Unleashing The Beast: Confronting Animal Trafficking As Organized Crime In The Americas, Erick J. Wilson

Wildlife trafficking is a serious yet often overlooked issue across the Americas. This Note examines wildlife trafficking across the Americas, analyzing the legal frameworks and challenges facing countries like the United States, Guatemala, Argentina, Peru, Mexico, and Brazil. Three key obstacles emerge: the lack of recognition of trafficking as organized crime, limited resources for enforcement, and deficient penalties. Though the United States has laws like the Lacey Act to address importation of illegally traded wildlife, weak foreign laws constrain efficacy. Many Latin American nations do not categorize wildlife trafficking as organized crime, despite its intricate parallels with activities like drug …

Brazil is doubling down on its cyber-security architecture while simultaneously consolidating its emerging power status. Although organized crime is one of the major threats to Brazilian cyberspace, are focused instead on military solutions better suited to the exceptional case of warfare. There is less emphasis on expanding law enforcement capabilities to identify and respond to cyber-crime and related digital malfeasance. Due to the absence of a unified government position on the issue or reliable data, Brazil has evolved an imbalanced approach to cyber-security. The Preventing Future Pandemics Act was introduced to mitigate zoonotic disease threats around the world by focusing policy efforts on the closure of wildlife markets that gave rise to COVID–19. This Note challenges the efficacy of wildlife market closure policy by considering cultural, socioeconomic, and legal factors for the existence of wildlife market within megadiverse countries in Latin America. Based on scientific research on the animal-to-human interface and zoonotic disease transmission, this Note suggests effective policy should incorporate a targeted species ban for reservoir species, improved sanitary measures and disease surveillance, and wildlife trafficking prevention. As a dominant economic powerhouse in Latin America, Brazil paradoxically exhibits profound socioeconomic divides and egregious rates of violence. This study seeks to illuminate the extent of the intricate relationship between Brazil's inherent inequalities and its propensity for violence by employing a combination of qualitative and quantitative methodologies. The study focuses on the years from 2002 to 2021, a period characterized by pivotal social, economic, and political transformations. Utilizing the United Nations definition of homicide as a primary measure of violence, I collected data from Brazilian health repositories for all 27 federative unit's annual reported number of homicides. Scholars studying BRICS (Brazil, Russia, India, China, and South Africa) have traditionally argued that it is a development-focused partnership and not a military/security-based alliance. Yet BRICS members have been deepening their security integration, and Russia and China have been creating an alliance in the background. Although BRICS middle powers have traditionally demonstrated an aversion towards alliances, Brazil actively deepened security cooperation among BRICS members during its BRICS presidency in 2019. The São Paulo Forum (SPF) is a resilient ideological alliance that provides extremist public policy recommendations to formal political parties, social movements, and insurgent groups throughout the Western Hemisphere. Based on substantial evidence, this research project asserts that the SPF has successfully influenced the national security and defense policies of states in the Latin America & Caribbean (LAC) region. Analysis of two significant cases in South America shows that, after being elected to high office, SPF affiliates and their political parties/platforms sought transformation of their countries’ national security and defense sectors to conform to SPF positions. Physical insecurity and high rates of crime plague Latin America. The problem is economically costly, detrimental to physical and mental health, and damaging to political legitimacy, while also fueling a migration crisis and negatively impacting societal views on human rights. The police are tasked with responding to and investigating crime, but have been historically ineffective at doing so. In recent decades, many countries in the region have implemented significant police reforms in pursuit of decreasing crime and insecurity. This study aims to explore the relationship between clientelistic economies and systemic corruption under the framework of Economic Norms Theory. Pointedly, it examines the evolution of contractual mortgage credit as a percentage of GDP (representing the growth of a non-self-enforcing contract market) compared to both actual and perceived levels of corruption in Brazil in order to assess whether Brazil is exemplary of a transitioning economy under the theory of Economic Norms. This article offers an analysis of the transnational discursive construction processes informing Latin American security governance in the aftermath of 9/11. It demonstrates that the Global War on Terror provided an opportunity for external and aligned local knowledge producers in the security establishments throughout the Americas to reframe Latin America's security problems through the promotion of a militarized security epistemology, and derived policies, centered on the region's ‘convergent threats’. In tracing the discursive repercussions of this epistemic reframing, the article shows that, by tapping into these discourses, military bureaucracies throughout the Americas were able to overcome their previous institutional marginalization …

In this paper, the effect of the perception of corruption on economic development will be explored. The research question addressed in this paper is: how does the perception of political corruption in Mexico, Brazil, and Chile affect their economic development? A country once renowned for glorifying corruption now leads what may be the furthest-reaching anti-corruption investigation in history. Brazil, once typified by its "Brazilian jeitinho" way of creatively navigating social problems,' now executes "Operation Car Wash," bringing down political and business leaders by the dozens. So too has Brazil's Congress adopted a series of dramatic, and effective, new anti-corruption laws, in response to public outcries for reform. Drug gangs and organized criminal groups rarely evolve into structured authorities governing their resident communities. Where this occurs, however, they may effectively replace the state in its most basic functions, and consequently exclude subject populations from the rights and protections supposedly guaranteed by the state. Employing qualitative research methods, this study compares criminal development and state public security policies in Rio de Janeiro and Recife, Brazil. The research is primarily concerned with the development of criminal authority structures, and asks when, where, why, and how they develop. Rapid modernization has throughout history presented unique challenges for developing countries. Generally judged to be a good thing--but if too rapid--modernization can strain a government if that governmental system is unable to keep up. Historically concrete social classes begin to blur or shift as massive capital investments are injected--often unequally. Proliferation of the middle class is commonly seen as a country modernizes quickly; with the new middleclass comes rising expectations and modern demands on government. Favelas are Brazilian informal housing settlements that are areas of concentrated poverty. In Rio de Janeiro, favelas are perceived as areas of heightened criminal activity and violence, and residents experience discrimination, and little access to quality education and employment opportunities. In this context, hundreds of non-formal educational arts and leisure programs work to build the self-esteem and identity of youth in Rio’s favelas as a way of preventing the youth from negative local influences.

This thesis examines the potential impact of community oriented policing in Latin America through a series of case studies from Brazil, Mexico, Chile, Colombia and El Salvador dating from the early 1990’s to the present. They are analyzed through a typology that organizes community oriented policing strategies according to costliness to the police. Costliness is defined as the amount of power that the police have to renounce to the community to implement a certain strategy. A Third Invoicing Directive for the EU VAT seems to be a foregone conclusion. Corrections are needed in the Second Invoicing Directive. The hallmark of the next Directive will be its application of digital invoice technology. The Commission’s proposals will include adoption of tax-technology advances in invoice-control that are currently in use outside the EU. The next Invoicing Directive will require comprehensive e-invoicing, invoices that are digitally signed, and invoices that are fed into a system of relational databases that match transaction data across the Single Market. There will be real-time EU sales/purchases lists, and remote/real-time audit functionality.
