The South-to-North Water Diversion Project is a crucial infrastructure initiative aiming at optimizing nation-wide distribution of water resources, meanwhile fostering sustainable economic and social development, and ensuring the well-being of the people. The project, with its extensive scope and high technical complexity, particularly in the middle and west routes located in biodiversity hotspots such as the Qinling Mountains and the Qinghai-Xizang Plateau, may alter local microclimates, potentially triggering meteorological disasters such as droughts, thunderstorms, and hail, along with secondary hazards. In this study, we examine the existence of a reciprocal pattern of performance bias shared between citizens and street-level bureaucrats, which we term as ‘shared pessimism’, assumed to implicate public service reform. Primary data were collected using surveys administered to 207 public service providers and 248 citizen recipients across six Indonesian public service agencies operated in two regional governments. Statistical analysis was then conducted to examine bureaucrats’ self-enhancing bias and their pessimistic view of citizen ratings, as well as to clarify citizens’ tendency to underrate the performance of bureaucrats in public service organizations. Objective Carbon sequestration technology represents a core approach to achieving carbon neutrality. However, its large-scale application remains constrained by multiple technical and scientific challenges. Methods Based on an analysis of existing carbon sequestration projects, this study identified four major challenges in carbon sequestration: (1) high uncertainty in the assessment of CO2 sequestration capacity; (2) low injectivity of low-permeability discontinuous reservoirs; (3) a limited understanding of long-term mechanical stability; and (4) significant difficulty in assessing the risks of CO2 leakage. Objective and Method Currently, there remains a lack of criteria for technical certification, designation, and classification of carbon dioxide (CO2) storage technologies due to their cross-disciplinary nature and ambiguous scopes. To address this issue, this study proposes technical certification criteria and designation principles, as well as analyzes four types of common CO2 storage technologies: geologic storage, underground space storage, ocean water storage, and utilization and storage. Objective and Method Adsorbed phase density represents a key parameter for determining gas adsorption capacity in coals. Using bituminous coal samples from the Huainan and Huaibei mining areas in Anhui Province, this study carried out high-pressure isothermal adsorption experiments of CO2 and CH4 at temperatures of 24 ℃, 36 ℃, and 48 ℃. In combination with the quantitative characterization of pore structures in coals using low-temperature liquid nitrogen adsorption (LNA) experiments and mercury intrusion porosimetry (MIP), this study analyzed the high-pressure trans-critical CH4 and CO2 adsorption processes in coals. Objective and Methods Driven by the goal of carbon neutrality, geologic CO2 storage has become a critical national priority in China. Compared to conventional reservoirs in sedimentary basins, such as saline aquifers, depleted hydrocarbon reservoirs, and unmineable coal seams, basaltic formations offer more significant advantages in geologic CO2 storage. Specifically, basaltic formations can form stable carbonates through reactions between CO2 and rock minerals while also exhibiting extensive distribution, considerable potential for CO2 storage, and low risk of CO2 leakage. China’s oil and gas market-oriented reform, developed through decades of exploration, has established a structure featuring multi-entity exploration in the upstream, independent operation of the national pipeline network in the midstream, and diversified competition in the downstream. Nevertheless, systemic challenges persist. A highly concentrated supply structure poses risks to energy security, while inadequate competition and limited market openness constrain operational efficiency. The green transition is hampered by insufficient policy coordination and economic viability barriers, and R&D transformation bottlenecks impede technological innovation. In recent years, intensified geopolitical conflicts worldwide have increasingly exposed the vulnerabilities of traditional energy security frameworks, necessitating a shift in perspective from “ensuring stable supply” to “building systemic resilience”. This study explores pathways to enhance China’s energy resilience, analyzes how diversification and localization strategies can strengthen national energy security, and reviews related policy practices. The industrial structure continues to be optimized, the new-quality productive forces enjoyed thriving development, people’s wellbeing was effectively ensured. China’s GDP growth rate ranks among the first tier of the world’s major economies. This study reviews the economic performance of China in 2025 and analyzes the domestic and international conditions for the next period. Ocean circulation exhibits complex multiscale dynamics, among which non-equilibrium processes, marked by transient behavior, strong perturbations, and pronounced nonlinearity, are of particular importance for maritime environmental support. However, limited observational capability has long constrained the study of subsurface non-equilibrium dynamics, leaving numerical models insufficiently validated and positioning this issue at the forefront of modern physical oceanography. Artificial intelligence (AI) offers a promising pathway to overcome this bottleneck. Ocean data reanalysis (ODR) is a technique that combines ocean observational data with ocean circulation models to produce gridded data with higher accuracy and greater spatiotemporal coverage. The generated reanalysis data serve as a foundational dataset for conducting oceanographic research and developing artificial intelligence-based large ocean models. This study reviews the technical approaches of ODR, the current status of global and regional ocean data reanalysis systems developed in the world, and puts forward recommendations for the development of China's ocean reanalysis system.
