Indonesian Journal of International Law
Maritime boundary delimitation is a complex field of international law characterized by uncertainty and unpredictability. Historically, States have relied on case law to develop and elaborate on the ambiguous provisions stipulated under the United Nations Convention on the Law of the Sea (UNCLOS) concerning maritime boundary delimitation. However, case law related to the maritime delimitation of archipelagic States is limited, leading to conflicting interpretations of the basic principles of maritime delimitation in the context of archipelagic States. This paper aims to examine the legal implications of the latest Mauritius v. Maldives case on the maritime boundary delimitation of archipelagic States. …

The Structural Obligations Approach To Human Rights, David Birchall
Indonesian Journal of International Law
This paper starts from the observations that access to socio-economic rights is retrogressing in many wealthy states and that human rights argumentation is failing to address the causes of this retrogression. The paper locates a core reason for this failure in an imbalance between narrow but forceful claim rights and inclusive but imprecise structural approaches. It builds a form of rights practice that merges the strength of each approach. It is predicated on five key principles: structural obligations should identify discrete rights-based problems that engender specific obligations upon feasibly obligated duty-bearers to make practicable changes to conduct to realise rights …

This work introduces a free-space optical (FSO) communication system engineered to operate effectively under diverse atmospheric conditions, specifically addressing attenuation levels of 20, 30, 40, and 70 dB/km at a stable data rate of 10 Gbps. The proposed architecture utilizes advanced Phase Shift Keying (PSK) modulation, combined with a 60 dBm continuous-wave laser, a Mach-Zehnder modulator (MZM), and optical amplifiers with 20 dB gain, to ensure signals can be transmitted through challenging atmospheric channels. The model performs quite well, even in diverse conditions, and remains effective when the signal is 70 dB/Km weaker. It has a Q-factor of approximately 10.069 …

The growing world-wide demand of power from renewable sources has brought up considerable attention to HRES system as the strong supplementary or alternative systems for fossil-fuel based energy generation. The efficient deployment of HRESs has to tackle a number of difficult optimization problems that involve the trade-offs between cost, reliability and sustainability. Sophisticated optimization techniques are the key in system design and operation. This paper classifies and assesses the solar, wind, biomass and energy storage based HRES optimization methodologies. It defines significant modeling methodologies and measures, such as Loss of Power Supply Probability (LPSP) and Levelized Cost of Energy (LCOE). …

The National School Library Standards for Learners, School Librarians, and School Libraries (AASL, 2018b) indicate that school librarians should function as teachers, instructional partners, information specialists, leaders, and program administrators, and numerous studies document the important role that the school librarian plays in the teaching and learning taking place in the school (Lance & Kachel, 2018). In this holdover proceeding, the landlord sought to evict month-to-month tenants based on a 90-day notice, claiming exemption from the Good Cause Eviction Law (GCEL) under RPL § 214(14) as a religious institution. The tenants moved to dismiss, arguing the landlord failed to state a cause of action. The court interpreted RPL § 214(14) to require current use of the premises by the religious facility, not merely future intent to house missionaries. Finding that the landlord's current use was only for rental purposes and the unit was not tax-exempt or currently affiliated with the church, the court granted the tenants' …

What Goals? Which Point? Whose Purpose? A Critical Engagement With Sport Internalism, Francisco Javier Lopez Frias

In this article, I critique the dominance of internalism in sport philosophy and outline an alternative theoretical framework that integrates internal and external elements while striving to transcend the dichotomous language used to conceptualize sport. The analysis begins by claiming that internalism conflates three fundamental teleological aspects of sport: goals, point, and purposes. I argue that this conflation limits internalism’s ability to explain the complexity of sporting practices. By carefully distinguishing these elements, I illustrate their distinct roles in shaping sport and explore how they interact. I conclude by proposing that the alternative pluralist framework briefly sketched here enables a …

Cover Crop Functional Groups Controls Decomposition And Nutrient Release In Conservation Tillage-Based Corn Production Systems, Puja Sapkota

Grass-legume cover crop mixtures are promoted to balance ecosystem services, but predicting their decomposition and nutrient release remains a challenge. A two-year litterbag study investigated the decomposition of cereal rye, crimson clover, their field mixture, and a gradient of biomass proportions in a no-till corn system. Monocultures exhibited a strong functional dichotomy where rye decomposed slowly with a large recalcitrant fraction and clover decomposed rapidly. The field mixture yielded high biomass similar to rye and exhibited intermediate decomposition kinetics. Crucially, analysis of non-additive effects revealed a fundamental decoupling as the residue mass loss showed context-dependent synergistic acceleration but nitrogen release …
