หัวข้อวิจัยนี้มีเป้าหมายเพื่อศึกษาผลกระทบของนโยบายฟรีวีซ่าต่อความมั่นคงของประเทศไทย โดยมุ่งเน้นที่ความเสี่ยงเชิงความมั่นคงที่เกิดขึ้นควบคู่กับความพยายามในการฟื้นฟูเศรษฐกิจผ่านการท่องเที่ยว ในปี พ.ศ.2557 จนถึงปัจจุบันที่ประเทศไทยดำเนินนโยบายฟรีวีซ่ากับหลายประเทศเพื่อดึงดูดนักท่องเที่ยว การศึกษานี้เริ่มต้นจากการสำรวจพัฒนาการของนโยบายส่งเสริมการท่องเที่ยวตั้งแต่แคมเปญ Amazing Thailand จนถึงนโยบายฟรีวีซ่าล่าสุด โดยมุ่งวิเคราะห์ความท้าทายในการสร้างสมดุลระหว่างการเติบโตทางเศรษฐกิจกับการรักษาความมั่นคงของรัฐพร้อมทั้งเปรียบเทียบกับกรณีศึกษาจากต่างประเทศ เช่น สหรัฐอเมริกา ที่เคยประสบปัญหาความมั่นคงจากการเปิดพรมแดนแบบไร้เงื่อนไขจากการศึกษา พบว่าแม้การใช้ฟรีวีซ่าจะช่วยเพิ่มจำนวนนักท่องเที่ยวและสร้างรายได้ในระยะสั้น แต่หากไม่มีโครงสร้างรองรับที่เพียงพอ เช่น ระบบประเมินความเสี่ยงล่วงหน้า ฐานข้อมูลร่วม หรือกลไกติดตามหลังการเข้าเมือง ก็อาจกลายเป็นช่องว่างที่เปิดโอกาสให้เกิดอาชญากรรมข้ามชาติการประกอบธุรกิจผิดกฎหมาย การใช้วีซ่าผิดประเภท หรือการตั้งถิ่นฐานแบบผิดกฎ ซึ่งล้วนเป็นความท้าทายใหม่ในมิติความมั่นคง ผลการวิจัยชี้ว่า ปัญหาหลักไม่ได้อยู่ที่ตัวนโยบายฟรีวีซ่า แต่เกิดจากความไม่สอดคล้องกันของหน่วยงานภาครัฐและข้อจำกัดด้านศักยภาพของกลไกสนับสนุนภายในประเทศ ดังนั้น แนวทางที่เหมาะสมคือการพัฒนาเครื่องมือเชิงนโยบาย เช่น ระบบข้อมูลร่วม ระบบติดตามที่มีประสิทธิภาพ และการวัดคุณภาพนักท่องเที่ยวควบคู่ไปกับการสร้างความร่วมมือกับประเทศต้นทาง เพื่อลดความเสี่ยงและเสริมความยั่งยืนให้นโยบายฟรีวีซ่าในบริบทของประเทศไทย

สารนิพนธ์ฉบับนี้มุ่งศึกษาปัจจัยการเมืองภายในประเทศในอาเซียน ที่ส่งผลต่อความก้าวหน้าหรือความล่าช้าในการลงทุนโครงสร้างพื้นฐานระบบรางของจีนในภูมิภาค ภายใต้บริบทของโครงการ Belt and Road Initiative (BRI) โดยวิเคราะห์ผ่านกรอบแนวคิด Neoclassical Realism ซึ่งนอกจากปัจจัยภายนอกของรัฐแล้ว ยังให้ความสำคัญกับปัจจัยภายในของรัฐ เช่น เสถียรภาพทางการเมือง วิธีการตัดสินใจของผู้นำ ความสามารถในการบริหารจัดการ และแรงสนับสนุนจากภายในประเทศในการดำเนินนโยบายต่างประเทศ จากการศึกษากรณีตัวอย่างจำนวน 4 โครงการ ในความร่วมมือด้านโครงสร้างพื้นฐานระบบรางระหว่างประเทศในอาเซียนกับจีน ทั้งที่แล้วเสร็จและยังอยู่ระหว่างการดำเนินการ พบว่าระดับความสำเร็จหรือไม่สำเร็จของโครงการต่าง ๆ มีผลมาจากปัจจัยทางการเมืองภายในของแต่ละประเทศ โครงการความร่วมมือกับจีนผ่านระบบรางจะประสบความสำเร็จได้ ต้องอาศัยเสถียรภาพทางการเมือง ความชัดเจนทางนโยบาย และการสนับสนุนในระดับผู้นำอย่างต่อเนื่อง หากขาดปัจจัยเหล่านี้ ก็มีแนวโน้มสูงที่จะเกิดความล่าช้า แม้จะมีเจตนาดีที่จะร่วมลงทุนหรือมีความร่วมมือในระดับระหว่างประเทศแล้วก็ตาม

สารนิพนธ์ฉบับนี้มุ่งศึกษาการจัดการแรงงานข้ามชาติของไทยในช่วงปีพ.ศ. 2564 - 2566 โดยศึกษาการจัดการแรงงานข้ามชาติของประเทศไทย กรณีศึกษาแรงงานเมียนมา และความ ท้าทายในการกำหนดนโยบายหรือมาตราการด้านแรงงานต่อแรงงานข้ามชาติของประเทศไทย เพื่อนำมาวิเคราะห์ถึงการเผชิญความท้าทายต่อการจัดการแรงงานงานข้ามชาติเมียนมา ด้านแรงงานของไทยในช่วงระหว่างปี 2564-2566 อย่างไร ภายใต้ทฤษฎีการเลือกอย่างมีเหตุผล (Rational Choice Theory) มาเป็นการส่วนประกอบการวิเคราะห์ จากการศึกษาพบว่าการกำหนดนโยบายหรือมาตราการด้านแรงงานต่อแรงงานข้ามชาติของประเทศไทยเป็นไปตามความต้องการของตลาดที่ต้องการแรงงานจำนวนมากเพื่อพัฒนาเศรษฐกิจของประเทศ ทำให้คณะรัฐมนตรีผู้ซึ่งกำหนดนโยบายของไทยจำเป็นต้องออกนโยบายหรือมาตรการในการจัดการแรงงานข้ามชาติเพื่อตอบสนองต่อความต้องการนี้ในแต่ละปี โดยมักเป็น ในรูปแบบการผ่อนผันการขึ้นทะเบียนของแรงงานผิดกฎหมาย หรือผ่อนผันกลุ่มแรงงานเดิม ที่การอนุญาตทำงานสิ้นสุดลงให้สามารถทำงานกับนายจ้างต่อไปได้ตามที่มติกำหนด เพื่อแก้ไขปัญหาการขาดแคลนแรงงานในตลาด โดยเฉพาะในภาคส่วนต่าง ๆ เช่น ภาคอุตสาหกรรม เกษตรกรรม งานก่อสร้าง และแรงงานในบ้าน และเพื่อการฟื้นฟูเศรษฐกิจของประเทศ ซึ่งเป็นการแก้ปัญหาเฉพาะเรื่องและในระยะสั้นเท่านั้น รวมทั้งยังไม่สามารถลดจำนวนแรงงานข้ามชาติ ที่ลักลอบเข้ามาทำงานอย่างผิดกฎหมายได้มากเท่าที่ควร ซึ่งการดำเนินการเช่นนี้อาจก่อนให้เกิดขบวนการลักลอบพาคนเข้าเมือง และการแสวงหาผลประโยชน์จากนายหน้าหรือเจ้าหน้าที่ ทำให้ประเทศไทยต้องเผชิญกับความท้าทายในการดำเนินนโยบายที่ไม่ละเมิดสิทธิต่าง ๆ ของแรงงานข้ามชาติ กระทบต่อภาพลักษณ์ และอาจส่งผลกระทบต่อการค้าและการเจรจาระหว่างประเทศที่ไทยกำลังดำเนินอยู่

