on realized consumer download speeds. I find that increased multimarket contact leads to decreased download speeds, which is consistent with the mutual forbearance hypothesis. I also find that duopolies lead to faster download speeds than do …
Unique Challenges In State Defense Force Chaplaincy, J. Todd Smith
Unique Challenges In State Defense Force Chaplaincy, J. Todd Smith
Doctoral Dissertations and Projects
As the impact and effectiveness of traditional ministry wanes in this current culture, the influence of chaplaincy is expanding and making new inroads into numerous fields, including business, sports, health care, and the military. Chaplaincy’s commitment to pluralism and emphasis on spirituality instead of denominationalism makes it the perfect vehicle for ministry to this seemingly secular population still searching for meaning, purpose, and connection. These chaplains must be well trained for these serious moments in time and the lives of individuals. State Defense Forces are the nation’s least-known uniformed service and, therefore, lack the resources and funding of other services …
Introducing Just Competition Theory: Christian Realist Strategic Risk Management In Great Power Competition, Jason A. Byrd
Introducing Just Competition Theory: Christian Realist Strategic Risk Management In Great Power Competition, Jason A. Byrd
Doctoral Dissertations and Projects
How can a Christian Realist approach shape United States security policy to manage strategic risk during Great Power Competition? This work finds that Just War Theory, in particular jus in bello (behavior in war), is a common method used by Christian Realists to determine actions and manage consequences in war; however, it is not optimal for the challenges posed in Competition. A complementary structure uniquely applicable to actions below the threshold of armed conflict is needed. This argument is manifested through Just Competition Theory or jus in contentione. In a complex environment of Great Power Competition, principles of jus in …

Only A Matter Of Time: The Battle Of Cold Harbor 28 May-12 June 1864, Nathan Lee Provost
Doctoral Dissertations and Projects
On 3 June 1863, Ulysses Grant launched his final assault of the Overland Campaign, hoping to break Lee's army at the Battle of Cold Harbor. Grant had reason to believe the indomitable Army of Northern Virginia would break, but the well-entrenched Confederate army repulsed the attack. Nevertheless, the Army of the Potomac did not retreat and managed to press the dug-in Confederate forces, forcing them on the offensive and losing significant casualties and casualties they could ill afford. The Union men did not give up hope even after the bloody repulse of 3 June and maintained relatively high morale. This …

National Space Forum 2007: Towards A Theory Of Spacepower, Charles D. Lutes
National Space Forum 2007: Towards A Theory Of Spacepower, Charles D. Lutes
Space and Defense
Institute for National Strategic Studies, National Defense University Eisenhower Center for Space and Defense Studies Colorado Springs, Colorado, January 2007
The Spacepower Theory Project seeks to gain insight into human behavior in outer space. The project’s overall objective is to develop a theoretical framework that helps to define, categorize, explain and anticipate ways in which “spacepower” may be pursued, how the various facets of spacepower connect to each other, and how they relate to the other instrumentalities of power that state and non-state actors may seek to achieve or retain.
The History Of United States Weapons Export Control Policy, Taylor Dinerman
The History Of United States Weapons Export Control Policy, Taylor Dinerman
Space and Defense
All nations regulate Arms sales, but the United States (U.S.) has traditionally gone further than most. After World War I, a conspiracy theory made its way into popular culture that blamed the war, and specifically the U.S. intervention in 1917, on the so called “merchants of death.” Ever since, this has been a powerful and enduring theme in politics and culture throughout the world. Yet, nowhere have the effects of this theory been more enduring than in U.S. policy and law.

Establishing Space Security: A Prescription For A Rules-Based Approach, Theresa Hitchens, Michael Katz-Hyman
Space and Defense
The question of what constitutes the proper military uses of space is not just a debate over space weapons and attacks on satellites. It is a debate that sheds light on the fundamental decisions that states and their citizens will have to make over the next century as we both explore and exploit space for its scientific, strategic, and economic value. Furthermore, the context of this debate changes year to year as the physical and political environment of space changes.
An Inchoate Process For The International Regulation Of Military Activities In Space, Baker Spring
An Inchoate Process For The International Regulation Of Military Activities In Space, Baker Spring
Space and Defense
As the breadth and depth of military activities in space expand, demands are growing to regulate these activities at the international level. In some cases, these demands stem from the recognition that broader national security operations in space are moving away from a legacy of being dominated by secret intelligence activities and in the direction of more open military activities.1 In other cases, they are driven by the efforts of arms control advocates to roll back the “weaponization of space.”2 Regardless of the underlying motivations, the demands for international regulation are going to grow, and the debate will turn increasingly …

A Good Starting Point For Deterrence, Dean Cheng
A Good Starting Point For Deterrence, Dean Cheng
Space and Defense
A central focus for much of the Cold War was determining what would deter the Soviet Union; this was a topic upon which many of the West’s best and brightest labored to determine. In order to deter the former Soviet Union, a huge intellectual edifice was erected, which helped guide a variety of military programs, including not only the American strategic triad of land-based and sea-based missiles and manned bombers, but tactical nuclear weapons, hardened command and control, and space-based early warning systems. It also incorporated concepts, such as “extended deterrence,” “escalation dominance,” and “mutual assured destruction.”
Space Deterrence: The Delicate Balance Of Risk, Roger G. Harrison, Deron R. Jackson, Collins G. Shackelford
Space Deterrence: The Delicate Balance Of Risk, Roger G. Harrison, Deron R. Jackson, Collins G. Shackelford
Space and Defense
The United States has created a military structure that is heavily satellite-dependent, without making corresponding improvements in the survivability of its space systems. The result is a classic opportunity for asymmetric, preemptive attack. The central question of this study is how to structure a strategy of deterrence to persuade potentially hostile actors that the costs of attack will nevertheless outweigh the benefits.
