This submission proposes a novel system and method to enable Wi-Fi routers, access points, or edge devices (e.g., through opt-in mechanisms, pre-authenticated mechanisms, etc.) to broadcast an Emergency SSID (Service Set Identifier) when triggered by a centralized emergency authority (e.g., FEMA (Federal Emergency Management Agency), military, local government, etc.). Hosaena Tilahun's "The Idea of Ethiopia" explores how heritage tourism in Addis Ababa cultivates Ethiopian patriotism and exceptionalism. Through an in-depth, close reading of the National Museum of Ethiopia, Unity Park, and the Oromo Cultural Center, supplemented by observations at the Red Terror Memorial Museum and Dergue Prison, Tilahun examines how heritage sites shape the political memory of national resistance, revolution, and Black internationalist thought. Tilahun discovers omissions of Menelik II's role in the Red Sea Slave network, encountering museum and archival silences about the internal conquest of peoples peripheral to the northern Abyssinian empire. What U.S. policy would deescalate cross-strait tensions, while maintaining Taiwan’s security? This article is supported by the information and perspectives received from 12, one-on-one, semi-structured interviews with a variety of thought leaders in Taiwan. The goal of this proposal is to provide policymakers in the United States with a path for protecting Taiwan, while responsibly managing the U.S.-China relationship. The paper begins with a short background of the complex policy problem facing Taiwan and a review of the current official U.S. policy of “strategic ambiguity." Exploring the lived experiences of rural women of color in the United States who seek police intervention during an intimate partner violence crisis is a necessity. In rural regions, many African American and Caribbean Blacks in rural communities endure physical assaults perpetrated by their partners throughout their lives. IPV among women of color, especially the obstacles that they face in requesting police intervention. The findings of this research study provide valuable insights that can support the establishment of intervention centers for rural women of color by involving key stakeholders, such as police departments in these regions. On May 18, 1980, the Kwangju Uprising took place in Kwangju, a city in the Chŏlla province of South Korea. Though it was initially a student demonstration against Chun Doo Hwan’s martial law, it grew to involve thousands of Kwangju civilians who united to fight against vicious paratroopers and Chun’s unjust rule. After nine days, state troops recaptured Kwangju and arrested the remaining demonstrators. Years later, as a response to popular demand, the South Korean government compensated victims and began celebrating May 18 as a turning point for democracy in the nation. There is a recent resurgence in seabed mining, particularly in the potential excavation of polymetallic nodules (PMN) for cobalt, nickel, and copper in response to the tight competition for critical minerals between the United States and China. From the 1970s to the 1980s, increased government funding in the seabed mining industry sparked a surge of academic research and international collaboration in deep-ocean exploration. Although not the sole driver of this ballooning interest, Project Azorian—the CIA’s audacious mission aboard the Glomar Explorer to recover the sunken Soviet nuclear submarine K-129—was undeniably catalytic in generating enthusiasm. Over the last decade, a range of international actors has moved away from direct forms of intervention to protect civilian populations in favor of “bottom-up” approaches that emphasize external support for civilian self-protection (CSP). While this indirect action is often perceived to be less costly, more legitimate, and potentially more effective, we argue that external support for CSP is a “risky business” that presents a significant dilemma for international governmental and nongovernmental organizations. Drawing on literature from sociology, economics, and civil war studies, we conceptualize and categorize the risks of unintended consequences that could accompany external support for CSP and …

Background:
This review article addresses the vaping chemistry of manufactured cannabis concentrates—a topic that remains under-researched despite the widespread availability and growing popularity of these products. Given their current prevalence and the fact that many of the findings discussed herein are from early-stage investigations, further research is essential to fully assess the public health risks associated with concentrate use. The purpose of this article is to help begin to bridge this knowledge gap by outlining the technical challenges of studying cannabis concentrates and to present evidence-based data concerning toxicant exposures as a foundation for future investigations.