สารนิพนธ์ฉบับนี้ศึกษาเกี่ยวกับข้อพิพาทพื้นที่ทับซ้อนทางทะเลระหว่างประเทศไทยกับประเทศกัมพูชาในพื้นที่จังหวัดตราด ภายหลังการลงนามในบันทึกความเข้าใจ พ.ศ. 2544 แสดงให้เห็นถึงความซับซ้อนของการจัดการข้อพิพาทชายแดนในระบบระหว่างประเทศ การวิเคราะห์ผ่านกรอบทฤษฎีสัจนิยมคลาสสิกเผยให้เห็นว่าแม้จะมีกฎหมายระหว่างประเทศรองรับและความพยายามสร้างกลไกความร่วมมือผ่านแนวคิดพื้นที่พัฒนาร่วมแต่ข้อพิพาทดังกล่าวยังไม่ได้รับการระงับอย่างถาวร การวิเคราะห์เชิงคุณภาพจากข้อมูลประวัติศาสตร์ กฎหมายและนโยบายระหว่างประเทศชี้ให้เห็นว่าความยืดเยื้อของข้อพิพาทมีรากฐานมาจากปัจจัยสำคัญสามประการ ประการแรกคือการยึดมั่นในหลักอธิปไตยของรัฐและปกป้องผลประโยชน์แห่งชาติซึ่งทำให้การประนีประนอมกลายเป็นเรื่องยาก ประการที่สองคือมิติทางประวัติศาสตร์ที่เกี่ยวเนื่องกับความทรงจำในยุคอาณานิคมส่งผลต่อการรับรู้และการตอบสนองต่อข้อพิพาทของทั้งสองฝ่าย ประการสุดท้ายคือความไม่ชัดเจนและการตีความที่แตกต่างกันในกรอบกฎหมายระหว่างประเทศโดยเฉพาะเรื่องการกำหนดเส้นเขตแดนทางทะเล การศึกษานี้สะท้อนให้เห็นถึงข้อจำกัดของกฎหมายระหว่างประเทศและกลไกทางการทูตในการแก้ไขข้อพิพาทชายแดนโดยเฉพาะในระบบระหว่างประเทศที่อยู่ภายใต้สภาวะอนาธิปไตย รัฐต่างยึดมั่นในอำนาจอธิปไตยและผลประโยชน์แห่งชาติเป็นหลักทำให้การหาทางออกที่ยั่งยืนเป็นความท้าทายที่ต้องอาศัยมากกว่าเครื่องมือทางกฎหมายและการทูตเพียงอย่างเดียว

สารนิพนธ์ฉบับนี้มุ่งวิเคราะห์ความร่วมมือทางการทหารระหว่างประเทศไทยกับอินเดียในช่วงปี ค.ศ. 2007–2024 โดยใช้กรอบแนวคิด “ผลประโยชน์แห่งชาติ” ของฮันส์ มอร์เกนธอ เป็นเครื่องมือในการทำความเข้าใจแรงผลักดันเชิงยุทธศาสตร์ที่อยู่เบื้องหลังความร่วมมือระหว่างทั้งสองประเทศ การศึกษานี้ชี้ให้เห็นว่าความร่วมมือทางการทหารระหว่างไทยกับอินเดียยังคงจำกัดอยู่ในระดับพื้นฐาน เช่น การฝึกอบรมบุคลากรและการฝึกร่วมเป็นบางครั้ง มากกว่าการสร้างพันธมิตรเชิงยุทธศาสตร์หรือความร่วมมือด้านความมั่นคงในเชิงลึก หนึ่งในข้อค้นพบสำคัญคือ การที่ไทยไม่มีภัยคุกคามร่วมอย่างชัดเจนกับอินเดีย เช่นเดียวกับกรณีอินเดียกับเวียดนาม ซึ่งมีความตึงเครียดต่อจีนเป็นแรงผลักดัน ทำให้ระดับความร่วมมือระหว่างไทยกับอินเดียไม่อาจยกระดับสู่ความสัมพันธ์เชิงยุทธศาสตร์อย่างแท้จริง อย่างไรก็ตาม ภายใต้พลวัตความมั่นคงในภูมิภาคอินโด–แปซิฟิก การขยายความร่วมมือทางทหารกับอินเดียอย่างต่อเนื่องกลับกลายเป็น “ความจำเป็น” ที่จะช่วยเสริมสร้างสมดุลอำนาจและเพิ่มอำนาจต่อรองของไทยในเวทีระหว่างประเทศ ท้ายที่สุด สารนิพนธ์เสนอว่า การพัฒนาความสัมพันธ์ไทยกับอินเดียในด้านความมั่นคง ควรดำเนินควบคู่กับการสร้าง “ความไว้เนื้อเชื่อใจ” ซึ่งเป็นรากฐานสำคัญที่อาจช่วยยกระดับความร่วมมือให้มีลักษณะใกล้เคียงกับกรณีความสัมพันธ์ระหว่างอินเดียกับเวียดนามในอนาคต

