Federal Evaluation Of Riparian Property: Section 111 Of The Rivers And Harbors Act Of 1970, Ronald C. Allen

Maine Law Review

Certain of our citizenry persist in their belief that the water resources of this nation are essentially a free good which necessitates very little, if any, governmental interference in the development or beneficial exploitation of these resources. Theirs is obviously a dream world which dangerously ignores evidence from much of our history as well as the obvious conditions of the present. The nation is confronted with too many people, and the promise of many more, making too many demands upon our existing and foreseeable supply of water to allow the perpetuation of a myth of rugged individualism. This attitude has …

A National Environmental Policy: Now You See It, Now You Don't, Edward S. Muskie, Eliot R. Cutler

Maine Law Review

The National Environmental Policy Act was born with a fanfare of rhetoric. Suddenly sensitive to the urgency of the environmental crisis, Congress passed the bill quickly, and President Nixon seized the opportunity to sign it on the first day of the new decade. During its early years, NEPA was hailed by environmental activists as nothing short of a panacea; the environmentalists were nearly unanimous in singing its praises. At the same time, industrialists warned that NEPA's provisions could stop growth and progress in their tracks. But in recent months the battle lines have begun to shift. When the subject of …

The city is already encroaching on the countryside in a modest cultural sense. Today many remote New England villages receive more channels of New York City television, and receive them more clearly, than do most residents of the five boroughs of the great city. This anomaly is because of a relatively new and still evolving technology, popularly called cable television. This article primarily addresses the broad problems now confronting the American people on how to devise wise national policies that will put this technology of the new communications to its best uses for the most people. In short, how is …

Attorneys And The Summary Contempt Sanction, Maine Law Review May 2025

Attorneys And The Summary Contempt Sanction, Maine Law Review

Maine Law Review

It is indisputable that an orderly, disciplined courtroom is a prerequisite for the administration of justice. Rules necessarily backed by sanctions insure needed decorum and sobriety within the courtroom. One method used to promote courtroom order is the summary criminal contempt procedure embodied in 18 U.S.C. § 401(1) and implemented under Rule 42(a) of the Federal Rules of Criminal Procedure. In practice, the nature of the procedure has triggered criticism that summary criminal punishment of indecorous courtroom conduct fails to provide constitutional safeguards of due process of law. Most recently, the decision of In re Dellinger has reemphasized the problems …

Defense Of Indigents In Maine: The Need For Public Defenders, Peter Avery Anderson May 2025

Defense Of Indigents In Maine: The Need For Public Defenders, Peter Avery Anderson

Maine Law Review

During the past ten years the United States Supreme Court has engineered a major reworking of criminal procedure through judicial review. In no area of criminal procedure has the overhaul been so drastic as in the right to court appointed counsel. From a time when court appointment of counsel was virtually nonexistent, the right has been expanded to the extent that counsel is now available in nearly all cases and stages of the proceedings. This rapid growth of the right to counsel has placed an understandable strain on state and federal judicial systems. Various means of coping with the demands …

Data Science and Data Mining

In the evolving landscape of data science, accurate salary prediction plays a crucial role in shaping career expectations, informing educational strategies, and guiding organizational hiring decisions. This study investigates the key factors influencing entry-level data science salaries in the United States by applying a multiple linear regression model to a recent dataset spanning from 2020 to 2024. Through data preprocessing, transformation, and diagnostic evaluation, we identify how job roles, experience levels, employment types, work arrangements, residency status, and company size impact compensation. Despite challenges such as outliers, heteroscedasticity, and non-normal residuals, model refinements like the Box-Cox transformation and variable selection …

How Did Women In India Fare During The Covid-19 Pandemic? A Study Of Work-Life Balance, Bigi Thomas May 2025

How Did Women In India Fare During The Covid-19 Pandemic? A Study Of Work-Life Balance, Bigi Thomas

Journal of International Women's Studies

The COVID-19 pandemic has significantly impacted women globally, resulting in numerous work-life balance (WLB) challenges. The intersection of paid employment and familial obligations inside the household has compelled Indian women to assume many tasks. Married women encounter heightened stress due to the specific gender roles that society imposes upon them within a patriarchal sociocultural context; these gender roles were exacerbated by the COVID-19 pandemic, hindering Indian women in their management of domestic duties and reconciliation of personal and professional disputes. The pandemic’s fusion of professional and familial domains disrupted Indian women’s transition between home and work environments, leading to indistinct …

Setting The Record Straight: Recording The Global Contribution To Education Research Of Panamanian Scholar Etilvia Arjona Chang, Nanette Archer Svenson

Journal of International Women's Studies

As documented extensively, the academic publications and accomplishments of women scholars—particularly those from developing regions—are underrepresented in global and national literature, databases, and indices. This feminist biographical case study explores and makes visible the life and work of Panamanian Dr. Etilvia Arjona Chang and her global contribution to education research. This article describes her earlier decades devoted to expanding and modernizing the translation and interpretation (T&I) discipline worldwide. It also examines her development of Panama’s first education research programs in later decades of her career and how her previous T&I experience provided the foundation for present-day Panamanian education research. Sylvia J. Wynter’S Concept Of The Over-Representation Of Man And Its Relevance To Gender And Global Development In The 21st Century, Tina Renier May 2025

