Community violence intervention and prevention (CVI) programs aim to reduce gun violence and its associated harms through community-driven strategies. Programs’ long-term sustainability is challenged by inconsistent and insufficient funding, however, which can be detrimental to the individuals who depend on these services as they navigate recovery from a violent injury. As states explore new funding mechanisms, Medicaid reimbursement has emerged as a viable option, however little implementation guidance exists specific to this policy option in the CVI context. This study combines the implementation science and public health infrastructure literatures with data from a recent multistate case study (n = 17 …

In this Article 78 proceeding; the Appellate Division affirmed a Supreme Court judgment that partially denied and partially granted a landlord's petition challenging a DHCR determination. The court upheld DHCR's finding of a rent overcharge due to the landlord's failure to adequately substantiate individual apartment improvements (IAIs); citing an identity of interest with the contractor and insufficient proof. However; the court affirmed the vacatur of treble damages; finding DHCR's imposition arbitrary and capricious. The court reasoned that DHCR deviated from its own precedent; which generally does not treble damages when claimed improvements are undisputed but costs are not fully established; …

In a rent overcharge action where the tenant seeks treble damages for alleged willful overcharges; the Appellate Division; First Department; affirmed the denial of the landlord's motion to substitute its successor-in-interest as the sole defendant. The court held that substituting the successor would prejudice the tenant by introducing new factual issues regarding the successor's knowledge of the overcharge; potentially diminishing recoverable damages. The decision ensures the original landlord remains a party to maintain liability for willful conduct; thereby securing the tenant's potential recovery.

All Decisions
The Appellate Division; First Department; affirmed an order granting the tenant's motion for attorneys' fees. The landlord's counsel had refused to proceed with a deposition; erroneously insisting that the seven-hour limit under 22 NYCRR 202.20-b excluded time for breaks. The court held that a practical reading of the rule includes breaks within the seven-hour limit; as excluding them would promote unprofessional behavior and obstruct depositions. Thus; the landlord's counsel's refusal to continue was deemed frivolous under 22 NYCRR 130-1.1; making the award of sanctions for the tenant's costs appropriate. An appeal regarding the rescheduled deposition was dismissed as moot.

One such serious problem in machine learning (ML) is imbalanced datasets. Minority class samples are usually sparse but hold significant meaning. The model can become biased toward the majority class due to unbalanced class distribution. This results in fraudulently high accuracy without being able to detect minority cases. This bias is also most perilous in critical applications, where ignoring minority cases can be highly destructive. To overcome this problem, the Synthetic Minority Oversampling Technique (SMOTE) is one of the most widely used. SMOTE creates balanced class distribution by interpolating between existing minority samples. It creates samples that are too close …

An Architecture Ph-Unet-Mask Based On Multi-Task Joint Learning: Exploration In Real-Time Segmentation Of Concrete Corrosion, Xu Miao, Yuxi Zhao
International Conference on Durability of Concrete Structures
Pixel-level segmentation of corrosion-induced damage in underground reinforced concrete (RC) structures is crucial for structural health monitoring but remains challenging due to complex backgrounds and the need for real-time models suitable for on-site inspections. To address these limitations, this paper introduces PH-UNet-Mask, a lightweight multi-task deep learning architecture designed for robust damage segmentation in challenging underground environments. The proposed model integrates Haar wavelet downsampling (HWD) within its encoder to preserve crucial edge details and employs a Parallel Channel-Spatial Attention (PCSA) module to adaptively refine feature representation by explicitly modelling spatial-channel dependencies. A key innovation is a multi-task joint learning framework …

