This plan was created for the City of Richmond Department of Planning and Development Review to serve as a recommendation for urban design improvements and suggested changes to zoning ordinances for the Libbie and Grove commercial area located in the Westhampton neighborhood. To begin, an in-depth demographic analysis was conducted for the Westhampton neighborhood. Special attention was paid to socioeconomic factors and trends in census tracts directly surrounding the Libbie and Grove commercial corridor.
Based on these analyses and new development occurring in the Libbie and Grove commercial corridor, we were able to allocate six sites or “study areas” as …

Non-Violent Resistance: Counter-Discourse In Irish Culture, Agnés Maillot, Jennifer Bruen

Counter-discourses express new and alternative views of the world, in contrast with more established discourses which embody mainstream values, norms, beliefs and attitudes. The essays in this volume assess the role of counter-discourses as non-violent forms of resistance to the status quo in core domains of Irish social, cultural and political life. These domains encompass the Northern Ireland conflict and peace process; law enforcement, policing and surveillance; parliamentary debate and obstructionism; identity formation, marriage, divorce and the family; and institutional abuse, authoritarianism and the Catholic Church. Those tasked with disseminating life-protecting messages during crises have many factors to consider. Social media sites have become an information source for individuals during these times, and more research is needed examining the use of specific message strategies by emergency management agencies that may elicit attention and retransmission. This study examines Twitter content concerning Hurricane Joaquin. Content analysis of tweets from state emergency management accounts was performed to provide an overview of the content and stylistic elements used in tweets associated with the event. Intercultural Human Rights Law Review
Mainstream scholarship abounds with assumptions that East and Southeast Asia will not constitute a second front in the international war on terrorism. These assumptions typically rely on different motivations, targets and methods employed by terrorist groups in the region as compared to Middle Eastern groups. This article argues that these assumptions are largely outdated, based on faulty conceptual models, fail to take stock of the growth and popularity of ISIS in the region and the significance of political failures of regional governments to adequately address domestic grievances. National Interests And Security Policies In The Arctic Region Among Arctic States, Hilde-Gunn Bye

The United States, Canada, Russia, and Norway are all Arctic states; however, they prioritize the region to different degrees in terms of investments of security assets and military presence. What explains why some Arctic countries prioritize the Arctic more than others? This thesis explores this question through using an issue-based approach, which looks at the salience of issues as having implications for foreign policy tools and measures. This thesis finds that having interests and stakes in the region of high overall salience contribute to an explanation of why some countries prioritize the region more, while low overall salience is linked …

Contemporary theater makers aiming to present feminist-inflected interpretation of Shaw's Saint Joan could benefit from the practice of intertextuality: examining feminist playwrights' versions of Joan's story. Two plays by contemporary writers, Carolyn Gage's The Second Coming of Joan of Arc and Martha Kemper's Me, Miss Krause and Joan can illuminate the most pressing contemporary issues, highlighting the ways that Shaw's version overlaps with current feminist concerns, including intersectionality, positionality, and sexual assault. Such a process would empower performers and audience members alike, and would help playwrights, directors, and dramaturgs avoid some of the pitfalls exhibited in the recent rock musical …

In all adversarial proceedings, litigants have a duty of full disclosure and honesty with the court. Typically, where a party obtains a judgment through fraudulent conduct, the only way to overturn that judgment is through a motion to vacate pursuant to Federal Rule of Civil Procedure 60(b)(3).
A final judgment can also be overturned by a motion, pursuant to Federal Rule of Civil Procedure 60(d)(3), as incorporated into the Bankruptcy Rules by Rule 9024, to vacate a judgment based upon fraud on the court.
