42 U.S.C. § 1983 was originally enacted in response to Ku Klux Klan violence during the Reconstruction era that had gone largely unpunished in state courts. The statute granted individuals an alternative means to enforce their “rights, privileges, or immunities secured by the Constitution and laws” in federal courts. What began as a lifeline for civil rights violations soon expanded to allow enforcement of all rights secured by federal and constitutional law. This broad interpretation of § 1983 language expanded the statute’s reach to include private enforcement of federal spending statutes against the states. For small businesses facing financial disarray, the federal bankruptcy system offers a way to bounce back and get a second chance. However, not all mistakes can be forgiven, and some debts must be paid. As Congress adapts and expands the Bankruptcy Code, interpretive issues can arise, making it difficult for creditors and debtors to understand their options and outlook. Jack Milgrom was a plastics researcher and consultant, publishing reports on the marketability of plastics, packaging, and recycling, several of which can be found in SU’s SCRC. Through Milgrom’s work, I ask how responsibility for plastic waste landed on the shoulders of consumers and not manufacturers during the peak of environmentalism. Milgrom’s reports offer a timeline as to how the plastics industry shifted its language and marketing methods to mirror the goals of environmentalism. By analyzing this shift against environmental writings of the time, which demonstrate an urgency to handle plastic waste, Milgrom reveals an awareness of what consumers want, …

Low third-grade reading proficiency rates in Alabama prompted the passage of the Alabama Literacy Act (ALA) in 2019, which mandates systematic, explicit literacy instruction grounded in the Science of Reading. While the Act represents a substantial shift in instructional practice and state education policy, limited empirical research has examined its impact across school contexts, particularly in rural settings. The internationalization of higher education continues to accelerate with globalization, making China one of the top host nations for international students. This qualitative case study took place at a university in Shanghai, with 76 international students from 20 countries enrolled in the same English-taught engineering program. This research explored the motivations of international undergraduate students pursuing degree programs and their overall experience in China. The research reveals four main factors that shape students’ decision-making: academic reputation, social network influence, affordability, and safety. Additionally, many students identified academic difficulties even as they acknowledged the benefits of studying in China. This study …

A new wave of emerging companies developing foundation models has unleashed fierce competition in generative artificial intelligence. These emergents have significant innovation capabilities threatening incumbent tech companies. To protect themselves, incumbents have responded by partnering with leading product developers and subsuming smaller startups through quasi‑mergers.

To determine whether quasi‑mergers are cooptive acquisitions, this Article scrutinizes the Google–Character, Microsoft–Inflection, and Amazon–Adept transactions. These case studies describe the deployment of acquired assets before and after the merger and explore their potential effects. Water salinity and scarcity constitute major limitations to crop production in arid and semi-arid regions. Introduction of nutritious and stress-tolerant underutilized crops is a promising approach for dietary enrichment, cropping system diversification, remediation of marginal and degraded lands, and building climate resilience. Collective teacher efficacy (CTE) refers to a faculty’s shared belief in its collective ability to take action and positively impact student outcomes in ways more influential than other predictive factors, including socioeconomic status or prior achievement. Research has shown that high levels of CTE are associated with improved student achievement as well as positive outcomes and productive behaviors among educators. This article examines the re-emergence of unilateral deep seabed mining by the United States and its implications for the concept of the common heritage of mankind. Triggered by Executive Order 14285 and the resurrection of the Deep Seabed Hard Mineral Resources Act, the U.S. approach challenges the multilateral framework established under Part XI of the United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Implementing Agreement. Background: Dual mitogen-activated protein kinase (MAPK) pathway and autophagy inhibition shows synergistic antitumor activity in preclinical models of RAS-mutant cancers. We hypothesized that autophagy blockade with hydroxychloroquine (HCQ) could overcome resistance to MEK inhibition with binimetinib (BINI) and provide clinical benefit in previously treated, KRAS-mutated, metastatic pancreatic ductal adenocarcinoma (PDAC).

Methods: This investigator-led, single-arm, open-label, phase I dose escalation/expansion trial evaluated the safety and tolerability of BINI + HCQ in patients with previously treated, metastatic PDAC (NCT04132505). The bone marrow endosteum provides a robust source of bone-making osteoblasts by housing various types of osteoblast precursor cells, including endosteal stem cells expressing fibroblast growth factor receptor 3 (Fgfr3) and their downstream progenitor cell populations. In fetal bone development, Dlx5 marks early perichondrial cells that populate the diaphyseal bone and marrow stroma in the postnatal stages.
