Historic preservation’s principles and practices directly correlate and support the charge of librarians and archivists to provide resources for the public and contribute to scholarship and community building. This paper, presented at the National Council of Preservation Education conference in Denver, Colorado (Oct. 10-12, 2019), will discuss the research methodologies, historical context and preservation issues of a recovery project of an historic site in New Mexico.

Mechanical Engineering Capstone Design Projects

The objective of Project Message in a Bottle is to design a variable buoyancy deployment capsule capable of housing generic payloads. The capsule is designed to deploy from a submersible host vessel at a depth of 65 feet below sea level. Once deployed, the capsule will sink horizontally with about 10% negative buoyancy until it is two capsule lengths from the host vessel. It then reorients vertically and rises to the surface with positive buoyancy. Once the capsule reaches the surface, the payload can be ejected without having been in contact with the water. In late 2018, the U.S. Secretary of Homeland Security suggested that “cyber-attacks now exceed the risk of physical attacks.” Yet the law has not kept pace with this reality. In particular, identifying who is responsible for a cyberattack makes it difficult to regulate this conduct. A state often cannot practically respond to a threat unless it knows from where the threat emanates and potentially who is responsible. Attribution of cyber conduct is critical from a legal perspective because the unlawful act must be attributable to another state for state responsibility to be engaged.

Numerous empirical works document that discrete emotions have substantive and differential effects on politically motivated processes and outcomes. Scholars have increasingly adopted a discrete-emotions approach across various political contexts. There are different theoretical paths for studying discrete emotions. Appraisal theories contend that cognition precedes emotion, where distinct cognitive appraisal tendencies elicit discrete emotional reactions associated with specific coping mechanisms. Affective Intelligence Theory, another dominant paradigm in the study of discrete emotions in politics, argues for affective primacy. Others are more concerned with the level of analysis issue than the emotion-cognition sequence. For instance, Intergroup Emotions Theory calls for differentiating between …

Sequestration is blamed for many of our region's problems. In this chapter, we assess what would have happened to the Hampton Roads economy if sequestration had never occurred. We compare the impact of sequestration with the drawdown from the Cold War. We ask whether it is time to prepare for the next downturn in defense spending.

After half a century of armed conflict, Colombia faces a politicized post-conflict transition in which it struggles to reintegrate the FARC’s ex-combatants. As a response to this premature context for traditional disarmament, demobilization, and reintegration, the Government of Colombia is utilizing Interim Stabilization measures to reintegrate the FARC collectively in temporary sites known as Territorial Spaces for Training and Reincorporation [ETCR]. Nonetheless, challenges in implementing the ETCR are causing FARC ex-combatants to abandon the reintegration process, raising concerns ex-combatants may fall into recidivism. Exploitation and pollution of the environment has led some to search for a better way to protect the environment in law. In its current form, the majority of Western environmental policy only considers human interests. This shortcoming has been confronted in a few notable cases around the world where law has granted nature itself with “all the rights, powers, duties, and liabilities of a legal person.” Synthesizing philosophical, historical, ethnographic, and legal sources, this thesis examines how the “rights of nature” movement provides an avenue for decolonization and the legitimization of indigenous worldviews in mainstream policy. Financialization refers to the economic and political trend wherein the financial industry assumes greater significance throughout the economy, causing even non-financial firms to acquiesce to shareholder interests to the deficit of employment and capital investment into the production process. The Marxist interpretation of capitalism, found in the second essay, sees financialization as a process of late-stage capitalism attempting to quell ineffective demand and stagnating capital accumulation (only to make these issues worse) by channeling consistent and significant wartime inflation into financial markets. Käthe Kollwitz (1867-1945) is a German artist known for her evocative prints revealing the hardships of proletarian life, motherhood, and war. Kollwitz constantly revisits the theme of maternal loss, often through raw and highly personal representations. She uses established iconographic references, while simultaneously altering them drastically to fit her own narrative. Her images draw on her own trauma of grief and loss, and they have previously been understood only as the natural extension of her own lived experience. However, analyzing Kollwitz’s printmaking techniques in tandem with her subject matter enriches our understanding of her as an artist. I will demonstrate …

The histories of the United States and Argentina provide an opportunity to examine the questions of democratic survival and failure given the divergent outcomes experienced by these countries. A possible explanation is in how these countries’ economic systems affected their political institutions. Both Argentina and the Southern United States developed agricultural systems dominated by elite landed interests. These two cases also saw significant resistance to and backlash against democratization. The Northern United States developed a diverse economic system with an agricultural base consisting of small landowners, democratized more rapidly and did not experience a backlash significant enough to threaten the …

This thesis examines how the cigarette has become the leading cause of preventable death in China today, by exploring the history, culture, production and consumption patterns rooted in the premodern era. Tobacco use is tied to social status and is a means of developing social connections. Culturally, tobacco is used in similar ways as tea in social settings. Historically, China has utilized products like tea, tobacco, and opium as symbols of culture. The military and technological innovations deployed during World War I ushered in a new phase of modern warfare. Newly developed technologies and weapons created an environment which no one had seen before, and as a result, an entire generation of soldiers and their families had to learn to cope with new conditions of shell shock. For many of those affected, poetry offered an outlet to express their thoughts, feelings and experiences. This article examines conspiracy theory as an integral part of political practice. In 2010, following a tumultuous year that included a military takeover and a junta-led massacre of civilians, the Republic of Guinea held what was widely considered to be the country's first democratic presidential election since independence in 1958. During this time, many Guineans regularly exchanged information about secret intrigues at the highest levels of politics. These popular reports of powerful figures conspiring to fix the election influenced people's talk and actions, contributing to an environment in which abstract suspicions crystallized in real, and sometimes violent, events. Recent work on the effects of currency unions (CUs) on trade stresses the importance of using many countries and years in order to obtain reliable estimates. However, for large samples, computational issues associated with the three-way (exporter-time, importer-time, and country-pair) fixed effects currently recommended in the gravity literature have heretofore limited the choice of estimator, leaving an important methodological gap. To address this gap, we introduce an iterative Poisson Pseudo-Maximum Likelihood (PPML) estimation procedure that facilitates the inclusion of these fixed effects for large data sets and also allows for correlated errors across countries and time. Equality arguments are used today to attack policies furthering Native rights on many fronts, from tribal jurisdiction over non-Indian abusers to efforts to protect salmon populations in the Pacific Northwest. These attacks have gained strength from a modem movement challenging many claims by disadvantaged groups as unfair special rights. In American Indian law and policy, however, such attacks have a long history, dating almost to the founding of the United States. Tribal removal, confinement on reservations, involuntary allotment and boarding schools, tribal termination-all were justified, in part, as necessary to achieve individual Indian equality.
