The immense powers of the presidency and the vast array of global threats demand a physically and mentally capable president. To help ensure able presidential leadership, this report advocates reforms related to the 25th Amendment, including proposals for an “other body” to act with the vice president in certain circumstances to declare the president unable and a mechanism for officials to report concerns about the president’s capacity. The report also recommends new checks on the president’s authority to use nuclear weapons, such as procedures for notifying top national security officials when use is contemplated.

Over several mobilizations between April 2018 and January 2020, Gray & Pape, Inc., of Houston, Texas, conducted an intensive pedestrian cultural resources survey of two segments (Segments GR02 and GR03) of proposed trail development along Lower Greens Bayou in the City of Houston, Harris County, Texas. The project alignment measures approximately 10.8 kilometers (6.7 miles) in length and encompasses approximately 9.6 hectares (23.7 acres) of area. Another 0.6 kilometers (0.4 miles) or 0.6 hectares (1.4 acres) of project alignment was removed from consideration. GSRC personnel conducted an intensive cultural resources survey of a 60.2-acre parcel for the construction, operation, and maintenance of a permanent U.S. Border Patrol (USBP) Central Processing Center (CPC) facility located in northeast El Paso, El Paso County, Texas. No previously recorded archaeological sites or previously conducted archaeological investigations were found to overlap with the 60.2-acre survey parcel. No aboveground/architectural historic properties were noted within the 1.6-kilomter (1-mile) search radius of the 60.2-acre survey parcel. Background: Severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) infection, the causative agent of coronavirus disease 2019 (COVID-19), may lead to severe systemic inflammatory response, pulmonary damage, and even acute respiratory distress syndrome (ARDS). This in turn may result in respiratory failure and in death. Experimentally, acetylcholine (ACh) modulates the acute inflammatory response, a neuro-immune mechanism known as the inflammatory reflex. Recent clinical evidence suggest that electrical and chemical stimulation of the inflammatory reflex may reduce the burden of inflammation in chronic inflammatory diseases.