สารนิพนธ์นี้ศึกษาความเปลี่ยนแปลงของระบบพหุภาคีในศตวรรษที่ 21 โดยนำความร่วมมือทางเศรษฐกิจเอเชีย-แปซิฟิก หรือเอเปค (Asia-Pacific Economic Cooperation: APEC) เป็นกรณีศึกษา วัตถุประสงค์ของการวิจัยของสารนิพนธ์มุ่งเน้นไปที่การตอบคำถามว่าการดำเนินการของความร่วมมือทางเศรษฐกิจเอเชีย-แปซิฟิก ในช่วงปี 2558 – 2565 สะท้อนความท้าทายของระบบพหุภาคีในศตวรรษที่ 21 อย่างไร กล่าวคือ ในช่วงปี 2558 เป็นปีที่เอเปคกำลังเข้าสู่การเร่งรัดการดำเนินการ 5 ปีสุดท้ายก่อนถึงเป้าหมายโบกอร์ แต่ด้วยสถานการณ์โลก ไม่ว่าจะเป็นด้านเศรษฐกิจและการเมืองที่มีความผันผวน ส่งผลให้เอเปคไม่สามารถบรรลุเป้าหมายดังกล่าวได้จากการศึกษาด้วยวิธีวิจัยเชิงคุณภาพ สารนิพนธ์ฉบับนี้ได้ข้อค้นพบว่า ความท้าทายในการดำเนินการของเอเปคเกิดจากปัจจัยต่าง ๆ ปัจจัยจากการเมืองภายในประเทศ ปัจจัยจากการเมืองระหว่างประเทศ ปัจจัยจากความท้าทายของโลกที่ซับซ้อนมากขึ้น เช่น การเปลี่ยนแปลงของสภาพภูมิอากาศ และการแพร่ระบาดของโรค นอกจากนี้ ปัจจัยข้างต้นเป็นเหตุให้เกิดความไม่ไว้เนื้อเชื่อใจ ทำให้องค์กรและสถาบันพหุภาคีอ่อนแอลง โดยเฉพาะในกรณีเอเปคที่เป็นความร่วมมือเพื่อเศรษฐกิจ แต่ในตลอดระยะเวลา 3 ทศวรรษนั้น กลับทำให้เกิดช่องว่างและความเหลื่อมล้ำระหว่างเขตเศรษฐกิจมากขึ้น แม้ว่าที่ผ่านมา เอเปคจะประสบความสำเร็จในด้านการเปิดเสรีการค้าและการลงทุนมากขึ้น แต่ความท้าทายอื่น ๆ ยังคงทำให้เอเปคยังห่างไกลจากการบรรลุเป้าหมายที่ตั้งไว้ ทั้งนี้ ในช่วงปี 2563 เป็นต้นมา เป็นปีที่เอเปคประสบกับปัญหาทั้งการไม่สามารถจัดการประชุม การแพร่ระบาดของโควิด-19 และการไม่สามารถกำหนดเจ้าภาพจัดการประชุมในปี 2566 เป็นต้นไปได้ สะท้อนถึงความไม่มั่นคงขององค์กร อย่างไรก็ดี สมาชิกเขตเศรษฐกิจยังคงมีความพยายามในการขับเคลื่อนการดำเนินการ จึงได้ริเริ่มวิสัยทัศน์ฉบับใหม่ที่คงรากฐานจากเป้าหมายโบกอร์ และได้เพิ่มการให้ความสำคัญประเด็นหลักในยุคปัจจุบัน เพื่อให้เอเปคเป็นองค์กรที่มีความเป็นปัจจุบัน ทันโลก และยังคงมีความสำคัญต่อไปได้จากข้อค้นพบข้างต้น