"Because The President Said So:" Agency Reason Giving And Presidential Statements Of Will, Nina A. Mendelson

Reason giving has long been understood to legitimate administrative agency actions by assuring legal, nonarbitrary, stable, and well-considered decisions. It is core to the Administrative Procedure Act's process and judicial review provisions. But the obligation to give reasons is receiving a challenge from the political accountability side, as executive orders skyrocket and the Supreme Court moves towards unitary executive theory in decisions such as Trump v. Slaughter and Seila Law v. CFPB. In striking down independent agencies under Article II, the Court has emphasized that political accountability of agencies to the President is critical. This disclosure establishes a rigorous bio-physical framework for eliminating discrete quantum error correction overhead in scaled processing networks by utilizing continuous wave manifold absorption bounded within lipid-encapsulated hydrodynamic waveguides. Conventional quantum processing units (QPUs) enforce rigid node isolation to mitigate parasitic crosstalk, introducing high computational latency and severe physical scaling limits.

Student Journal of Occupational Therapy

Anatomy is a complex curriculum involved in occupational therapy education. This study aimed to investigate occupational therapy (OT) students’ perceived usefulness of resources offered in a stand-alone anatomy course within their program. A survey was administered to 284 OT students enrolled in accredited programs who had completed a stand-alone anatomy course. The survey assessed the resources available, their usage, and the perceived benefit to students' learning. Results indicated that open labs and teaching assistants were perceived as the most valuable resources for student success, while print/electronic textbooks and office hours were perceived as the least beneficial. The endometrium undergoes extensive cyclical remodeling essential for reproductive success; however, the molecular mechanisms governing these processes in donkeys (Equus asinus) remain poorly characterized. To address this gap, we performed high-throughput RNA sequencing on endometrial tissues collected from Dezhou donkeys (n = 16) at four post-ovulation stages: Day 0 (ovulation), Day 3 (early luteal), Day 7 (mid-luteal), and Day 18 (late luteal/pre-luteolysis). Phishing attacks continue to evolve in sophistication, rendering static detection methods increasingly ineffective. Existing URL-based approaches suffer from limited adaptability to emerging phishing patterns, mislabeled training data, and insufficient validation protocols. This paper proposes a hybrid phishing URL detection system that integrates Fuzzy C-Means (FCM) clustering with XGBoost classification, enhanced by a novel Micro Adaptive Feature Extractor (MAFE). Objective: Retinal capillary dropout, characterized by acellular capillaries or "ghost vessels," is an early pathological sign of diabetic retinopathy (DR) that remains undetectable through standard clinical imaging techniques until visible morphological changes, such as microaneurysms or hemorrhages, occur. This study aims to develop a non-destructive artificial intelligence (AI)-based method using fluorescein angiography (FA) images to detect early-stage, silent retinal capillary dropout.

Methods: We utilized 94 FA images and corresponding destructive retinal capillary density measurements obtained through retinal trypsin digestion from 51 Nile rats. Early capillary dropout was defined as having an acellular capillary density of >= 18 counts per mm2. …

Samarium cobalt (SmCo) based magnets are among the strongest permanent magnets second only to neodymium iron boron (NdFeB) based magnets. While SmCo-based magnets have lower remanence and coercivity than NdFeB-based magnets at room temperature, SmCo-based magnets retain these properties better at higher temperatures. As a result, SmCo-based magnets find use in a variety of devices operating at elevated temperatures including traveling wave tubes for satellite communications, electrical generators, and control surface actuators for aviation system. Anthropogenic climate change is threatening global biodiversity, with sea turtles particularly vulnerable as offspring sex and developmental success are strongly influenced by incubation temperature. Behavioral plasticity, including the seasonal distribution of reproductive output, may provide short-term mechanisms for mitigating these impacts. Here, we investigated season-wide hatchling sex ratios and emergence success in a small population of green turtles (Chelonia mydas), tracking individual females across their nesting seasons. Sex ratios varied markedly through the nesting season, with later nests producing a greater proportion of male hatchlings. Moreover, sex ratios were relatively consistent among nests laid by individual females. Overall, females producing …

Purpose To evaluate how deep learning image reconstruction (DLIR) affects diagnostic image quality and noise characteristics at different radiation dose levels and how it influences dose optimization compared with conventional reconstruction methods.

Method A systematic review was conducted using major databases for studies published between 2020 and 2026. Eligible studies assessed DLIR across multiple dose levels, reported radiation dose, included quantitative image quality metrics, and compared DLIR with filtered back projection or iterative reconstruction.

Large Language Models (LLMs) have accelerated drug discovery, particularly in the automated design of antimicrobial peptides (AMPs). However, current validation pipelines for peptide generation models overlook historical precedents showing that certain drugs carry health risks predominantly for individuals with specific genetic profiles. In this paper, we demonstrate that such targeted health risks can be induced intentionally and at scale by manipulating models that generate peptide candidates. This qualitative study explored the lived experiences of licensed clinical social workers to examine how they manage, reinterpret, and integrate their childhood trauma into their professional clinical identities. Adverse childhood experiences among clinicians are often framed through a risk-based lens of burnout and impairment, leaving social work leaders without empirical models to support post-traumatic growth and workforce retention.
