The human intestine contains a large, complex, and dynamic community of microbes termed the microbiota, which is made up of hundreds of individual species populations. Certain community compositions are linked to health or disease in the human host, and substantial effort has been directed towards identifying methods of modulating the microbiota composition for therapeutic purposes. While many studies assess which species are present or fluctuate within the community, little is known about fluctuations within individual isogenic populations over time. This Article challenges the centuries-old reactive and past-oriented approach of international law. It suggests that while the reactive paradigm has facilitated practical solutions to the concrete problems faced by the international community, this paradigm has also led international law to become backward-looking and short-sighted, thereby hindering the discipline from acting in anticipation of long-term problems and developments.

For over a decade, cultural tightness-looseness (TL) has established itself as a culture construct that is useful in diverse contexts at multiple levels. While most TL research has focused on TL consequences, less attention has been paid to TL antecedents. This dissertation proposes resource increase as a TL predictor and uses a resource-based perspective to review and extend extant TL literature. I empirically examine the effect of resource increase on incremental and radical creativity as mediated by TL at the team level. Walking The Tightrope: Protecting Research From Foreign Exploitation While Fostering Relationships With Foreign Scientists, C. John Cox

In response to extensive foreign efforts to take advantage of U.S. scientific research, especially by the People’s Republic of China, the United States has taken steps to protect its scientific and technology efforts. Although steps to prevent foreign government exploitation of U.S. research are reasonable and justified, the United States should be cognizant of these actions' impact on collaboration with foreign scientists. It is in the interest of the United States to effect policy that fosters relationships with foreign scientists rather than push them away.

How Does This End?: The Ukraine War And The Future Of Russia, Jonathan M. Acuff, Hannah N. Clegg

Intelligence and Security Studies

We analyze a range of future scenarios for Russia related to the Ukraine War. Although regime change is a publicly-stated objective for several leaders of NATO countries, we find very little prospect for it. The Russian economy has largely evaded the effects of the sanctions. Despite enormous casualties and incompetence in the management of the war, both Putin and the war remain popular with the Russian public. Contrary to most analysis to date, the Wagner Group mutiny of June 2023 is not an indication of Putin’s weakness, but his strength. The coercive mechanisms of the Russian state remain intact. With the impacts of climate change intensifying, and progress in reducing the greenhouse gas emissions that cause it continuing to lag, the parties to the Paris Climate Agreement have emphasized the need to accelerate efforts to remove carbon dioxide from the atmosphere, while simultaneously curbing emissions. As the parties have recognized, the ocean is already a major carbon sink, and could play an important role in future carbon dioxide removal (“CDR”) efforts. Race And Republicanism In The Political Thought Of Simón Bolívar, Jeremy Cumplido

This thesis examines how Simón Bolívar’s political thought on race, republicanism, and governance evolved during the Spanish American wars of independence. Early in his revolutionary career, Bolívar drew heavily from Enlightenment ideals, particularly those of Rousseau and Montesquieu, envisioning a future republic grounded in liberty, unity, and the rule of law. However, Bolívar’s initial writings reveal that he paid relatively little attention to the racial divisions that deeply fractured colonial society. Thus, his appeals for independence primarily focused on political subjugation and economic exploitation, reflecting both his Creole background and the broader colonial system’s blind spots.

Habsburgian propaganda is most often understood within the context of the 17th and 18th centuries, during the monarchy's period of baroque absolutism, causing earlier attempts at propaganda and centralization to be seen as ineffective in comparison. Military systems require monitoring a wide frequency range of the RF spectrum to detect and monitor enemy targets. A vital component of that is calculating the direction of arrival of enemy radars. The use of compressive sensing architectures like the Nyquist Folding Receiver (NyFR) allow for computationally cheap capturing of wideband signals; however, these techniques make traditional direction of arrival (DOA) estimation techniques difficult. The process of extracting structured data from unstructured and semi-structured text is manual, time consuming and error prone. Current natural language processing approaches for automating this process are difficult to verify for non-trivial and context-sensitive corpora. Large Language Models (LLMs) like ChatGPT have become a subject of considerable interest, opening a promising avenue of exploration. However, there is limited evidence on the performance of LLMs for information extraction.

This Essay contends that data infrastructure, when implemented on a national scale, can transform the way we conceptualize artificial intelligence (AI) governance. AI governance is often viewed as necessary for a wide range of strategic goals, including national security. It is widely understood that allowing AI and generative AI to remain self-regulated by the U.S. AI industry poses significant national security risks. Purpose: Exploration of deadlift inclusion for tactical strength and conditioning in United States Marines for enhancement of occupational performance. Problem: Limited previous research involving deadlift training routines for specialized occupations. Hypothesis: 3RM deadlift periodization will produce significant strength aptitudes for population training parameters. Methods: 48 participants (22 EG, 26 CG), ages 18-27, conducted 8-week protocol with training sessions performed 3 times per week, baseline and post assessments conducted at Week 1 and Week 8 with customized USMC physical fitness assessment. “Responsive Space and Strategic Information” argues that the U.S. relies too heavily on large, costly satellites that are difficult to adapt in a crisis. This paper proposes a more flexible approach: responsive space. This means launching small, low-cost payloads on short notice to replace, reinforce, or add new capabilities when needed. Responsive space can also support information operations, shaping how adversaries perceive events and make decisions. By linking space capabilities with strategic information, the United States can improve deterrence and act faster in competition and conflict. In the future, speed, flexibility, and adaptability may matter more than size or permanence.

The relationship between U.S. Special Operations Forces (SOF) and Conventional Forces (CF) has historically been challenging, leading to mission failures and the loss of lives. An unprecedented integration of the two forces was seen following 9/11 during Operations Enduring Freedom and Iraqi Freedom. This article investigates whether this intimate collaboration in Afghanistan and Iraq improved relations between SOF and CF. Drawing from a sample of 48 master’s theses authored by U.S. officers on the topic of SOF–CF integration from 1994 to 2018, this article documents a deterioration in the relationship between the two forces and identifies four underlying causes. In what is likely to amount to nothing more than a pyrrhic victory, Hamas’ October 2023 infiltration into Israel and subsequent assault will be greeted as a heroic act of resistance in some sectors of Palestinian society. It will invoke dread and anger in others. Employing a genealogical approach, this paper explores the effects of sectarian infighting over ideology, tactics, and aims as a means to garner greater in-group support. In doing so, the paper demonstrates that it is not so much Israel that is the object of the Palestinian struggle, but rather the struggle between the Palestinian factions themselves.
