A Critical Policy Analysis Of Dual Language Education Policies On The Equity And Opportunity Of Participation And Access For Multilingual Learners, Justin A. Andersen

Dual Language Immersion programs help students become fluent in two languages while achieving academic success. Originally designed to support students who speak languages other than English at home, these programs have grown rapidly across Utah and the U.S. However, they increasingly serve white, English-speaking families seeking enrichment opportunities, while multilingual students who could benefit most remain underrepresented.

This study examined recruitment and admissions policies in two Utah school districts’ dual language programs. By comparing policy documents, analyzing enrollment data, and interviewing district staff, school leaders, and parents, the research revealed significant implementation differences despite identical statewide program requirements.

Antibiotic resistance is a growing global concern, and wastewater treatment plants play a critical role in controlling its spread. These facilities process water containing microplastics (small plastic particles), trace elements like copper and zinc, and chemicals from everyday products like pharmaceuticals and personal care products. Together, these pollutants may contribute to the survival and spread of bacteria containing antibiotic resistance genes, but their combined effects are not fully understood. This study investigated how these pollutants behave and interact in wastewater treatment plants using two approaches: direct monitoring of real treatment plants and controlled lab experiments using synthetic wastewater. As more people prioritize their food choices, questions have circulated about how farming practices might impact not just the environment, but also human health. Regenerative agriculture is a farming method that has gained popularity for its potential to improve both food quality and environmental outcomes. It focuses on restoring ecosystem function, ultimately impacting the resulting nutrients in food products, and includes foods like grass-fed meat and organic produce. This study was critical analysis of the language of the court case Adams v. School Board of St. Johns County (2022). This case was brough by a student against the School District challenging a policy that prevented him, a transgender boy, from using the boys’ restroom. The analysis was not intended to determine the merits of the case or the correctness of the legal reasoning. Rather, the analysis was performed on the text of the case—the language used by the judges—to learn about the beliefs, attitudes, and values of the judges.

For more than 50 years, Peter Singer has argued that we are required to donate to aid agencies. While many commentators have rejected one or more of his premises, no one appears to have challenged the argument’s validity, and it is often assumed to be valid even by critics. This article demonstrates that Singer’s common-sense morality arguments for donating to aid agencies are invalid. It then reconstructs a valid version of the argument consistent with Singer’s broader work, but shows that this version carries significant costs. The Singapore Court of Appeal held a law prohibiting male–male sexual intercourse (s 377A of the Penal Code) unenforceable on non-rights-based grounds. The court's remarks about the rights to life and liberty (including whether sexual orientation is mutable), freedom of expression, and equality are obiter. But they are significant, since in Singapore, there are few constitutional rights cases and the courts focus on spelling out the limits to executive and legislative power without necessarily striking down exercises of such power on rights grounds. 3D Visual Grounding (3DVG) faces persistent challenges due to coarse scene-level observations and logically inconsistent annotations, which introduce ambiguities that compromise data quality and hinder effective model supervision. To address these challenges, we introduce Refer-Judge, a novel framework that harnesses the reasoning capabilities of Multimodal Large Language Models (MLLMs) to identify and mitigate toxic data. At the core of Refer-Judge is a Jury-and-Judge Chain-of-Thought paradigm, inspired by the deliberative process of the judicial system. This framework targets the root causes of annotation noise: jurors collaboratively assess 3DVG samples from diverse perspectives, providing structured, multi-faceted evaluations. This thesis investigates grokking, the delayed transition from memorization to generalization in neural networks trained on deterministic chaotic data. Using an integer–arithmetic discretization of the logistic map, yn+1 =( a yn(p − yn))/ p 2 , bounded aperiodic sequences were generated across control parameters α ranging from 3.0 to 4.0. Transformer-based models displayed characteristic grokking curves. In periodic and chaotic regimes, validation accuracy rose suddenly after long plateaus, while at the Feigenbaum boundary (α ≈ 3.57) generalization failed completely. Increasing data diversity restored learning in chaotic domains, and explicit α–conditioning enabled a single network to generalize across all regimes. A …

The study addresses three primary research questions: What are the most important ethno-ecological technologies of the Hutsul highland economy? Teacher attrition remains a critical challenge in public education, particularly among special education teachers who face unique legal, instructional, and emotional demands. This phenomenological study explored the lived experiences of current and former K–5 special education teachers to better understand the practices and resources that influence their decision to remain in or leave the profession. The central research question investigated how leadership, professional learning, and working conditions shape teacher sustainability in special education roles. Twelve participants, including six currently employed special education teachers and six who had exited the profession, participated in semi-structured interviews. This paper examines how the Supreme Court's treatment of reproductive rights has shaped the broader understanding of constitutional privacy rights, focusing on landmark cases from Griswold v. Connecticut (1965) to Dobbs v. Jackson Women's Health Organization (2022).

