The United States, particularly the Army, has a long history of involvement with Cuba. It has included, among others, the Spanish-American War of 1898, military interventions in 1906 and 1912, the 1961 Bay of Pigs Invasion, the 1962 Missile Crisis, counterinsurgency, and low intensity warfare in Latin America and Africa against Cuban supported guerrilla movements. After almost 5 decades of authoritarian one-man rule, Fidel Castro remains firmly in power. On July 31, his brother, Raul Castro, assumed provisional presidential power after an official announcement that Fidel was ill and would undergo surgery. The Wto Appellate Body Gambles On The Future Of The Gats: Analyzing The Internet Gambling Dispute Between Antigua And The United States Before The World Trade Organization, Kelly Ann M. Tran

The World Trade Organization’s recent Appellate Body decision in the Antigua – United States dispute found that U.S. restrictions on Internet gambling qualified for an exception under Article XIV of the GATS. This paper criticizes the Appellate Body’s decision to overturn the WTO Panel on two grounds. First, it argues that the Appellate Body erred when it concluded that U.S. gambling restrictions are necessary to protect public morals or maintain public order. Second, it argues that the Appellate Body failed to adhere to previous WTO measures dealing with similar jurisprudence and both panels did not adequately explain the significance of …

Human Trafficking: Data and Documents
When I held the first hearing on human trafficking as Chairman of the Subcommittee on International Operations and Human Rights back in 1999, only a handful of countries had laws explicitly prohibiting the practice of human trafficking. Individuals who engaged in this exploitation did so without fear of legal repercussions. Victims of trafficking were treated as criminals and illegal immigrants and had no access to assistance to escape the slavery-like conditions in which they were trapped. Few seemed to be even aware that this modern form of slavery was taking place and even some of those who did failed to …

Human Trafficking: A Theoretical Application Of Anomie On The Tier Placement System Utilized By The U.S. Department Of State’S “Trafficking In Persons” Report, Jennifer L. Melvin

This study reviews the U.S. Department of State’s Trafficking in Persons Report. Specifically, the purpose of the current study is to utilize data, consistent with anomic theory, in order to assess the validity of the tier plaeement system utilized by the Trafficking in Person’s Report. In order to develop a baseline of information, a review of the literature available on human trafficking was conducted. Subsequently, through the employment of various statistical analyses (i.e. ANOVA, logistic regression), an examination of the Trafficking in Person’s Report was conducted in order to assess the validity of the tier placement system in accordance with …

In today’s dynamic strategic environment, political changes can become challenges very quickly. Any list of key strategic issues must, therefore, include the broadest array of regional and functional concerns. This is a catalogue of significant issues, arranged as potential research topics, of concern to U.S. policymakers. KSIL entries are intended to be general enough for researchers to modify or expand appropriately, and to adapt to a variety of methodologies. In post-9/11 America, no goal ranks higher for law enforcement than preventing the next terrorist attack. This is as true for local police departments as it is for the FBI, and police in cities. At the same time, many advocates of tightening U.S. immigration enforcement have recast their efforts as national security and anti-terrorism campaigns. Thus, these advocates and their many allies in the current administration and in Congress have called for local police to become involved in enforcing immigration law. Officials in both the executive and legislative branches of the federal government have taken a number of actions designed …
