This paper offers a new ethical and legalframework for undercover warfare. It begins by criticizing the traditional reasoning for the duty to wear unform. It demonstrates the insufficiency of the principle of 'distinction'. which dominates current discourse. It argues, instead, that the rationale for the duty to wear unforms is based on a new principle in international law that this paper advocates: the principle of accountability. The active form of global accountability requires some degree of states' transparency about their military activity. This allows other states to respond by exercising passive form of accountability and punish violations of international law. …

Genocide Studies and Prevention: An International Journal

In this article, we outline the significance of the special issue on the scholarship of Raphaël Lemkin. We argue that genocide scholars tend to identify with one of three different types of Lemkin scholarship. Each of the articles for the special issue challenges these genres in an effort to extend the study of genocide in new directions. Moreover, we contend that this work suggests that genocide scholars should endeavor to extend the study of genocide beyond Lemkin's vision and writings.

This paper is an exploration of genocide prosecutions since the inception of the term in 1944 by Raphael Lemkin, its legal definition by the United Nations in 1948, and the eventual establishing of the International Criminal Court in 1998. The paper is in three parts. The first part examines the history of genocide legislation, particularly the international legal frameworks established since Lemkin first devised the term in 1944. The second part details, for the first time, the extent of genocide prosecutions to date. The breadth and complexity of Lemkin’s definition of “genocide” results from several influences during the time he developed the concept. One of them is a belief that Nazi Germany was engineering a demographic revolution that would leave Germany predominant in Europe regardless of the outcome of the military conflict. This notion facilitated the assumption of a coherent cynical motivation behind disparate policies, laws, and decrees. This monograph considers how a classical challenge that commanders face in war—namely, making critical decisions on the basis of limited and often unreliable information—has been exacerbated in the era of big data. Data overload complicates the intelligence community’s efforts to identify and exclude disinformation, misinformation, and deception, and thus hampers its ability to deliver reliable intelligence to inform decision-makers in a timely manner. Additionally, a proposed organized dossier for Royal Baptist Church will be implemented, delineating a biblical, practical, compelling leadership style. There are two paradigms through which to view trade law and policy within the American constitutional system. One paradigm sees trade law and policy as quintessentially about domestic economic policy. Institutionally, under the domestic economics paradigm, trade law falls within the province of Congress, which has legion Article I authorities over commercial matters. The second paradigm sees trade law as fundamentally about America’s relationship with foreign countries. Institutionally, under the foreign affairs paradigm, trade law is the province of the President, who speaks for the United States in foreign affairs. It argues that nations and governments must alter their strategy on terrorism in light of its increasing prevalence and lethality in the modern era. Aim: To examine how do humanitarian organizations apply, or fail to apply, the humanitarian principles through humanitarian negotiations in modern conflict settings.

Methods: A literature review identified relevant peer-reviewed and grey literature on international humanitarian norms and law, the landscape of modern conflict, and existing guidelines on humanitarian negotiations. Five semi-structured interviews were conducted with experts in humanitarian negotiations chosen on the basis of their relevant background. A coded analysis of these interviews was conducted to identify major themes and subthemes in responses.

Terrorists use cyberspace and social media technology to create fear and spread violent ideologies, which pose a significant threat to public security. Researchers have documented the importance of the application of law and regulation in dealing with the criminal activities in cyberspace. Using routine activity theory, this article assessed the effectiveness of technological approaches to mitigating the expansion and organization of terrorism in cyberspace. Data collection included open-source documents, government threat assessments, legislation, policy papers, and peer-reviewed academic literature and semistructured interviews with fifteen security experts in Nigeria. This thesis interprets the place and archaeological collections of the Mulberry site (38KE12) through a community-focused lens and applies that interpretation into text for a museum exhibition. Mulberry is a multi-mound Mississippian town in central South Carolina that was likely inhabited by ancestral Eastern Band of Cherokee Indians, Muscogee (Creek), and/or Catawba Indian Nation peoples. This document investigates the “English Requiem,” coined by the present author as a subgenre of the broader compositional genre of the Requiem. This subgenre demonstrates certain characteristics including grandeur in scale, implementation of non- standard religious text(s), especially the English Burial Service, and/or the utilization of (often secular) English poetry. After the 2014 shooting of Michael Brown, and many other incidents of police violence that followed, the militarization of policing and the use of violence by police became the subjects of contentious debate among the public, policymakers, and scholars. Research on these subjects necessary to inform the debate has been lacking. This work examines the causes and effects of police militarization in the United States. Specifically, I argue that militarization is a response to perceived threat from minority racial groups, but the rela- tionship between racial demographics and militarization is curvilinear. This paper provides a micro-analysis of democratization and reform in an Ukrainian local government institution that was the site placement for the author's Peace Corps service. Through using a culturalist lens and applying open systems theory while working as a Peace Corps Volunteer, the researcher observed how one organization coped with implementing public administration reform that is the result of the Revolution of Dignity in 2013-2014. This paper contributes to existing research regarding reform efficacy in other post-Soviet spaces, and provides a foundation for furthering similar research in Ukraine.

The German attack in Ypres on April 22, 1915 ushered in a new era of warfare. For the first time in military history, large amounts of weaponized gas were being deployed. The first attack utilized chlorine gas while subsequent attacks used phosgene gas, mustard gas, or a combination of them. Scientific and medical communities scrambled to combat the new threat, leading to great advancements in the understanding of the pathophysiology and treatment relating to chemical gas attacks. Tallinn 2.0 represents an important advancement in the understanding of international law’s application to cyber operations below the threshold of force. Its provisions on cyber espionage will be instrumental to states in grappling with complex legal problems in the area of digital spying. The law of cyber espionage as outlined by Tallinn 2.0, however, is substantially based on rules that have evolved outside of the digital context, and there exist serious ambiguities and limitations in its framework. This Article will explore gaps in the legal structure and consider future options available to states in light of this underlying mismatch.

This study argues that the First World War was a key event in the formation of the modern fantasy genre. It asserts that academic literary criticism formed around a set of assumptions that left it ill-equipped to conceptualize the fantastic as a modern mode of writing. By studying veteran English authors of World War I, including Siegfried Sassoon, David Jones, and J. R. R.
