Fernando Oliveira’S Art Of War At Sea (1555): A Pioneering Treatise On Naval Strategy, Luis Nuno Sardinha Monteiro
Naval War College Review
Although written more than 450 years ago, Art of War at Sea is a treatise that was ahead of its time, establishing in part the basis of modern naval strategy. Yet it has remained in obscurity, as it was never translated from sixteenth-century Portuguese.

A General Review Of The History Of China’S Sea-Power Theory Development, Zhang Wei, Shazeda Ahmed
Naval War College Review
Chinese sea power, writes an officer of the People’s Liberation Army Navy, must have Chinese characteristics and not follow the path that Western powers took to maritime hegemony.

China’S Aircraft Carrier Program: Drivers, Developments, Implications, Andrew Scobell, Michael Mcmahon, Cortez A. Cooper Iii
Naval War College Review
China’s carrier program will not fundamentally transform the balance of military power in the western Pacific. But it does signal both China’s unmistakable intent to project military power beyond the nation’s “near seas” and its aspirations to become a global naval power.

Connecting The Dots: Capital Ships, The Littoral, Command Of The Sea, And The World Order, Robert C. Rubel
Naval War College Review
The geopolitical competitors of the United States are seeking ways to nullify the American capability to influence and intervene that the aircraft carrier confers. Understanding the linkages helps us refine and enhance the debate about what to do.

Israeli Targeting: A Legal Appraisal, John J. Merriam, Michael N. Schmitt
Naval War College Review
A review of Israel’s sometimes controversial positions on targeting law within the law of armed conflict shows that they are generally reasonable and consistent with mainstream contemporary state practice.

Notes From Underground: Fugitive Ecology And The Ethics Of Place, Sarah L. Lincoln
Notes From Underground: Fugitive Ecology And The Ethics Of Place, Sarah L. Lincoln
English Faculty Publications and Presentations
In this essay, I argue for “fugitive gardening” as a form of “poaching” or “resignifying,” a radical appropriation of hegemonic spaces and practices that both deconstructs the logics of mastery and hygienic possessiveness that underpin colonial culture, and articulates what we might call a fugitive ecology: a dispossession of self in relation to the environment, a refusal to conceive of land, soil or planet in terms of property. Fugitive gardening sets itself in opposition to the prisons, camps and forts that index South African political history, restorying place, environment, and the self as grounds for community formation, dialogue and cooperation. …

U. S. Fiscal Policy And Asset Prices: The Role Of Partisan Conflict, Rangan Gupta, Chi Keung Marco Lau, Stephen M. Miller, Mark E. Wohar
Molasky Family Department of Economics and Real Estate Faculty Research
Fiscal policy shocks exert wide-reaching effects, including movements in asset markets. US politics have been characterized historically by a high degree of partisan conflict. The combination of increasing polarization and divided government leads not only to significant Congressional gridlock, but also to spells of high fiscal policy uncertainty. This paper adds to the literature on the relationships between fiscal policy and asset prices in the US economy conditional on the degree of partisan conflict. We analyze whether a higher degree of partisan conflict (legislative gridlock) reduces the efficacy of the effect and response of fiscal policy on and to asset …

Interprofessional Collaborative Approach For Improving Situation Awareness Using Simulation In A Nursing Residency Program, Jill Van Der Like, Steven Kass, Christopher O. Jr. Downing, Kahla Davis, Cynthia Smith-Peters, Steve Vodanovich
Nursing Education Research Conference (NERC)
Lack of situation awareness (SA) in healthcare is a leading cause of medical errors. The University of West Florida's psychology and nursing faculty collaborated on an interdisciplinary, innovative approach to enhancing SA among novice nurses in a residency program. SA improvement was later assessed in a simulated patient care setting.
