What do the Environmental Protection Agency’s “plantwide” definition of a “stationary” pollution source,” a National Marine Fisheries Service determination of who pays for fishing boat observers, and a Department of Health and Human Services rule governing the marketing of prescription drugs have in common? In short, a government agency’s interpretation of a federal statute. All three cases go to the heart of the administrative state: the ability of an agency, staffed by experts in the field, to interpret static statutory language to offer practical guidance to an ever-evolving industry.

For over four decades, Chevron deference allowed federal agencies to exercise considerable discretion in interpreting laws, enabling them to implement broad regulatory agendas. This deference was pivotal for administrative agencies, such as the U.S. Department of Health and Human Services (HHS), in shaping public policy. However, in 2024, the U.S. Supreme Court decided to overturn this precedent, shifting power from agencies to courts and potentially reshaping the regulatory landscape. This Article examines the implications of this change within the context of child welfare, focusing on HHS’s role in foster care. This study aimed to elucidate the mechanism by which colonic fecal microbiota transplantation (FMT) improves lipid metabolism in low-birth-weight neonatal calves via modulation of the gut microbial ecosystem. In a completely randomized design, seventy newborn Holstein calves (1 day old, 32.63 ± 3.13 kg BW) were assigned to two groups (35 calves/treatment; 30 females and 5 males per group). A healthy calf was used as a fecal donor. A 10% fecal bacterial suspension was prepared and administered colonically (50 mL, twice daily for 5 days). We describe three new species of lungless salamanders (Plethodontidae) in the genus Pseudoeurycea from Cerro Rabon, located on the eastern slopes of the Sierra Mazateca, Oaxaca, Mexico. This mid-elevation mountain, largely surrounded by warmer lowlands, remains relatively understudied. We present molecular and morphological evidence distinguishing the three new species from their congeners. According to our phylogenetic analysis, one of the new species belongs to the P. leprosa group, while the other two are members of the P. juarezi group. Notably, one of the new species represents the fourth worm salamander known from west of the Isthmus of Tehuantepec, and another …

Parents differentiate their perceptions of risk between first- and second-born children. This study used a mixed methods approach for a novel comparison of parents’ views of risk between their first- and second-born children. Parents in the United States (n = 175, 111 mothers and 63 fathers, M age = 36), all with two biological children (excluding twins) between the ages of 3-10 (first-born M age =7; second-born M age = 5) answered self-report survey measures, including the Tolerance of Risk in Play Scale (TRiPS) and subsections of the Parent Supervision Attributes Profile Questionnaire (PSAPQ), in which they expressed their tolerance …

Law enforcement officers (LEOs) perform physically demanding tasks such as foot pursuits, lifting, carrying, dragging, and physical restraint. Effectively performing these duties requires significant muscular strength, endurance, and cardiorespiratory fitness. Lower fitness levels pose risks for reduced health, performance, slower recovery, increased fatigue, and potentially affecting decision-making under strenuous conditions. The purpose of this study was to identify the strongest predictor of physical fitness performance among active-duty LEOs. Body composition analysis and a comprehensive fitness evaluation of twenty-nine male LEOs (age: 36.2 ± 9.3 years, body mass (BM): 95 ± 13.7 kg, height: 1.8 ± 0.1 m) was completed. The …

Type II diabetes mellitus affects one in ten adults worldwide, yet the effects of treatment type and adherence level on developing complications and quality of life have not been well characterized at the population level, and mathematical modeling offers a structured way to examine these dynamics. This thesis adapts the Boutayeb et al. (2004) model to incorporate dynamic treatment types and levels of adherence, producing nine scenarios in which complication development rate and complication recovery rate differed, to compare peak complications and quality of life across treatment and adherence conditions. Following the Second World War, cybernetics emerged as a cross-disciplinary study in philosophy, neurophysiology, electrical engineering, and mathematics. Cyberneticists proposed the formal study of the man-machine analogy; that is, to equate biological structures to a complex mechanical system. Drawing from this analogy, cyberneticists used programmable digital computers to emulate the functions of the human brain. The study of artificial intelligence emerged within this cybernetic discourse in the early 1950s; yet, by the mid-1960s, the two disciplines suffered a methodological fracture. Drawing from a tradition generated by this fracture, historians have traditionally examined cybernetics and artificial intelligence in isolation from one …

This paper examines how India’s historical commitment to affordable medicine and public health continues to shape its pharmaceutical patent regime, even as the country aspires to become an innovation-driven economy. Through the lens of path dependence, the paper explores how India’s legal and institutional frameworks have created structural constraints on policy reform. Achieving gender equality and reducing violence, especially violence against women, requires men's involvement. This research focuses on understanding the actions and strategies that Costa Rican men who challenge traditional masculinities use to question or resist hegemonic traditional masculinities. Furthermore, it explores what factors influenced the development of these actions and how the participants understand that hegemonic masculinities and their actions to change them are related to gender-based violence. According to Planning Department of the Judiciary of Costa Rica, four out of five perpetrators of violent crimes are men, and eight out of ten victims are women. This qualitative study examined how BIPOC and LGBTQ+ educators describe their experiences navigating curriculum restrictions and book bans in politically restrictive educational environments, their perceptions of administrator support, and how their identities uniquely shape their decisions about resistance and risk. Grounded in Scott’s theory of everyday resistance, the study explored the ways BIPOC and LGBTQ+ educators make decisions about resistance when curricular content connected to race, gender, sexuality, and marginalized identities is challenged or restricted.
