In collaboration with the Strengthening Evidence for Programming on Unintended Pregnancy (STEP UP) Research Programme Consortium, the Population Council implemented a project to increase the demand for secondary school education in Homa Bay County, Kenya—an area characterized by high, unintended teenage pregnancy and female school drop-out rates. To foster awareness of the school re-entry policy, the Population Council collaborated with the Homa Bay County Department of Education (Ministry of Education) to convene a policy dialogue for all principals of public, day, girls-only, and co-educational secondary schools in the area. The accurate measurement of precipitation is vital to efficiently manage our water resources. Although dual-polarimetric radar technology has greatly improved radar rainfall estimation, there exist inherent sampling factors and uncertainties that must be addressed. One key factor is the height of the radar beam as it samples precipitation. Typically radar beam heights and associated pulse measurement volumes used to estimate rainfall at the ground, increase with distance from the radar and thus may not be representative of the amount of rainfall impacting the ground. Under the Obama Administration, the number of drone strikes has sharply increased, prompting criticism and concern. As one commentator has noted, “[u]nder Obama, drone strikes have become too frequent, too unilateral, and too much associated with the heavy-handed use of American power.” Many scholars have focused on the legal issues arising from the use of drones, analyzing their legality under applicable law of self-defense, as well as under international humanitarian law and international human rights law.

Edward Snowden, Criminal Or Patriot: Media Coverage Of National Security Agency Document Leaks, Joyce M. Yoon

Kenneth Burke's dramatic pentad was used to analyze Edward Snowden's National Security Agency (NSA) document leaks from June 5, 2013 through October 1, 2013 as published in the New York Times (NYT) and the Guardian. The articles were coded by newspaper, headline, reporting journalist, page prominence, word count, publication date, and tone of stories. Content analysis revealed that there was significant difference in coverage of Snowden: the Guardian utilized the word "swhistleblower"s extensively in a positive way while negative words like "leaker" drove NYT coverage of Snowden. Musical Borrowing In Las Cuatro Estaciones Portenas: Piazzolla, Desyatnikov, Vivaldi, Wayanne Watson

Leonid Desyatnikov arranged Astor Piazzolla's Las Cuatro Estaciones Portenas for violin and string orchestra, interspersing quotations from Vivaldi's Four Seasons throughout the new work. My score-based analysis of the arrangement investigates Desyatnikov's borrowing practice and connects his compositional techniques to musicological meanings. In addition to identifying levels of contrast value between the quotation and the surrounding arrangement, I examine alterations to the original content and context of the quotations and determine whether Desyatnikov maintains or transforms the quotations' identities. I combine identity and contrast value into an interpretive model of musical interaction, providing a more nuanced exploration of musical dominance.

This article provides a brief historical survey of some of the theological issues raised by Arminius and The Remonstrance, and seeks to identify the key theological arguments that anchor the Arminian perspective of the Adventist doctrine of salvation. Four hundred years ago, in 1610, a group of Dutch pastors and theologians published a document in which they responded to the accusations of heresy leveled against the teachings of their colleague, Reformed theologian Jacobus Arminius, who had recently died (1609). This document encapsulated Arminian teachings on the doctrine of salvation in five points and subsequently became known as The Remonstrance …

This Article, the fourth in a series of five, examines the continuing struggles to define “point source” and “nonpoint source” under the Clean Water Act. State regulation of nonpoint sources is neither pervasive nor robust, and most continuing water pollution problems can be traced primarily to nonpoint sources. EPA should define nonpoint sources by regulation and begin to expand the definition of point source by incorporating established case law and Agency practice to bring more nonpoint sources into the point source definition.

Under longstanding Supreme Court practice, a certiorari petition is granted if four Justices vote to do so. But such success may be of little value if the petitioner is a capital prisoner whose litigation adversary, the government, has chosen to set an execution date. Five votes are needed to stay an execution. In capital cases under warrant, then, a prisoner may be executed notwithstanding the decision of the Court to review his or her case.

The plastic anisotropy of Commercially-Pure Titanium (CP-Ti, or Grade 2 Ti) is probed with an extensive set of experiments, performed on a hot-rolled CP-Ti plate of 12.7 mm thickness. Some underwater vehicles utilize multiple types of depth actuators to achieve depth control to take advantage of desirable properties of each actuator in different situations. The Lagrangian Float developed at URI uses both a piston style variable buoyancy system (VBS) and a thruster to achieve depth control. The purpose of this work is to develop a single control system to intelligently balance actuation between the thruster and VBS that takes advantage of the properties of each actuator.
