This report by OLLAS assistant director Jonathan Benjamin-Alvarado is part of a developing research and outreach project with the Center for International Trade and Security at the University of Georgia. It involved working with Mexican government officials to design and implement national responses to international agreements and obligations to ensure command and control of critical nuclear, biological, and chemical materials in Mexico. Dr. Benjamin-Alvarado conducted a comprehensive survey, which he administered in Argentina and Cuba previously, later in 2005 to assess Mexican export controls.

Insurgency And Counterinsurgency In The 21st Century: Reconceputalizing Threat And Response, Steven Metz Dr., Raymond A. Millen Ltc

Modern insurgency warfare presents fresh challenges for the United States, which must re-conceptualize its approach to fighting such conflicts. Because the dominant characteristics of insurgency--protractedness and ambiguity--effectively stymie the American military's approach to war, the United States needs to reorient its strategic thinking. The key to success is not for the U.S. military to become better at counterinsurgency, but for the U.S. military (and other elements of the government) to be skilled at helping local security and intelligence forces become effective at it. Profitable Proposals: Explaining And Addressing The Mail-Order Bride Industry Through International Human Rights Law, Vanessa Brocato

This Article looks at the MOBI in the United States through the lens of international human rights. Part II will describe the MOBI. Part III will evaluate the MOBI within an international human rights framework. Part IV will examine current U.S. legislation relating to the MOBI. Part V suggests strategies for addressing the MOBI. Nations will not be able to solve the problem independently because the MOBI is a transnational phenomenon. Conducting a critique of marriage brokers in a human rights context can help place problems caused by the MOBI at the forefront of international debate. Applying current human rights …

A Toothless Tiger: President Uribe's Proposed Amnesty Bill, Sarah R. Sandford-Smith

On August 21, 2003, Colombian President Alvaro Uribe presented a bill that would permit certain paramilitary and guerilla leaders to avoid prison for gross human rights violations. These individuals would merely have to pay a fee - as reparations to the victims and their families. This note begins by discussing the history behind the bill, and then looks at two possible alternatives: a United Nations truth commission and jurisdiction by the International Criminal Court. The author concludes by suggesting that a truth commission would be the best solution.

Two major trends in recent years have altered the context of discussions of security issues in the Western Hemisphere and made new assessments imperative. The first trend is the erosion of the euphoria of the early 1990s, when the apparent success of elections in most countries of the Americas seemed to herald a new democratic era, and market-oriented economic reforms promised greater prosperity throughout the region.