This study explores the role of African Pentecostal churches in preserving cultural traditions andshaping identities among African diaspora communities in the United States, focusing specifically on Christ Apostolic Church (CAC) and Pentecost International Worship Centre (PIWC) in Tampa, Florida. Through detailed participant observation and in-depth qualitative interviews, this thesis examines how rituals, religious practices, and community engagement within these churches facilitate cultural continuity and identity negotiation among Nigerian and Ghanaian immigrants. Findings reveal that these religious institutions serve as critical sites for resisting cultural erasure, navigating the complex tensions between maintaining African heritage and adapting to American society, and providing …

Radio Detection and Ranging (radar) is a core application of RF engineering, traditionally implemented through active systems that transmit high-power signals and process their reflections to estimate target range and velocity. However, active radar systems require significant power, cost, and regulatory overhead. This thesis explores the design and implementation of a passive radar system as a low-power, cost-effective alternative for real-time aircraft tracking.

This Article examines the Supreme Court's test for treaty crime constitutionality against the gauntlet of time and application. Treaty crimes are criminal behavior violating statutes penalizing private individuals for disobeying the terms of an international treaty obligation. The current treaty crime test from Bond v. United States has produced inconsistent results resting on shaky constitutional grounds. This Article proposes a new test relying on constitutional delegations of authority and treaty drafting history to determine when a treaty crime statute violates the Tenth Amendment. Multiple heightening crises reveal the deficiencies and contradictions of legal education, in particular the values it imparts. Perpetuating myths about U.S. democracy and rule of law, the enduring formalist, liberal legalist cast of law school is increasingly at odds with students’ lived experiences. Millions of people worldwide flee violent persecution each year, with more than 6.8 million estimated to have sought asylum in 2023 alone (United Nations High Commission on Refugees, 2025). Up to 40% of refugees and asylum-seekers are reported to be survivors of torture, with sexual torture one of the most commonly-reported means of torture, particularly among women and LGBTQ+ populations (Abu Suhaiban, 2019; Hopkinson et al., 2017; United Nations High Commission on Refugees, 2017). Shortly after returning to the presidency, Donald Trump terminated several independent federal officers, prompting legal action by employees who occupied government positions covered by statutory for cause removal protections long held constitutionally permissible and valid. Eventually, one or more suits alleging unlawful termination owing to the removal without cause will reach the Supreme Court to be decided on the merits. Having steadily narrowed the Humphrey’s Executor line of cases that insulate these officers, the Court now seems poised to displace that precedent entirely. Big data—extremely large quantities of information and the analytics used to process it—is now crucial to the way militaries operate on the battlefield. Data is used to run weapons systems, analyze intelligence, procure and deploy personnel, evaluate battlefield conditions, detain prisoners, and more. And not only is data increasingly being used on the battlefield, but operations targeting adversaries’ data—to acquire it, delete and destroy it, or distort or poison it—are becoming increasingly important as well. A number of emerging technologies increasingly prevalent on contemporary battlefields—notably unmanned autonomous systems (UAS) and various military applications of artificial intelligence (AI)—are working a sea change in the way that wars are fought. These technological developments also carry major implications for the investigation and prosecution of serious crimes committed in armed conflict, including for an under-examined yet potentially valuable form of evidence: information and material collected or obtained by military forces themselves.

In a potential future peer-on-peer or near peer conflict, the technological capabilities that are both taken for granted and a source of military superiority will be an immediate and high- value target. Global navigation and positioning systems, satellite imaging, precision guidance, instantaneous communication, and much more— the adversary will seek to shut down these capabilities. A day without space, a term used to describe the loss or destruction of America’s space assets, and the potential generation of novel biological threats using AI and synthetic biology present catastrophic and potentially existential threats to U.S. security in a way that nuclear weapons did before and continue to do so today. China has upset the security balance in East Asia through the development of a long- range strike complex composed of anti-ship ballistic missiles, drones and cruise missiles, and hypersonic missiles that put U.S. naval fleets at risk. Beijing’s innovative approach to sea control through the projection of power from land-based fires highlights three important differences between the law applicable to naval warfare and the law of armed conflict (LOAC) as it is implemented on land.1 These legal distinctions are subtle in law, but they shape concrete choices available to naval commanders and could determine the outcome of war at sea. …

The Zeitenwende, or “watershed moment”—announced by Chancellor Olaf Scholz in February 2022, days after Russia’s invasion of Ukraine—outlined a set of policy shifts, including the development of Germany’s first-ever National Security Strategy, that appeared to signal a greater role for Germany in the defense and security of Europe.
