Does the fact that Article I, Section 8 of the United States Constitution reserves to Congress the authority to “declare war” mean that the president needs congressional approval before using military force? As this Article discusses, there are a range of answers to this question. The Article examines this debate in the context of humanitarian intervention, i.e. military actions taken, not for purposes of conquest, but instead to stop largescale, serious violations of human rights. If the president wishes to use the military for these purposes, should he have more authority under the Constitution to do so? Less? The same? …

This essay explores the role of Oscar Ewing, an Indiana native and a graduate of Indiana University (IU), in the story of the U.S. relationship with Israel, forming even prior to Israeli statehood in 1948. The essay will show that Oscar Ewing strategically utilized his political influence and role as U.S. federal security administrator—not diplomat or member of the State Department—to impact U.S. policy toward Israel. According to Dr. Tricia Bacon’s and Dr. Elizabeth Grimm Arsenault’s, “Al Qaeda and the Islamic State's Break: Strategic Strife or Lackluster Leadership?,”the “strategic differences between Al Qaeda and ISIS were not sufficient to cause the split,” the strife that ensued between al Nusra and ISIS caused this complex alliance to rupture. Osama bin Laden’s effective leadership aligned a terrorist network that amassed rebel groups for the global jihadist cause. An integrated approach to optical sensing (˜cm3 excluding electronics) at concentrations of parts-per-million or less (ppm). The invention enables the trace detection of chemicals in fluids (gas or liquid) in a highly integrated package. The following is a broad reflection on medieval travel and the ways in which western Christians encountered and imagined non-Christians and non-Europeans. It is interdisciplinary and multivalent, and it considers a variety of sources, both historical and literary, from the eleventh through the fifteenth centuries. An especial emphasis is placed upon the ways in which these sources—including material objects—were disseminated, “read,” and interpreted. In the wake of Obergefell, the United States now has a large class of married, same-sex couples whose relationships began at a time when marriage was unavailable to them. The law must therefore wrestle with the question whether any portion of a pre-Obergefell relationship should count toward the length of the ensuing marriage — an important question given the number of marital benefits tied directly to this calculation. As courts and legislators alike wrestle with this difficult question, they will need to examine how these couples ordered their relationships during a time when “nonmarriage” was the only option. Will Artificial Intelligence (AI) replace human lawyering? The answer is no. Despite worries that AI is getting so sophisticated that it could take over the profession, there is little cause for concern. Indeed, the surge of AI in the legal field has crystalized the real essence of effective lawyering. The lawyer’s craft goes beyond what AI can do because we listen with empathy to clients’ stories, strategize to find that story that might not be obvious, thoughtfully use our imagination and judgment to decide which story will appeal to an audience, and creatively tell those winning stories.

The Internet has changed speech, and our traditional understandings of speech regulation are struggling to adapt. This article argues that the Internet has tipped the quantity of information that individuals are exposed to beyond the point which they are able to meaningfully process. This article draws from a range of fields— from Information Theory, to cognitive psychology, to informatics—to provide both empirical and theoretical support for the idea that there is a limit to how much information individuals can meaningfully process and that we have surpassed that limit. Despite its secular aspirations, the American legal system is permeated by Christian and other religious ideas. One of the religious ideas that frequently appears in recent American law is the devil—the unholy antithesis of all that is good in the world. Water Entry Impact Dynamics Of Diving Birds, Saburel I. Sharker, Sean Holekamp, Mohammad M. Mansoor, Tadd T. Truscott

Some seabirds (such as northern gannets and brown boobies) can dive from heights as high as 30 m reaching speeds of up to 24 m s−1 as they impact the water surface. The physical geometry of plunge diving birds, particularly of the beak, allows them to limit high impact forces compared to non-diving birds. Numerically simulated data for one species (northern gannet) provides some insight into the impact forces experienced during diving, however, no reliable experimental data with real bird geometries exist for comparison purposes. This study utilizes eleven 3D printed diving bird models of three types of birds: plunge-diving …
