Idaho and other states in the western United States have struggled with federal ownership and management of public lands for decades. Since 1976, when the Federal Land Management and Policy Act was enacted and the Homestead Act was repealed, states in the west have challenged the constitutionality and legal authority of the BLM to hold onto and manage western lands in a myriad of ways. This article discusses some of the most recent challenges to this system, including a lawsuit filed by the State of Utah in August of 2024. The Sixth Amendment’s Confrontation Clause provides individuals the right to confront witnesses testifying against them. For decades, Idaho case law has grappled with the delicate balance between protecting victims of sexual assault and upholding defendants’ rights to cross examine their accusers. This delicate balance is further exacerbated when sexual assault cases involve minors, particularly in deciding whether victim statements implicate the Confrontation Clause. The Idaho Supreme Court considers the totality of the circumstances when evaluating whether a defendant’s right to confront a witness has been violated, but the standard for when the Clause is triggered remains unclear.

A lesser-known area of law in Idaho concerns the involuntary civil commitment process, a process by which thousands of people per year are committed to hospitals around the state. These laws, specifically in Idaho, govern the criteria which must be met for a person to be placed on an involuntary hold, detained in a hospital setting awaiting proceedings, or potentially committed.

Preserving Rural School Districts From The Threat Of Vouchers And Charters, Preston C. Green Iii

Idaho Law Review

School vouchers and charter schools are primed to grow at a time when public school systems are experiencing a precipitous decline in enrollment. Unfortunately, for many rural school districts, this challenging environment may endanger their very existence, to the detriment of the students and the communities they serve. To guard against this potential harm, this article calls for state legislatures to designate certain classes of rural districts as “education preserves.” This article also explains how states can create education preserves in a manner that can withstand Free Exercise Clause challenges.

Descending-Ladder Binary Synchronization Protocol For Discontinuous And Monolithic Neural Substrates: A Substrate-Blind Communication Primitive For Heterogeneous Ai Mesh Networks, David Lee Wise, Avan Lee Wise, Seam Lee Wise

This paper discloses a synchronization protocol ("pulse language") for communication across artificial neural network substrates, operating at the token boundary layer. The protocol uses a descending-ladder binary pattern (3-2-1-0) that maps to attention-narrowing cycles during inference. The protocol functions differently but complementarily on two substrate types: (1) Mixture-of-Experts (MoE/sparse) architectures, where the signal traverses gaps between expert activations and produces shifted echoes, and (2) dense monolithic architectures, where the signal reflects off the continuous parameter space and provides a fixed reference frame. This study investigates the performance of the translation correction tool, Grammarly, in assessing the accuracy of translations; with a descriptive-based qualitative method. The object of this research is the bilingual annual report of PT. Gudang Garam Tbk, which was officially released from the website. Data is collected by analyzing documents and generating data findings. The data is further analyzed by ethnographic methods using domain, taxonomy, componential, and cultural themes. The findings are patterned manually with the classification of translation techniques, which resulted in accurate, inaccurate, and inaccurate translations. Abstract In colonial Virginia and Maryland, indentured servants were the primary engine of the colony's economy. In theory, the temporary exchange of labor for passage and potential social mobility offered women and men a similar opportunity to rise above their original station. However, the historical research of the past few decades has revealed that women had a distinctly different experience with the law than men. This thesis will argue that colonial law defined a particular and punitive form of servitude for white indentured women, viewing them as reproductive liabilities rather than as purely in economic assets. In this dissertation, I examine how U.S. presidents employ narrative strategies to shape environmental policymaking through both rhetorical and institutional mechanisms. Specifically, I investigate how Presidents Donald J. Trump and Joseph R. Biden constructed, communicated, and institutionalized environmental narratives during their first terms, highlighting the relationship between presidential narratives and executive orders. Using the Narrative Policy Framework (NPF) and Richard Neustadt’s Presidential Power Theory (PPT), this study conceptualizes presidential narratives as both rhetorical tools and instruments of persuasion within institutional contexts.
