This is a theoretical paper that examines how colonisation, globalisation and a crisis such as the Covid-19 pandemic have had a significant influence on the development of inclusive education policy and practice in Malaysia. Drawing on the ideas of dependency from Farid Alatas, and Carol Bacchi’s focus on the identification of the underlying problem within policies, as well as Stephen Ball’s policy cycle, we highlight how global events have repercussions at a policy level now and into the future. Soil salinity is a major constraint on global crop productivity, driving the need for salt-tolerant varieties. While CRISPR-Cas genome editing offers targeted solutions for trait improvement, significant biological and technical bottlenecks limit its application in conferring salt stress resilience. This systematic summarizes findings from 83 peer-reviewed studies (2015–2024) employing CRISPR/Cas technologies to improve salt tolerance in five major crops (rice, wheat, maize, sorghum, barley). Our systematic review reveals that early single-gene edits achieved modest gains (30–50% Na⁺ exclusion) but often showed limited yield gains in field settings, potentially due to compensatory regulation and environmental variation. This publication discloses Style-Preserved Inference Flow (SPIF), a system for real-time style-locked image generation that maintains consistent artistic style across frames at interactive rates. The core innovation is structural model pruning guided by style-consistency metrics rather than general image quality, producing compact single-purpose models that generate images in a specific artistic style at 60+ frames per second. Additional disclosed techniques include latent-space frame coherence (bootstrapping sequential frames from previous latent states, analogous to dirty-rectangle optimization in game rendering), composable latent object descriptors for real-time scene manipulation, and voice-driven continuous generation loops. Exploring Protective Behaviours Among Users Of Mobile Financial Services, Nicholas Washington Omollo, Manoj Maharaj

The African Journal of Information Systems

As digital financial services grow, users face rising risks of financial loss through mobile platforms, often due to limited awareness of protective behaviours. This study surveyed 1,159 mobile financial service (MFS) users in Kenya to examine attitudes, concerns, security adoption, and actual practices. A behavioural model was developed by integrating information security and privacy literature with the Theory of Planned Behaviour, and tested using structural equation modeling via smart-PLS. Findings reveal that prior financial loss significantly heightens security and privacy concerns, influencing attitudes toward mobile protection and intentions to adopt secure practices. This article investigates the intersection of global gender equality norms with local contexts, focusing on Senegal’s implementation of the 2010 gender parity law. Despite the global trend towards electoral gender quotas, the effectiveness and societal acceptance of these measures vary significantly. Through a critical examination of existing literature on gender quotas and an analysis of the parity law’s reception in Senegal, this article explores the nuanced dynamics between legislative measures and societal norms. With great appreciation for a life of service, I share the sad news of the passing of Ed Kelly, a longtime colleague and friend to many on our campus.

A native of Western New York, Ed called East Tennessee home, as he served for 22 years as the General Counsel at ETSU. From 1997 to 2019, Ed handled some of the most difficult and sensitive issues on our campus in his role as University Counsel. He mediated and resolved disputes involving employment matters, negotiated leases and contracts, and, drawing on his own background in law enforcement, worked …

From Presumed Intent To Programmed Performance: Smart Contracts And The Future Of Contract Law, Amir Bushansky

Smart contracts—self-executing agreements operating on decentralized blockchain networks—challenge the fundamental assumptions underlying traditional contract law. This Article challenges the prevailing scholarly approach that seeks to reshape smart contracts to fit existing doctrinal frameworks. Instead, it argues for adapting contract law itself to better accommodate smart contracts, given their unique advantages in cyberspace. Building on two complementary premises—that contract law primarily operates as “mimicking law,” reflecting the presumed expectations and preferences of contracting parties, and that default rules function as behavioral reference points that shape party behavior—the Article develops a positive theory predicting the expectations and preferences of parties entering into …

Valentine Act And Sherman Act: Separate And Distinct Antitrust Regimes, Thomas J. Collin

The Ohio Supreme Court has held that the Valentine Act was patterned after the Sherman Act and should be interpreted in light of federal court interpretations of the Sherman Act. The Court was wrong, and its error persists. With the exception of a private right of action provision and a borrowed definition, nothing in the Valentine Act was derived from the Sherman Act. The holding ignores text and legislative history and has foreclosed development of any independent jurisprudence for a statute intended by the General Assembly to address grave antitrust abuses. The Taxing Ambiguity: Defining "Return" In Bankruptcy Dischargeability Cases, Elizabeth Tsai

This Note examines the circuit split over the dischargeability of tax debts tied to late-filed returns, which has led to inconsistent bankruptcy outcomes and inequitable treatment of debtors across jurisdictions. Some courts, adopting the strict “one-day-late” rule, hold that any tax return filed even a single day past its deadline is not a “return” for bankruptcy discharge purposes, permanently barring relief. Others apply a more flexible standard grounded in the Beard test, considering a debtor’s good-faith compliance efforts. This inconsistency contradicts the fresh start principle of bankruptcy law, disproportionately harms low-income debtors, and fails to serve the government’s tax collection …

The goal of this Article is to develop the current history and tradition standard. I argue that the Bruen use of history and tradition is not a more principled or better way of interpreting the Constitution than the infamous tiers of scrutiny. This argument is supported by analyzing the way the Court has used history and tradition in reviewing restrictions on the Second Amendment and the push for it to be used under the First Amendment.
