An Uncommon Ammunition Case: Interpreting “Transitional” Textiles And Social Worlds In Nineteenth-Century Tlingit Alaska, Laura J. Allen

Overlooked objects in museum collections can reveal complex social relationships behind well-known textile forms. A tattered woven case for ammunition cartridges, collected in southern Alaska in the late nineteenth century, presents such an opportunity. Part of the vast Tlingit collection at the American Museum of Natural History, the ammunition bag has been little documented and displayed compared to other highly esteemed indigenous naaxein or Chilkat weavings of the region. The piece is unusual in that the maker combined two weaving styles—not only figural motifs characteristic of Chilkat weaving, but also geometric patterns reminiscent of its stylistic and technical precursor called …

Developed democracies in the West are facing a surge of political

risk. Democratic institutions are showing their weaknesses as polarization,

populism, and trade conflicts sweep across the developed world. Firms and

investors with multinational interests have been turning to political risk

insurance to mitigate potential losses due to adverse government action.

Once limited to emerging markets to insure against risks such as civil war

or expropriation, political risk insurance is increasingly being purchased to

Although modern remembrances in the fields of literature, theatre, poetry, and the visual arts have received considerable scholarly attention in Ireland since the publication of History and Memory in Modern Ireland in 2001, similar activities in an Irish art music context remain unexplored. This thesis addresses this lacuna in examining how the contemporary Irish composers Donnacha Dennehy (b. 1970) and Jennifer Walshe (b. 1974) have remembered, reimagined, and reinvented the past to communicate their positions on Irish history and modern Irish society, as well as to respond to recent historical and curatorial practices. Weapons of mass destruction (WMD)—nuclear, biological, and chemical weapons and the means to deliver them—are an important feature of the global security environment and a key element of Great Power competition. For Russia and China, WMD contribute to multiple goals: conflict deterrence at the strategic and regional levels; regime survival; coercion of rival states; and, potentially, as an adjunct to conventional forces to support operations. U.S-Russia competition in nuclear weapons has been constrained in recent decades by various arms control agreements, but the erosion of this regulatory regime in the context of deteriorating bilateral relations could create new competitive pressures. …

When an insurer wants to avoid coverage of a specific type of loss, it must explicitly exclude the loss in its policy. The war exclusion is a typical exclusion found in insurance policies that excuses insurers from covering losses caused by war or warlike actions. Courts interpreting the exclusion have traditionally held that war must consist of hostilities between sovereign nations. Despite the rise of state-sponsored cyberattacks, the United States has been hesitant to officially declare war in response. Even still, insurers argue that their war exclusions should apply to these new cyber losses. Courts are now tasked with reanalyzing …

Naturally found in soil and water environments arsenic is toxic to many organisms, carcinogenic to humans, and poses a significant public health risk. Yet communities of bacteria found thriving in arsenic ridden environments have evolved mechanisms to tolerate and exploit both oxidation states of this heavy metal (arsenite and arsenate). As the site of an old arsenic mine, Black Mountain Open Space Park in San Diego, California has yielded concentrations of arsenic in the soil between 111-14,800 ppm. Exceeding average arsenic soil concentrations and levels considered safe in the environment by the World Health Organization, we sought to characterize the …

This essay is the second in a two-part series focused on our nation’s invisible juvenile justice system—one that operates under the legal radar as part of the U.S. Constitution’s Article III federal district court system. The first publication, Article III Adultification of Kids: History, Mystery, and Troubling Implications of Federal Youth Transfers, examined the little-known practice of prosecuting children as adults in federal courts. This paper will look at the related phenomenon of juvenile delinquency matters that are filed and pursued in our nation’s federal court system.

This Article proposes another mechanism for enforcement, an alternative to self-serving domestic policing and weak international bureaucracy. “Intercountry,” as opposed to “international,” human rights would apply to specific rights in specific contexts and be enforceable through the legal mechanisms and other resources of the state parties that accepted them. Intercountry adoption is a useful context in which to consider this proposal for several reasons.

First, as a practical matter, there have probably never been more babies and children in orphanages, on the street, on the market, or on their own. Yet intercountry adoptions have declined to levels not seen for …

Close, But No Cigar: Tobacco Usage During The Civil War Era, Benjamin M. Roy

Tobacco carried a range of gendered, social, regional, and racial meanings in America during the nineteenth century, and these disparate meanings were symbolized through different forms of consumption. The cultural meaning inherent within chewing tobacco, cigars, pipes, and cigarettes, are the object of this research. I will examine the class associations linked to chewing tobacco, the manly identities symbolized through cigars and pipes, and explore cultural movement and racial meaning through the cigarette. Through tobacco, I will explain how nineteenth century Americans comprehended addiction, and establish the organic agency of consumable commodities to influence the consciousness of their users.

This Article identifies a new and growing phenomenon in the American legal system. Many leading agendas for gender, racial, and climate justice are centered on emotional trauma as the primary injury of contemporary social injustices. By focusing on three social justice movements--#BlackLivesMatter, #MeToo, and Climate Justice--the Article offers the first comprehensive diagnosis and assessment of how emotional trauma has become an engine for legal and policy social justice reforms. From a nineteenth century psychoanalytic theory about repressed childhood sexual memories that manifest in female hysteria, through extensive medicalization and classification in the twentieth century, emotional trauma has evolved and expanded …

This chapter explores the need for greater integration across the strategic forces toolkit as a means to strengthen deterrence and defense, the opportunities that exist to advance this goal, and obstacles that must be overcome to ensure progress. The chapter begins by framing the integration challenge broadly and as an aspiration over time that must nonetheless inform current thinking and planning. It then examines two current initiatives that address more discrete, near-term integration challenges: offense-defense integration for missile defeat, and conventional-nuclear integration to support regional deterrence strategies. KCIS2019 examined the implications of the changing international order for international security. It studied the hypercompetitive, multipolar environment in which we find ourselves, marked by a persistent struggle for influence and position within a “grey zone” of competition. This edited collection features contributions from academic and military experts who have examined the future of the liberal international order and what is at stake. These evidence-based examinations discuss the challenges to the order, and why it has been so difficult to articulate a compelling narrative to support the continuation of American leadership.

The People’s Liberation Army Navy (PLAN) has been laying the organizational groundwork for far seas operations for nearly two decades, developing logistical and command infrastructure to support a “near seas defense and far seas protection” strategy.
