Revisiting Eli Lilly V. Canada: Judicial Interpretation Of Ip Law And Exposure To Investor-State Disputes, Yumu Chen Feb 2026

Revisiting Eli Lilly V. Canada: Judicial Interpretation Of Ip Law And Exposure To Investor-State Disputes, Yumu Chen

Duke Law & Technology Review

Eli Lilly v. Canada was an investor-state dispute settlement (ISDS) case widely noted for signaling a regime shift in intellectual property (IP) protection from the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) to ISDS. Its true yet often overlooked significance, however, lies in being a case of first impression on whether judicial interpretation of IP law may serve as a basis for state responsibility independent of denial of justice. To bridge that gap, this Note undertakes a close reading of the novel doctrinal discussion in Eli Lilly and related precedents, drawing implications for the broader theory of state …

Optimizing Gamma Radiation Shielding Of Low Bismuth Borate Glass Via Antimony Addition: Optical And Physical Insights, Shaimaa Hafez, Elsayed Salama, Wesam Omar

Basic Science Engineering

This study reports the fabrication and characterization of novel bismuth borate-based glass systems doped with varying concentrations of antimony oxide (Sb₂O₃) for gamma radiation shielding applications. Using the melt-quenching method, the glass systems [0] with x = 0, 1, 3, and 5 mol% were prepared. Density measurements, X-ray diffraction (XRD), Fourier-transform infrared spectroscopy (FTIR), and UV–Vis–NIR spectroscopy were employed to analyze the structural, physical, and optical properties systematically. The results show that increasing Sb₂O₃ content raises the glass density, refractive index, and oxygen packing density, while reducing the molar volume and optical band gap. These changes contribute to forming a …

Mathematics, Physics, and Computer Science Faculty Articles and Research

Accurate monitoring of Chlorophyll-a (Chla) is critical for assessing aquatic ecosystem health, yet ecological complexity often leads to ambiguous spectral signatures in satellite data. Traditional deterministic models assume a one-to-one mapping between spectra and pigments, often failing to capture these high-dimensional analytical challenges. In this study, we propose a novel deep learning architecture, the Channel Attention-Mixture Density Network (CA-MDN), to retrieve Chla from the National Aeronautics and Space Administration (NASA) Earth Surface Mineral Dust Source Investigation (EMIT) hyperspectral mission. The CA-MDN integrates an attention mechanism to dynamically select ecologically relevant spectral bands and employs a probabilistic output layer to quantify …

Interfacial Engineering Of Electrodes And Solid-State Electrolytes For High-Performance Lithium-Ion And Sodium-Ion Batteries, Ahmad Helaley Feb 2026

Interfacial Engineering Of Electrodes And Solid-State Electrolytes For High-Performance Lithium-Ion And Sodium-Ion Batteries, Ahmad Helaley

McKelvey School of Engineering Graduate Student Theses & Dissertations

The rapid expansion of electrified transportation and renewable energy integration demands advanced lithium-ion (Li-ion) and sodium-ion (Na-ion) batteries with enhanced safety, long-term reliability, and high energy efficiency. However, conventional systems employing liquid electrolytes continue to exhibit persistent failure modes, including thermal instability, parasitic interfacial reactions, transition-metal dissolution, and electrode degradation under high-voltage or fast-charging conditions. These limitations become even more critical in solid-state configurations, where insufficient ion mobility and interfacial incompatibility can severely restrict electrochemical performance. The first part of this dissertation develops an atomic-layer-scale interfacial stabilization strategy using atomic layer deposition (ALD) coatings. ZnO-modified graphite anodes in Li-ion cells …

Only Americans Left Behind: Iran’S Illegal Use Of Hostages As Political Pawns To Advance Their Foreign Policy, Ava Namazi Feb 2026

Only Americans Left Behind: Iran’S Illegal Use Of Hostages As Political Pawns To Advance Their Foreign Policy, Ava Namazi

San Diego International Law Journal

The Islamic Republic of Iran has emerged as one of the most prominent contemporary practitioners of hostage diplomacy—a strategy rooted in the 1979 Hostage Crisis and sustained through recurring detentions of foreign nationals on fabricated security charges. The government uses innocent foreign nationals as political pawns to coerce Western states, including the United States, to release frozen Iranian assets held abroad. This Comment situates Iran’s use of hostage diplomacy within its post-revolutionary foreign policy, examining how the collapse of the Pahlavi dynasty contributed to this tactic. Additionally, this Comment will analyze the current international legal frameworks governing hostage diplomacy and …

An International Human Rights-Based Approach To Reducing Maternal Mortality And Enhancing Safe Motherhood In Africa, John Mukum Mbaku Feb 2026

An International Human Rights-Based Approach To Reducing Maternal Mortality And Enhancing Safe Motherhood In Africa, John Mukum Mbaku

San Diego International Law Journal

In 2015, the U.N. General Assembly (UNGA) noted that almost fifteen years after the global community had agreed to the Millennium Development Goals (MDGs), which provided an important framework for economic and human development, significant progress has been made in several areas. However, the UNGA explained that many developing countries have not been able to achieve the MDGs, especially those goals related to maternal and reproductive health. Although the global maternal mortality rate has declined significantly, only 50% of pregnant women in developing countries receive the recommended minimum of four antenatal care visits. Additionally, complications suffered during pregnancy and childbirth …