Sylvia J. Wynter’S Concept Of The Over-Representation Of Man And Its Relevance To Gender And Global Development In The 21st Century, Tina Renier

Journal of International Women's Studies

This essay critically examines Sylvia J. Wynter’s (2003) concept of the “overrepresentation of Man” (p. 263) and its profound implications for gender and global development in the 21st century. I examine Wynter’s critique of “Man” as the universal subject of knowledge and power through a Caribbean-transnational, decolonial, and intersectional feminist lens. My reflection challenges the historical reduction of the human experience to a singular, patriarchal notion and highlights the voices and contributions of previously excluded marginalized voices and women scholar-activists. In the context of global development, the overrepresentation of Man undergirds the continued dominance of Western, patriarchal ideologies that shape …

Rewriting Histories: The Experiences Of Pioneering Egyptian Women Architects In The Socio-Political Context Of The Nasser Era, Mai M. Aboul-Dahab, Yasser M. Moustafa, Yasser M. Mansour May 2025

Rewriting Histories: The Experiences Of Pioneering Egyptian Women Architects In The Socio-Political Context Of The Nasser Era, Mai M. Aboul-Dahab, Yasser M. Moustafa, Yasser M. Mansour

Journal of International Women's Studies

The history of modern architecture has particularly emphasized the roles of male architects with little mention of women architects. Since women’s contributions have often been overlooked, feminist scholars worldwide have aimed to showcase women’s history in the architectural profession over the past several years. However, there is still a lack of scholarship on the historical experiences and contributions of women architects in the Middle East, particularly Egypt. This research aims to address this gap in historiography by focusing on the first women architects in Egypt during the Nasser era. As such, the study utilizes archival sources and examines various architecture …

Groundwater Age Of The West Plains, Spokane County, Washington, Cadence Meier-Grolman, Chad Pritchard

EWU PFAS Research Collection

Radiocarbon dating of groundwater in the West Plains has focused on the basaltic aquifers, since these are the most commonly used for drinking water wells. These aquifers include the Grande Ronde and Wanapum flood basalts from the Columbia RIver Basalt Group (Miocene). However, looking at the West Plains holistically, there is a need for recharge for these, which may include water in basement rocks (Eocene to Cretaceous granite and Cambrian to Mesoproterozoic metasedimentary rocks). Additionally residents in the area have wells within the basement rock aquifers that tend to dry up during years with low precipitation. Groundwater interactions between basement …

End-To-End Systems Limitations In Hyperspectral Target Detection Using Parametric Modeling And Subpixel Lattice Targets For Validation, Chase Canas May 2025

End-To-End Systems Limitations In Hyperspectral Target Detection Using Parametric Modeling And Subpixel Lattice Targets For Validation, Chase Canas

Theses

Hyperspectral target detection applies algorithms to high-dimensional images to identify rare targets, or objects of interest, within cluttered scenes of diverse backgrounds. Computational demands of processing hyperspectral datasets, along with their limited availability in both public and private sectors, imposes challenges in assessing system-level limitations of detection. This research presents a methodology to quantify end-to-end sensitivities and limitations through statistical modeling across thousands of target detection scenarios. The objective is to identify specific parametric thresholds where detection begins to degrade, based on “knees” in detection curves derived from model outputs of various scenarios. The model considers subpixel targets, where an …

Beyond Barcodes, Ritul Chaudhary May 2025

Beyond Barcodes, Ritul Chaudhary

Theses

Beyond Barcodes is a conceptual zine that investigates the narratives encoded within barcodes and reinterprets receipts as tools to examine the emotional layers of consumer behavior. Often dismissed as transactional byproducts, receipts in this project are reframed as carriers of memory, identity and self-worth—reflecting personal values shaped by frugality, guilt, and inherited beliefs about money. The zine unfolds through a series of illustrated vignettes, each centered around a category of spending: groceries, essentials, dining, vanity, and experiences. This arc traces a journey from survival to indulgence, ending on a bittersweet note—critiquing how consumer culture quietly shapes how we spend, what …

The Polarization Of Electric Vehicles In Partisan News Networks: An Analysis Of Cnn And Fox News, Francisco Moran, Matthew Gaon, Quinn J. Proudler, Casimir Wypyski

Pepperdine Policy Review

Due to the great leaps made within mass media, how people consume news, current events, and policy has drastically changed. It has become increasingly simple to succumb to confirmation bias and partisan views. This shift has stretched towards the framing of electric vehicles through mass media networks, including both CNN and Fox News. In this paper, we analyze what sentiment these two different news networks use to cover the discussion of electric vehicles. In particular, we ask: Does the sentiment of the media covering electric vehicles vary based on the partisan leaning of news outlets? Does the polarization of sentiment …
