Today's artificial intelligence ("AI") systems exhibit increasing capabilities across a remarkable variety of tasks. The rapid growth in AI ability has caught the attention of policymakers, parliaments, and the United Nations. These entities are increasingly looking towards regulating AI, not only in its particular applications, but as a technology. Yet legal scholarship has thus far offered little to this new and critical regulatory conversation, which has instead been dominated by computer scientists and technologists.

It is the aim of this study to provide detailed attention to the representation of violence against Native American women throughout American films and literature. Native American women have been persecuted against since the times of colonization; however, there has been a recent uptake in this crime. This crime has been seen throughout many forms of art, but has not often been a focal point to these artforms. This article considers how recent moments of racism and violence in the United States, ethnomusicology, and the Society for Ethnomusicology are linked to larger movements. I examine the work of Asian American and Asian Canadian artists and activists to engage with conversations about violence, racialization, and solidarity. I bring these conversations in concert with recent discussions of racism in music studies to connect moments to movements and examine models for change through processes of decolonization. Making Us Security Cooperation In Fragile States Work: Organizational Capital In Aid Provision, Randell Yi, Edward J. O'Connell

The article examine how materiel and non-materiel organizational capital, as conveyed by military aid, differ in their effects on recipient nations with respect to governance. The authors analyze the Varieties of Democracy (vDem) dataset’s Regime Corruption Index alongside Security Sector Assistance expenditures as reported by the US Aid to Security Sector Actors (USASSA) dataset. They find that non-materiel forms of investment toward building partner nation capacity create generally better governance outcomes than materiel ones that involve transfers of weapons systems or supplies. They further contend that investments toward social cohesion and norms transmission “build the capacity to have capacity built.” …

This dissertation explores the emotional and social impact of significant Soviet historical events, including World War II, the Soviet-Afghan War, and the Chornobyl disaster, on collective memory. Svetlana Alexievich, a Belarusian Nobel Prize laureate, employs a polyphonic narrative technique to challenge official histories of these events and foreground the voices of ordinary people, particularly women. Focusing on her works – The Unwomanly Face of War, Zinky Boys, and Chernobyl Prayer – the study delves into the gendered experiences and narratives of women involved in these events. Protected areas can conserve wildlife and benefit people when managed effectively. African governments increasingly delegate the management of protected areas to private, nongovernmental organizations, hoping that private organizations’ significant resources and technical capacities actualize protected areas’ potential. Does private sector management improve outcomes compared to a counterfactual of government management? We leverage the transfer of management authority from governments to African Parks (AP)—the largest private manager of protected areas in Africa—to show that private management significantly improves wildlife outcomes via reduced elephant poaching and increased bird abundances. This Article demonstrates how hierarchies in the international economy and in international financial institutions have facilitated the U.S.-led Global War on Terror (GWOT). Using U.S.-Pakistan relations as a case study, it shows how the United States has deployed its powerful position at the International Monetary Fund (IMF) to claim Pakistan's consent for its military activities in the region. The current paper deals with religious nationalism as a challenge in the Orthodox Church, especially following the 19th and early 20th-century formation of Balkan nation-states. This issue ties the Church closely with national identity, strengthening ethnocultural bonds and state relations, leading to national Churches that prioritize national revival over salvation in Christ. This phenomenon, called phyletism, has created heretical divisions within the Church. Abstract: To address the limited exploration capabilities and sparse rewards of conventional reinforcement learning methods in air combat environment, a curriculum learning distributed proximal policy optimization (CLDPPO) reinforcement learning algorithm is proposed. A reward function informed by professional empirical knowledge is integrated, a discrete action space is developed, and a global observation and local value and decision network featuring separated global and local observations is established. Political objectives are usually achieved by using one’s military power. Converting political objectives into achievable military-strategic objectives is the primary responsibility of military-strategic leadership. This process is largely an art rather than a science. There are many potential pitfalls because much depends on the knowledge, understanding, experience, and judgment of military-strategic leaders. Most often, mistakes made are only recognized after setbacks or defeats suffered during the hostilities. Despite its critical importance, there is no consensus on the steps and methods in converting political- into military-strategic objectives. There is scant writing on the subject in either doctrinal documents or professional journals.

The programs responsible for teaching joint professional military education (JPME) Phases I and II are undergoing a significant transformation in demonstrating their mission fulfillment. Governed by the Officer Professional Military Education Policy (OPMEP), particularly OPMEP-F, implemented on May 15, 2020, these institutions are moving towards outcomes-based military education (OBME). Unlike previous versions, OPMEP-F requires programs to prove achievement on defined learning outcomes, marking a departure from merely demonstrating coverage of mandated content. This shift reflects a comprehensive change in validating JPME program success and ensuring graduates reach specified levels of achievement on defined learning outcomes.

The Department of Defense (DOD) needs a new approach to electrical grid infrastructure to maintain security and access to operational energy. Recent natural disasters and cyber attacks have exposed the vulnerability of the current system, posing threats to military operational readiness. Strategic military facilities currently acquire most of their electric power directly from the national grid, which is increasingly vulnerable to failures. The problems experienced to date could be exponentially worse if targeted by a sophisticated adversary.
