This paper analyzes the escalation processes that led to the outbreak of the April 2023 war in Sudan, based on Wolfram Lacher's theoretical framework of "escalation processes". The paper focuses on tracing the escalatory trajectories that preceded the war, analyzing the complex interplay between structural, political, and economic factors, as well as the impact of the political economy on the dynamics of the conflict and its escalation to full-scale war.

Today’s geopolitical context, with big powers choosing bilateralism over multilateralism, is fostering a proliferation of conflicts and violence throughout the globe. The Caritas Confederation has been working actively for peacebuilding for decades, especially since the Rwanda genocide in 1994. Indeed, there is a growing consensus within the Confederation supporting the urgent need to enhance peacebuilding efforts globally. This document explores best practices and lessons learnt, with a strategic focus on the importance of involving women in peacebuilding. Each best practice is illustrated by one or two projects implemented by Caritas Member Organisations.

The essay examines the ecological marginalization of Dalit and tribal women in India, especially by analysing the three points of intersection, namely, caste, patriarchy, and gender. Recent advances in Radio Frequency (RF)-based device classification have shown promise in enabling secure and efficient wireless communications. However, the energy efficiency and low-latency processing capabilities of neuromorphic computing have yet to be fully leveraged in this domain. This paper is a first step toward enabling an end-to-end neuromorphic system for RF device classification, specifically supporting development of a neuromorphic classifier that enforces temporal causality without requiring non-neuromorphic classifier pre-training. This study examines the methods used by the U.S government to orchestrate the overthrow of the democratically elected Guatemalan president Jacobo Árbenz in 1954, by focusing on declassified CIA and State Department documents. Through operation PBSUCCESS, the U.S employed a combination of psychological warfare, economic pressure, diplomatic isolation, and paramilitary operations to destabilize the Árbenz administration. CIA documents reveal the role of propaganda campaigns, assassination proposals, and the arming of opposition forces to create internal chaos. We report direct measurements of changes in diving and movement behavior for 53 goose-beaked whales (Ziphius cavirostris) in relation to experimentally controlled mid-frequency (3–4 kHz) active sonar (MFAS) signals. These signals simulate powerful Navy sources that have been associated with multiple mortal stranding events for this species. We deployed a multi-scale combination of tags to monitor individual whales, including 50 long-duration (weeks), coarse-resolution satellite-transmitting tags and 3 short-duration (hours), high-resolution archival depth, orientation, and acoustic tags. We evaluated behavioral responses during 13 experimental trials (9 MFAS; 4 no-MFAS controls), resulting in 72 exposure events; some individuals were exposed in multiple …

This commentary explores how autonomous artificial intelligence (AI) is changing the nature of armed conflict and what it means for military strategy. AI-enabled systems, from autonomous sensors to decision aids, can improve situational awareness, speed decision cycles, and support complex operations. But the increasing autonomy of these systems also raises ethical, legal, and strategic questions, especially about accountability, control, and escalation risk. The article proposes a model for integrating autonomous AI into strategy that balances capability gains with ethical oversight and operational restraint. This article proposes coercive deterrence as a core strategic concept to enable a whole-of-US- government approach to counter China through hybrid operations. For more than 80 years, deterrence theory has been characterized by the use of threats and force. In contrast, the article argues that deterrence can be achieved without either. A nation can exercise deterrence by choice—proactively shaping the environment to constrain the adversary to choices that do not threaten. The article examines deterrence theory, Chinese strategy, and case studies to offer practitioners a theory of victory in hybrid environments, synchronizing US interagency strategies through coercive deterrence.

This special commentary argues that striking nuclear and other hazardous civilian infrastructure is often militarily counterproductive and should be avoided not just for legal and moral reasons but because strikes can defeat achieving one’s war aims. Unlike most commentaries, which treat proportionality as an abstract legal constraint, this article shows how proportionality can serve as a concrete tool for winning wars and maintaining alliances. The article draws on military history, current targeting doctrines, and recent war games. The analysis gives military planners practical guidance for how and why to disable certain civilian targets without undermining their own operations.

This article is the third installment of a three-part series on AI-enabled weapons and human control. Artificial intelligence (AI) is shaping debates about military technology by challenging the role of human decision-making in the use of autonomous weapon systems (AWS). This article argues that effective governance of AI-enabled AWS requires moving beyond narrow conceptions of “meaningful human control” and instead recognizing a network of embedded human judgment throughout the weapon system’s lifecycle.
