This paper will explore the changing dynamics between global and regional governance frameworks using the example of the UN partnership with regional and sub-regional organizations in the management of intricate peace and security issues. The analysis is anchored on the case of African Union–United Nations Hybrid Operation in Darfur (UNAMID), an example of layered governance, to examine the effect of coordination problems, operational difficulties, and joint mission performance in the areas of peace talks, post-conflict reconstruction, and civilian protection. The Pact for the Future of 2024, which had been in preparation for years out of general concern for the decline of the United Nations and specifically for the decline of the Sustainable Development Goals, proved a lost opportunity.  The small and medium sized states did not respond officially to proposals for UN reform offered by civil society.  Hence the Pact reaffirmed principles of the existing UN, which at least was not a withdrawal, and the ideas circulated might yet serve some future reform effort.  Proposals considered here include those of the Stimson Center and more radical and systematic ones …

The present disclosure relates to a system and method for predicting merchant-level fraud spikes in payment transaction networks using Temporal Graph Neural Networks (TGNN). The present disclosure suggests receiving historical payment transaction data associated with a plurality of transactions. The present disclosure also suggests generating, from the historical payment transaction data, a plurality of heterogeneous transaction graphs representing transaction relationships across one or more time intervals. Combined Effects Of Space-Relevant Thermal & Radiation Stress On Wide-Gap Mixed-Halide Perovskite Solar Cells, Veran Stanek

Mixed-halide wide-band gap perovskites are attractive for space power due to their high open-circuit voltages and compatibility with tandem device architectures, but their response to combined orbital stressors remains under-explored. Here, we study 1.86 eV band gap all-inorganic CsPbI2Br solar cells across a space-relevant thermal window of -80°C to +100°C before and after 1.0 M eV proton irradiation. n-i-p devices exhibit notable radiation tolerance retaining approximately 60% of initial power conversion efficiency (PCE) upon irradiation with a fluence of 5 × 10^13 cm^−2. Temperature-dependent hyperspectral photoluminescence imaging and spectroscopy uncover a reversible low-temperature emissive heterogeneity in the perovskite absorber, manifested …

This study aims to explain the transformation of Russia's foreign policy strategy in the 2022–2025 period from a confrontational-defensive orientation to a strategy oriented towards multilateral normative leadership. Using a qualitative descriptive-explanatory approach with a single case study, this study explores the relationship between systemic pressures due to global sanctions, the re-articulation of strategy in the Foreign Policy Concept 2023, and Russia's involvement in multilateral institutions such as BRICS+, SCO, and G20. The research data are sourced from official documents, collective declarations of multilateral forums, and independent economic reports from the IMF, World Bank, CREA, and Bruegel. Focused ultrasound can be delivered through the temporal window to modulate heterogeneously located brain areas. Acoustic simulations allow for safety assessments when dynamically targeting brain structures, but the mismatch between simulation and measured focal pressure can vary across the steerable range due to mechanically inaccurate assumptions made about the skull and transducer. Here, we describe efficient methods for simulation-measurement calibration using axisymmetric projections and sparse sampling across a 3D steerable subspace encompassing deep brain targets across 157 subjects. The Court suddenly departed from forty years of affirmative action case law in SFFA, appearing to hold that race can no longer be used as a factor in higher education admissions policies. This Note analyzes the SFFA opinion and the case law it relies on to illustrate the sudden departure from precedent case law while pointing out important exceptions within the opinion that would permit consideration of race in admissions. Immigration and family are central to American society, with family reunification long recognized as a core principle of United States immigration policy. Family-based preference visas reflect this priority. Special Immigrant Juvenile Status (SIJS) provides a pathway to lawful permanent resident status for immigrant children who have been abused, neglected, or abandoned by one or both parents. However, individuals who obtain legal status through SIJS are permanently barred from petitioning on behalf of their natural or prior adoptive parent. The Supreme Court has purported to vindicate democracy when it has deferred to majorities and refused to protect new unenumerated rights and liberties. Nothing could be further from the truth. An originalist or traditionalist method for identifying protected rights and liberties chains us to a discriminatory past. It bakes in a history of discrimination and political exclusion, skewing the set of individual rights that check majority power today. Originalism and traditionalism, in short, confound democratic legitimacy.

This Article examines the growing use of narrowly tailored state income tax exemptions as a tool to attract elite collegiate athletic talent, focusing on Arkansas’s amended Student-Athlete Publicity Rights Act. Situating this development within the constitutional frameworks of the federal Equal Protection Clause and state uniformity provisions, it analyzes both the economic motivations and legislative intent underlying such policies. This document examines the third movement “Rondo: Allegro” of Violin Concerto in D major, Op. 61 by Ludwig van Beethoven, focusing on how structural relationships in the score are transformed into auditory experience through performance methods. Rather than treating performance as a direct reproduction of the text, this research understands it as a process in which structure becomes perceptible in time.

Combining structural analysis, recording comparison, and self-recording practice, the study interprets the movement within a rondo–sonata framework (A–B–A–C–A–B–A). It demonstrates that the rondo theme assumes different functions—presentation, transition, and development—depending on its structural position.

PurposeDrawing on attribution theory and an interactive marketing perspective, this research examines how homophonic (vs. non-homophonic) store names, conceptualized as a form of offline consumer–message interaction, influence brand image through inferential and affective pathways and how informational cue type moderates these mechanisms.Design/methodology/approachAcross three scenario-based experiments, this research tests the effects of homophonic versus non-homophonic store names and examines the moderating role of informational cue types, including image-based, text-based and no-cue conditions.FindingsHomophonic names enhanced brand image via a dual-path mechanism: positively valenced persuasion knowledge, reflecting favorable inferences about merchant motives and perceived pleasure from meaning resolution.
