In The Influence of Sea Power upon History, 1660–1783, Alfred Thayer Mahan ar- gued that the effective deployment of naval force had determined the outcomes of the great European wars of the eighteenth century. Many, if not most, readers believed that this historical survey was the basis of related major arguments that were applicable to the late nineteenth and twentieth centuries. The first was that naval supremacy was the prerequisite to economic prosperity and international political preeminence.

Unlike most other federal agencies, the Coast Guard is a true first-response organization, with statutory authority and responsibilities that allow re- sponses following a disaster without waiting for a Stafford Act declaration of state request for assistance. This ability and expectation have been lauded in the public press critiques of the government’s response to Hurricane Katrina. As an agency within the Department of Homeland Security, the lead federal department for responses to terrorism and natural disasters, the Coast Guard must maintain capabilities to respond to terror- ism and all-hazard incidents in the maritime and coastal regions.

Medical Command And Control In Sea-Based Operations, Arthur M. Smith, Harold R. Bohman

During World War II it took the Navy and Marine Corps years to confirm and refine their prewar doctrine for amphibious attack. The labor began with the first U.S. landings at Guadalcanal in August 1942; the resulting doc- trine, organization, tactics, and techniques were subsequently used by the Army in Europe. Early operations in both theaters highlighted the enormous difficul- ties associated with essential medical elements, and it was not until late 1944, perhaps 1945, that these problems were adequately solved.

The late Colonel John Boyd, who knew a thing or two about strategic thought, was fond of declaring that excellence in warfare and other human endeavors depended on people, ideas, and hardware—in that order.1 We postulate that Japan has lost sight of this commonsense axiom, allowing strategic thought to atrophy.

An increasing number of employers and unions have found that the best way to compete in the marketplace and secure both profits for the firm and good jobs for workers is through cooperative worker-management relations. As Americans obtain more education, and with the changing nature of some work, employers increasingly find it appropriate to rearrange responsibilities and tasks to employees, who work sometimes as teams and other times as individuals. In 1996 the Federal Tort Claims Act turns fifty. Few statutes reach the half-century mark only slightly amended and with their primary purposes still intact. The Federal Tort Claims Act is one such rare statute. The purpose of the Federal Tort Claims Act (FTCA) was to make the United States liable for the torts of its employees committed in the scope of their employment. Today that sounds commonplace. Half a century ago, however, a considerable legislative effort was needed to overturn the doctrine of sovereign immunity that forbade the recovery of tort damages against the United States. The view of missional leadership here is built upon a re-imagination of missio Dei and missional church that is informed by theological aesthetics. Two important elements of the anti-Vietnam war movement were the student protests and religious pacifism, but the overlap of the two areas is rarely examined. What were college students nationwide doing during that time, and how did the College of St. Benedict and St. John’s University differ from both secular and other Catholic colleges? How did Catholicism affect the CSB|SJU anti-war movement from 1965-1968? I examine student newspapers from this time to see how the language and rhetoric used in student’s letters to the editor and opinion pieces reflected Catholic sentiments and theological arguments worldwide. The Ngobe are Panama’s most populous indigenous group. While the Ngobe that live in the comarca have land and resource rights, those that live immediately outside of it do not. This issue has been exacerbated by the creation of Palo Seco Forest Reserve which has removed all land rights from the Ngobe living within it. In order to meet its growing demand for energy, Panama is expanding its hydroelectric sector. One such hydroelectric dam built by AES is Chan 75. This paper attempts to answer the question: What are the factors that have contributed to relative peace in Cameroon under the rule of President Paul Biya up until the civil uprisings in the Anglophone regions in 2016? Cameroon has witnessed consistent civil unrest in the forms of protests and strikes and yet the political structure remains strong against all opposition. Within the limitations of the research, the study finds three main explanations: state terror tactics and divide and rule strategies have quelled opposition, the survival culture of the population has resulted in creative economic alternatives that subsidize civil disorder, and …

The United States Army is preparing for the ambiguous and consistently changing realities of the modern world by developing leaders who are adaptive, mentally agile, and open to change. However, without instruments or tools that purposefully measure adaptability within each individual leader, it is challenging to determine the U.S. Army’s effectiveness at the strategic goal to develop adaptive and self-aware leaders.
The dependent variables of interest are the trait emotional intelligence scores of commissioned U.S. Army leaders who have at least 10 years of military experience. This quantitative survey based study samples (N = 28) mid-career U.S. Army Majors using …

This course explores central issues regarding the use of military force in international politics. Why do states turn to military force and for what purposes? What are the causes of war and peace? What renders the threat to use force credible? Can intervention in civil wars stall bloodshed and bring stability? How can states cope with the threat posed by would-be terrorists? What is the nature of counterinsurgency doctrine? What is the future of military force in global politics? Early into the 21st century, technological developments made unparalleled advances in the field of space. The realm of outer space has seen a change from exploration to technology-driven, ambitious goals more aligned with national interests and security. In this paper I ask the following research question: How can international organizations and law address the rapid advances in space exploration? In the early nineteenth century, American author James Fenimore Cooper wrote a series of frontier novels called The Leatherstocking Tales (1823-1841), the most famous of which was The Last of the Mohicans (1826). Forty years after Cooper published his earliest work, a young Leo Tolstoy marched south into the Caucasus after enlisting in the Russian Imperial Army. Tolstoy, best known as the author of War and Peace (1865) and Anna Karenina (1873), began his literary career by writing about his experiences in the Caucasus, the frontier of the Russian Empire. With the knowledge that Tolstoy read Cooper’s work, I used …