Hybrid Vision Transformer–Cnn Framework For Alzheimer’S Disease Cell Type Classification: A Comparative Study With Vision–Language Models, Md Easin Hasan, Md Tahmid Hasan Fuad, Omar Sharif, Amy Wagler

School of Mathematical & Statistical Sciences Faculty Publications

Accurate identification of Alzheimer’s disease (AD)-related cellular characteristics from microscopy images is essential for understanding neurodegenerative mechanisms at the cellular level. While most computational approaches focus on macroscopic neuroimaging modalities, cell type classification from microscopy remains relatively underexplored. In this study, we propose a hybrid vision transformer–convolutional neural network (ViT–CNN) framework that integrates DeiT-Small and EfficientNet-B7 to classify three AD-related cell types—astrocytes, cortical neurons, and SH-SY5Y neuroblastoma cells—from phase-contrast microscopy images. We perform a comparative evaluation against conventional CNN architectures (DenseNet, ResNet, InceptionNet, and MobileNet) and prompt-based multimodal vision–language models (GPT-5, GPT-4o, and Gemini 2.5-Flash) using zero-shot, few-shot, and chain-of-thought …

Medication nonadherence is a persistent challenge in clinical settings that negatively influences patient outcomes and is often driven by cost, access, and patient-related barriers, as widely documented in the literature. Nurses and medical assistants play a critical role in identifying these barriers; however, inconsistent screening and limited staff confidence may hinder intervention. The purpose of this quality improvement project was to evaluate the impact of implementing the Brief Medication Questionnaire (BMQ) on staff confidence in addressing medication adherence and to assess clinic-wide utilization of the tool. The project was guided by the Iowa Model of Evidence-Based Practice and Lewin’s Change …

The Role Of Fkbp51 In The Regulation Of Reproductive Aging And Prenatal Stress-Impaired Ovarian Function And Development, Monica C. Moore Feb 2026

The Role Of Fkbp51 In The Regulation Of Reproductive Aging And Prenatal Stress-Impaired Ovarian Function And Development, Monica C. Moore

USF Tampa Graduate Theses and Dissertations

FK506-binding protein 51 (FKBP51) is an immunophilin that acts as a co-chaperone with heat shock protein 90 that negatively regulates transcriptional activity of glucocorticoid receptor (GR) and progesterone receptor (PR), and FKBP51 levels are increased by stress conditions. Our previous studies demonstrate that Fkbp5 gene depletion was protective against maternal re-strained stress-induced preterm birth (PTB), fetal growth restriction (FGR), and maternal stress-induced age-related decline in live births. We hypothesize that FKBP51 contributes to impaired ovarian development and folliculogenesis induced by prenatal stress (PNS). Timed-pregnant Fkbp5+/+ (wild-type) and Fkbp5−/− (knockout) mice were randomly assigned to either the undis-turbed (nonstress) or PNS …

Staff Education To Reduce Compassion Fatigue In Acute Care Staff Nurses, Kamala C. Mcgee Feb 2026

Staff Education To Reduce Compassion Fatigue In Acute Care Staff Nurses, Kamala C. Mcgee

Walden Dissertations and Doctoral Studies

Compassion fatigue (CF), burnout, and moral distress are common in high-acuity nursing environments, yet nurses are rarely taught how to recognize or manage these challenges. The guiding question for this staff education project was about whether education focused on CF and mindfulness-based coping strategies would improve nurses’ knowledge and attitudes in an acute care VA medical center. Posteducation results (n = 20) showed meaningful, statistically significant improvements. Familiarity with CF increased from baseline (M = 2.35; SD = 1.04) to post implementation (M = 3.75; SD = .91), t(19) = −5.085, p < .001. Confidence in recognizing CF in oneself improved from baseline (M = 2.6; SD = .875) to post implementation (M = 3.60; SD = .821), p = .004. Confidence in recognizing CF in colleagues increased from baseline (M = 2.40; SD = .821) to postimplementation (M = 3.15; SD = .671), p = .012. Agreement that seeking help is a sign of weakness decreased from baseline (M = 2.00; SD = .503) to postimplementation (M = 1.40; SD = .951), p = .024. Although perceptions of organizational support did not change, nurses reported greater use of mindfulness, peer support, and boundary setting, supporting nurse wellbeing and psychological safety. Several recommendations emerge from this project. CF education should be integrated into routine staff development, annual competencies, and onboarding for new nurses. By reducing stigma around seeking help and promoting peer awareness, this work supports fostering a workplace culture where all nurses feel safe, supported, and valued, a positive social change.

Anomalous Spontaneous Induction Of Magnetic And Electric Fields In Dense Quark Matter, Efrain J. Ferrer, Jose Miguel Perez-Fernandez

Physics & Astronomy Faculty Publications

In this paper, we will demonstrate that a dense quark-matter system in the dual chiral density wave (DCDW) phase behaves as a ferromagnet in the sense that its magnetic-field dependent magnetization remains different from zero even at 𝐵 →0. The corresponding permanent magnetization is a function of the baryonic chemical potential 𝜇, decreasing up to zero as 𝜇 increases in the range of intermediate densities (312  MeV⩽𝜇⩽342  MeV) and then increasing from zero in the higher density interval 490  MeV⩽𝜇⩽550  MeV. We will show that this system’s ability to generate permanent magnetization, together with the existence of the axial anomaly, …