Enhancing The Pozzolanic Reactivity Of Bauxite Refinery Residue For Cementitious Applications Through Calcination Treatment, Pukar Siwakoti, Jaya Acharya Nepal, Salim Barbhuiya, Bamdad Ayati
International Conference on Durability of Concrete Structures
Bauxite refinery residue (BRR), a byproduct of alumina production, has significant potential for applications in the construction industry due to its favourable chemical composition and abundant availability. However, its use as a supplementary cementitious material (SCM) is limited by its low pozzolanic reactivity. This study investigates the pozzolanic reactivity of BRR through both indirect and direct methods. BRR was used to replace Ordinary Portland Cement (OPC) at 5%, 10%, 15%, 20%, 25%, and 30% by weight. Mortar compressive strength was tested at 3, 7, and 28 days, while pozzolanic reactivity was directly assessed using the modified Chapelle test. BRR characterisation …
Enhancing The Durability Of Concrete Structures Through Digital Twins And Advanced Numerical Simulation, Tetsuya Ishida, Yuya Takahashi
Enhancing The Durability Of Concrete Structures Through Digital Twins And Advanced Numerical Simulation, Tetsuya Ishida, Yuya Takahashi
International Conference on Durability of Concrete Structures
This study applies a digital twin–based multi-scale and multi-physics simulation framework for durability assessment of reinforced concrete (RC) structures. The framework integrates thermo-hygro-chemical and structural analyses using DuCOM–COM3 to capture time-dependent deterioration processes such as fatigue and corrosion, and to assess their effects on structural performance under realistic environmental and loading conditions. Two case studies illustrate the methodology. The first addresses the fatigue behaviour of RC bridge slabs under moving wheel loads in both dry and wet environments. Numerical simulations reproduced field-observed deterioration patterns, including top-surface disintegration in wet conditions, and led to the development of a simplified predictive equation …

Influence Of Superabsorbent Polymer On Workability, Strength, And Shrinkage Of Mortars With Plain And Slag-Cement Binders, Chibueze Sylvester Ajuonuma, Raikhan Tokpatayeva, Jan Olek, Kendra Erk
International Conference on Durability of Concrete Structures
As the global construction industry moves toward more environmentally responsible solutions, achieving both durability and sustainability goals in cement-based materials has become increasingly important. One of the main challenges in this effort is to effectively and economically achieve the desired levels of workability and strength of sustainably designed mixtures, controlling their early-age shrinkage, which can reduce long-term performance and service life. This study explores the integration of superabsorbent polymers (SAPs), a promising internal curing agent, into plain and slag-cement mortar systems made with Type IL cement to enhance their dimensional stability while promoting sustainability. The experimental program evaluates mortars modified …
Simulation Analysis Of Secondary Creep Of Corrosion Damaged Reinforced Concrete Beams Based On Abaqus, Hao Guo, Wenbin Liu, Yixue Zhang, Weiliang Jin
Simulation Analysis Of Secondary Creep Of Corrosion Damaged Reinforced Concrete Beams Based On Abaqus, Hao Guo, Wenbin Liu, Yixue Zhang, Weiliang Jin
International Conference on Durability of Concrete Structures
Concrete creep is defined as deformation over time under a sustained load. When a structure is subjected to additional actions such as corrosion, damage to its components can occur, leading to a deterioration in performance. The structure then develops a long-term deformation known as secondary creep, which is greater than the creep deformation that occurs under sustained loads alone. The problem of secondary creep caused by corrosion of reinforcing steel, which is a common durability issue, is still not well understood. Corrosion-induced degradation, including partial loss of reinforcement, bond degradation and concrete cracking, exacerbates creep deformation by altering stress distribution …

3d Rbsm Conduit Model For Simulating Moisture Transport In Compressively Damaged Concrete, Dawei Ren, Kohei Nagai
International Conference on Durability of Concrete Structures
This study investigates the simulation of moisture transport in concrete under compressive damage using the 3D RBSM Conduit model. The model combines stress-strain responses from concrete compression experiments with detailed crack data, providing a realistic representation of crack development under varying load conditions. By implementing both unlubricated and lubricated compression tests, different failure modes were observed, influencing penetration patterns. Simulations show that the distribution of cracks significantly accelerates moisture penetration within the concrete. Notably, uniformly distributed cracks, typical of lubricated tests, facilitate deeper and faster moisture transport compared to more localized cracks observed in unlubricated tests. This study validates the …

Numerical Study On The Flexural Behaviour Of Asr-Affected Prestressed Concrete Girders Considering Crack Morphology, Abdallah Mohamed Elmasry, Xi Ji, Hyo Eun Joo, Yuya Takahashi
International Conference on Durability of Concrete Structures
The alkali-silica reaction (ASR) significantly compromises the structural integrity of reinforced concrete members, underscoring the need for reliable computational models to assess ASR-affected infrastructure, especially in regions like Japan, where this issue is prevalent. Prestressed concrete (PC) girders develop anisotropic cracking under ASR-induced expansion, resulting in direction-dependent mechanical properties that can influence their global structural performance. In this study, the flexural behaviour of ASR-deteriorated PC girders with varying prestress and expansion levels is investigated numerically using the COM3 computational framework, which integrates constitutive laws for ASR-damaged concrete. The model’s ability to capture anisotropic mechanical behaviour is first evaluated by simulating …