A few years ago, I started wondering about the “major questions doctrine” (or MQD) in administrative law, and I found myself asking: “When did that become a thing?” I was familiar with the cases that stand for the proposition that Congress does not lightly delegate high stakes questions to administrative agencies—cases that date back to 2000 and specifically to a decision about cigarette advertising and the FDA. Reflective practice provides library workers with a critical opportunity to examine professional experiences, question assumptions and approaches, explore new perspectives, and develop innovative solutions to existing problems. When applied to instruction as reflective teaching, this practice better situates library instructors to meet the evolving needs of twenty-first-century library users. This research study explores how library workers engage with reflective teaching in academic libraries across the United States. A survey was distributed to academic library communities, and a total of 153 responses were collected. During the previous Congress, some commentators called on the Senate Judiciary Committee, then controlled by Democrats and chaired by Senator Dick Durbin of Illinois, to demand the testimony of Supreme Court Justices Clarence Thomas and Samuel Alito over allegations of ethical breaches, securing their presence by subpoena if necessary. The Committee did not subpoena the Justices, with Durbin citing the likely lack of sufficient votes and worrying that the Senate would not be able to enforce the subpoenas anyway. During the same Congress, Durbin asked Chief Justice Roberts to testify about judicial ethics, an invitation that Roberts declined.

Federated learning is a collaborative training model in which multiple clients optimize aglobal model by transmitting updates to a coordinating server while keeping raw data on-device, thereby reducing direct data exposure and enabling iterative global improvement. However, the iterative communication process is vulnerable to malicious attackers that either deliberately destroy the model or curious to infer raw data. Background: Motor neurone disease (MND) presentation is globally heterogenous and data on the clinical phenotype in Sub-Saharan Africa (SSA) is scarce. We sought to address this by describing the profile of MND patients in a Kenyan hospital-based population.

Methods: The medical charts of all adult MND patients assessed in the facility between January 2010 and December 2023 were retrospectively reviewed. The biographical data and clinical features of these patients were captured from their electronic and manual health records and statistical analysis performed.

Results: In total, 160 patients had their data analyzed. The male to female ratio was 1.76:1. The median …

This thesis reveals the experiences of a Hungarian Separatist, Alexander Asboth, and how he applied those experiences in the American Civil War. It examines Asboth’s biography, his expansive view of the Union, and how he differed from many commanding officers in the Western theater. Moreover, this thesis illuminates Asboth’s military service, including his leadership of a diverse force at Barrancas, Florida, and adds to the understudied collaboration of foreign-born officers and Black soldiers in Gulf Coast Civil War history.

During Alzheimer's disease (AD), insoluble amyloid beta (AP) peptides accumulate to form extracellular aggregates (plaques). The direct cause of neuronal dysfunction observed in AD has been broadly investigated. The amyloid hypothesis states that AP plaques are neurotoxic, but recent studies support the AP oligomer hypothesis, which states that intracellular AP (iAP) is neurotoxic. To test this hypothesis, I used CRISPR-Cas9 gene editing to generate two transgenic Caenorhabditis elegans (C. elegans) strains. I generated a strain (RSLl 11) using the rab-3 promoter to co-express GFP in neurons, which showed no gross behavioral changes but had a 50% reduced egglaying rate. RSLl …

The Federal Reserve established an array of innovative emergency lending facilities during the Great Financial Crisis and expanded the scope of its emergency lending yet further in response to the Covid-19 pandemic. This Article provides a retrospective of how the Federal Reserve used its emergency lending authority across these two episodes, identifying patterns and revealing some differences. It sheds light on the conditions that enabled the Federal Reserve to establish the facilities that it did, including the roles played by Congress and Treasury in providing the equity funding that made certain facilities possible. The right to a civil jury trial is often dismissed as an inefficient anachronism ill suited to the complexities of modern litigation, and these efficiency concerns have long overshadowed any serious defense of the Seventh Amendment. This Article argues that such skepticism profoundly misunderstands the constitutional function and enduring value of civil jury rights. The Article observes that the Seventh Amendment’s jury right was adopted with the understanding that it would come with some inefficiencies and that contemporary concerns about its inefficiencies tend to be overstated.
