Congestion Pricing: A Comprehensive Look At International Congestion Pricing Models And Applying Them To The United States, Ian Ertel

Urban traffic congestion imposes large costs through wasted time, excess fuel consumption, air pollution, and lost productivity. Although congestion pricing has been recognized as the economically efficient remedy since Pigou and Vickrey, implementation has been rare. This thesis examines the conditions under which congestion pricing succeeds by analyzing three pioneering cases: London, Singapore, and New York City. Across all three, charges reduced traffic volumes and improved speeds within the priced zones. Benefits extended beyond cordon boundaries, with measurable improvements on untolled suburban roads. The distributional effects depended on how revenues were recycled rather than on the charge itself. Political viability, …

School-based policy functions as a critical lever for reducing health disparities among LGBTQ+ youth, who face elevated risks of suicidality, bullying, unsafe school environments, and housing instability. An extensive body of research identifies inclusive school practices—such as affirming curricula, supportive staff, and student organizations—as key protective factors that foster belonging and improve mental health outcomes. Do gender quotas in autocracies increase international public support for providing foreign aid to those regimes, and are such rewards conditioned by identity? A recent study by Bush et al. (2024) finds that quotas increase public support for foreign aid to autocracies among the U.S. public. I replicate their study beyond the U.S. to test the generalizability of their findings. I also extend their study by examining how religious and racial identities condition the reputational benefits associated with quotas, as recent studies show that identity shapes foreign aid preferences and support for democracy. Gastric mucosa-associated lymphoid tissue (MALT) lymphoma is an indolent extranodal B-cell lymphoma that arises in close association with chronic Helicobacter pylori (H. pylori) infection and represents a unique paradigm of infection-driven oncogenesis. Persistent H. pylori colonization induces organized lymphoid tissue within the normally lymphoid-poor gastric mucosa, promoting sustained antigen-dependent T-cell-mediated B-cell proliferation and eventual clonal transformation. In contrast to many other lymphoid malignancies, early-stage gastric MALT lymphoma often regresses following microbial eradication, highlighting the central role of antigenic stimulation in disease pathogenesis. Terrain variables are widely incorporated into machine learning Snow Water Equivalent (SWE) models but are rarely evaluated for their independent contribution relative to spectral predictors. Using a four-tier stepwise Random Forest framework with Harmonized Landsat Sentinel-2 imagery and Airborne Snow Observatory LiDAR ground truth, this study isolates the contribution of elevation, slope, northness, and eastness across Peak and Ablation snowpack regimes in the East Taylor River Watershed, Colorado. During peak snowpack, adding terrain improved R² by 0.214, with elevation alone accounting for 42.8% of model importance. During ablation, full-dataset terrain gains were modest, increasing R² by only 0.036. However, when …

Instead, it proposes using detector scores only as “pedagogic probable cause,” a term developed by the author that signals when a submission warrants closer review, not a basis for disciplinary action. The presentation opens by outlining the limitations of current AI detectors, including high false‑positive rates and documented bias against non‑native English writers.

This master's thesis examines conservation as a form of living cultural heritage practice through the co-management of kākāpō (Strigops habroptilus), a critically endangered parrot and taonga species in Aotearoa New Zealand. Situated within ongoing histories of colonial dispossession and Western frameworks of land and species management, contemporary kākāpō conservation is shaped through the partnership between the Department of Conservation’s Kākāpō Recovery Programme and Ngāi Tahu. Drawing on semi-structured interviews collected during fieldwork from July to August 2025, this study examines how institutional partnerships structure decision-making, authority, and responsibility in contemporary conservation governance. This convergent mixed methods study examined similarities and differences in perceptions of giftedness held by general education teachers and gifted specialists in two suburban elementary school districts. Grounded in social constructivism and labeling theory, the study explored how educator role shapes understandings of giftedness and gifted education. Survey data from 70 educators and interviews with eight participants were analyzed and integrated. Findings revealed alignment regarding the multidimensional and social–emotional nature of giftedness, but statistically significant differences in perceptions were found related to instructional practices and differentiation, identification, autonomy, and service models. The cluster expansion (CE) method is a powerful framework for modeling alloy systems by linking atomic configurations to thermophysical properties. However, constructing accurate and robust CE models requires careful selection of both training structures and cluster bases. In this work, we investigate how structure enumeration and cluster selection strategies influence CE performance in binary face-centered cubic alloys using a Julia-based implementation. Model performance is evaluated using empirical risk and the generalized aliasing decomposition (GAD), which provides insight into the relationship between model complexity and generalization error. In 2021, Silver Peak School District (SPSD; a pseudonym), a rural educational organization in the western United States, implemented a graduate competency framework known as Portrait of a Graduate. This qualitative case study examined how a social justice-informed principal preparation program fostered the development of socially just school leaders and how graduates perceived their capacity for resilience as educational leaders in the contemporary PK–12 context. The Mountain Range Principal Preparation Program (MRP3), a university–district partnership designed to prepare educational leaders to be transformative leaders equipped to improve student achievement and address challenges in low-performing schools, served as the site of inquiry. In this thesis, I develop a theoretical and empirical framework to estimate whether participation in industrial clusters contributes to firm-level economic resilience to conflict-based shocks. Focusing on Ukraine following the full-scale Russian invasion in February 2022, the study situates industrial organization and firms’ resilience to conflict within a dynamic environment characterized by spatially heterogeneous exposure to conflict events and persistent institutional constraints. Many cities see growth of informal housing settlements as urban populations rise across the globe. Residents of informal settlements are observed to use robust networks of social capital to support themselves in an environment of resource scarcity and marginalization. This review synthesizes research examining characteristics of social capital in informal housing settlements, finding that (1) social capital influences residents' acquisition of basic needs, (2) the structure of social capital networks depend on the context of the settlement, and (3) the built environment of informal settlements has a cyclical relationship to their social capital networks. We propose a novel game, the Dictatorial Public Goods Game, to study the interplay between collective resource generation and centralized provision of public goods. After making choices in a standard Voluntary Contribution Mechanism (VCM), one player is selected from the group to administrate the contributions: either provide the public good or expropriate the collected resources for personal gain. We find that adding this centralized mechanism reduces efficiency compared to the standard VCM. Although higher contributions increase the material incentive to expropriate, they lead to more provision. Thus, pro-social choices in the contribution and in the provision stages act as …

This study examined the workplace learning experiences of Black women professionals in corporate leadership contexts. Leadership development programs often rely on standardized models that overlook the lived realities shaping Black women’s professional experiences. In response, this study introduced Humanized Black Feminist Action Learning, a leadership development intervention that integrates Black feminist scholarship, humanizing pedagogy, and critical action learning.

Intimate partner violence (IPV) is a concerning public health issue of global proportions, particularly within rural and under-resourced settings. Communities in these settings face elevated risk for relationship abuse, further compounded by barriers to access culturally responsive preventive intervention programming. This qualitative study investigated participant experiences, cultural adaptation, and implementation of the MotherWise program, a healthy relationship education intervention in rural Leon, Nicaragua.