สารนิพนธ์จึงมีข้อเสนอแนะสำคัญ 3 ประการ ได้แก่ การสร้างความไว้เนื้อเชื่อใจภายในองค์กร การกำหนดเป้าหมายให้เป็นรูปธรรม และร่วมกันแก้ไขปัญหาความท้าทายร่วมกัน และการส่งเสริมสันติภาพโดยไม่เลือกปฏิบัติ ทั้งนี้ เพื่อให้การดำเนินการของสถาบันพหุภาคีในภาพรวมยังคงความต่อเนื่อง และมีความสำคัญในโลกยุคทศวรรษที่ 21 ต่อไป

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อวิเคราะห์และเปรียบเทียบการนำเสนอภาพลักษณ์ของกลุ่มฮิจราในภาพยนตร์ Gangubai Kathiawadi กับความเป็นจริงทางสังคมของอินเดียร่วมสมัย โดยอธิบายผ่านกรอบแนวคิด Constructivism ที่มองว่าอัตลักษณ์ไม่ใช่สิ่งตายตัว แต่ถูกสร้างและปรับเปลี่ยนผ่านกระบวนการทางวัฒนธรรมและปฏิสัมพันธ์กับโครงสร้างทางสังคม สารนิพนธ์ฉบับนี้พบว่า แม้ในภาพยนตร์ตัวละครฮิจรามีอำนาจทางสังคมและการเมือง แต่อัตลักษณ์ดังกล่าวเป็นเพียงสัญลักษณ์ “ภาพแทนเชิงอุดมคติ” ที่ตอกย้ำภาพจำที่สังคมคุ้นเคย ตรงข้ามกับความเป็นจริงที่กลุ่มฮิจราถูกกดทับจากโครงสร้างอำนาจที่ไม่เท่าเทียม ทั้งในด้านเศรษฐกิจ การจ้างงาน การศึกษา และการเข้าถึงสวัสดิการ แม้รัฐอินเดียจะประกาศรับรองสถานะ “เพศที่สาม” อย่างเป็นทางการตั้งแต่ปี ค.ศ. 2014 สื่อบันเทิง Bollywood มีบทบาทสำคัญในการหล่อหลอมทัศนคติของสังคมและสร้าง soft power ผ่านแพลตฟอร์ม Netflix ซึ่งช่วยให้ภาพลักษณ์ของกลุ่มฮิจราได้รับความสนใจในระดับสากล แต่สื่อกระแสหลักไม่สามารถก้าวข้ามอคติเดิมได้ เนื่องจากฮิจรามักถูกนำเสนอในฐานะ “ตัวละครเสริม” ดังนั้น การต่อสู้ของกลุ่มชายขอบในอินเดีย ไม่ว่าจะเป็นโสเภณีในอดีตหรือกลุ่มฮิจราในปัจจุบัน ไม่ได้เป็นเพียงการเรียกร้องสิทธิทางกฎหมาย แต่เป็นการต่อสู้กับค่านิยมและโครงสร้างสังคมที่หยั่งรากลึกที่ต้องอาศัยเวลา ความพยายาม และความร่วมมือจากหลายฝ่าย เพื่อส่งเสริมให้เกิดความเท่าเทียมอย่างยั่งยืน

พุทธศาสนากับการทูตซอฟต์พาวเวอร์ของอินเดียในสมัยโมดี (ปี ค.ศ. 2014 – 2024), ปภัสรา ทักษาดิพงษ์

สารนิพนธ์ฉบับนี้มุ่งพินิจความเชื่อมโยงและความสำคัญของการใช้พุทธศาสนา ผ่านการทูตซอฟต์พาวเวอร์ในช่วงที่นเรนทรา โมดี ดำรงตำแหน่งนายกรัฐมนตรีอินเดียระหว่างปี ค.ศ. 2014 – 2024 โดยเน้นศึกษาลักษณะการทูตซอฟต์พาวเวอร์เชิงพุทธศาสนา และเป้าหมายเชิงยุทธศาสตร์การต่างประเทศของแนวทางดังกล่าว ผ่านแนวคิดซอฟต์พาวเวอร์ของโจเซฟ เอส. ไนน์ จูเนียร์ จากการศึกษาพบว่า แม้ว่าอินเดียจะเป็นรัฐโลกวิสัยที่มีความเป็น พหุวัฒนธรรมสูง และแม้โมดีและพรรคภารตียชนตาจะยึดถือแนวคิดชาตินิยมแบบฮินดู เป็นหลัก แต่ในช่วงปี ค.ศ. 2014 – 2024 พุทธศาสนาก็ยังคงเป็นรากฐานสำคัญของ การต่างประเทศในฐานะเครื่องมือทางการทูตที่รัฐบาลวางแผนไว้อย่างเป็นระบบ ภายใต้นโยบายปฏิบัติการตะวันออกและยุทธศาสตร์เพื่อนบ้านมาก่อนแบบเชิงรุก โดยมีหน่วยงานสำคัญอย่างกระทรวงการต่างประเทศ กระทรวงวัฒนธรรม และกระทรวงศึกษาธิการร่วมดำเนินการเพื่อรักษาผลประโยชน์แห่งชาติระยะยาว ขยายอิทธิพลในเอเชียใต้ เอเชียตะวันออก และเอเชียตะวันออกเฉียงใต้ รวมถึงยกระดับภาพลักษณ์ของอินเดียในฐานะดินแดนพุทธภูมิที่สำคัญและมีผู้นำที่มีวิสัยทัศน์ ซึ่งปูทางไปสู่การก้าวขึ้นเป็นผู้นำซีกโลกใต้ในอนาคต

สารนิพนธ์ฉบับนี้มุ่งศึกษาการรวมกลุ่มอัตลักษณ์ทางเพศกับความท้าทายในการเคลื่อนไหวทางการเมืองหลังรัฐประหารในเมียนมา 2021 โดยมุ่งสำรวจพลวัตร พัฒนาการ และความท้าทายในการมีส่วนร่วมในขบวนการต่อต้านระบอบเผด็จทหารของกลุ่ม ผ่านกรอบแนวคิด Contentious Politics เป็นแนวคิดหลักและ Performativity เป็นแนวคิดเสริม โดยใช้วิธีวิจัยเชิงคุณภาพ ทั้งการวิเคราะห์เอกสารและสัมภาษณ์เชิงลึก จากการศึกษาพบว่าการรัฐประหารไม่เพียงแต่เป็นจุดเปลี่ยนสำคัญของการเมืองระดับชาติแต่ยังเป็นจุดผลักดันให้กลุ่ม LGBTQIA+ และผู้หญิงก้าวขึ้นมาเป็นแนวหน้าในการเคลื่อนไหว ด้วยการปรับยุทธศาสตร์ ขยายพื้นที่ และเปลี่ยนรูปแบบการสื่อสาร จนกลายเป็น "ตัวแสดงทางการเมือง" ที่ท้าทายระเบียบอำนาจเดิม และเสนอข้อเรียกร้องของตนในฐานะส่วนหนึ่งของการต่อสู้เพื่อประชาธิปไตย การเคลื่อนไหวของกลุ่มอัตลักษณ์ทางเพศมีลักษณะเป็นการท้าทายกรอบความชอบธรรมทางสังคมและการเมือง เช่น การประท้วงตะเมน และการแสดงออกทางร่างกายที่ขัดต่อบรรทัดฐานทางเพศ ซึ่งใช้ร่างกายเป็นเครื่องมือในการต่อต้านโครงสร้างอำนาจชายเป็นใหญ่และเผด็จการ นอกจากนี้ขบวนการดังกล่าวยังเชื่อมโยงกับเครือข่ายสิทธิมนุษยชนระหว่างประเทศ สะท้อนถึงพลวัตของการเคลื่อนไหวข้ามพรมแดน (Transnational Contentious Politics) งานวิจัยนี้จึงชี้ให้เห็นว่าการต่อสู้เพื่อประชาธิปไตยในเมียนมาเชื่อมโยงอย่างลึกซึ้งกับการเรียกร้องความเสมอภาคทางเพศและการรัฐประหารได้เปิดพื้นที่ใหม่ในการนิยามความเป็นพลเมืองที่หลากหลายและมีศักดิ์ศรีมากยิ่งขึ้น
