This seminar provides an overview of major approaches to the study of political economy in Latin America and the Caribbean, past and present development trends, and recent debates over economic policy. The course begins with classic questions of the mutual reciprocal relations between politics and economics before covering the major debates between structural and institutional approaches. Part I will provide a historical overview of the cannabis plant and our country’s experience with it prior to the election of President Richard Nixon. It is at that point, the early 1970s, that the current federal cannabis scheme began to take shape. Sections I.A though I.C will discuss the inception of the War on Drugs during the Nixon Administration and examine the subsequent social movement that led President Reagan to revamp and expand the War on Drugs throughout the 1980s.

Coastal ecosystems and human communities are threatened worldwide by climate change, and shocks from social, market and political change. There is an urgent global need to promote resilient food production and livelihoods in the face of these shocks. Small-scale fisheries (SSF) in rural settings can be particularly vulnerable as they frequently lack the resources, rights and infrastructure to respond to shocks originating outside the focal systems. Despite significant progress in improving primary enrollment and attainment for girls in low- and middle-income countries (LMICs) in recent years, gender disparities in education persist and hinder opportunities for girls. Educational attainment for girls has plateaued in numerous countries, with only a few making significant strides in narrowing the gender gap. Moreover, attainment alone does not always translate to improved learning. Gender-related barriers such as school environments that are not conducive to learning and the experience of violence, early and forced marriage, and early childbearing, as well as a lack of support for girls’ education impede attainment and learning. This course will introduce students to homeland security analysis and a survey of how different countries address internal security issues. Homeland security is a uniquely structured American concept, so fitting other nations’ policies and practices squarely into the U.S. model would not succeed. Following the terrorist attacks of September 11, 2001, the United States embarked on a wholesale reorganization of its internal security and border protection institutions. This work concerns the use of temporary documentation by migrants in transit through Mexico, specifically an identification known as the Clave Única de Registro de Población (CURP.) In recent years, migrants have employed a strategy entailing applying for asylum in Mexico solely to obtain a temporary CURP, falsely believed to provide safe transit through Mexico. Past research on similar temporary documentation concludes that issuing permission to travel through the country is typically ineffective at providing safety from corruption and crime. How Crime Shapes Insurance And Insurance Shapes Crime, Tom Baker, Anja Shortland
Articles
Crime creates demand for insurance but supplying insurance may promote crime. We examine five case studies of insured crimes (auto theft, art theft, kidnap and hijack for ransom, ransomware, and payment card fraud) and find a co-evolutionary process through which insurers engage with insureds, governments, and legal and extralegal third parties to mitigate losses, particularly when criminal innovations destabilize the insurance market. “Insurance as crime governance” stimulates demand for security, shapes criminal incentives, engages with the state to combat crime, and tolerates some crime in the interest of profitability.

The COVID-19 pandemic impacted the mental wellbeing of the entire globe. However, Latin American countries’ systemic and environmental challenges hindered the ability of many nations in the region to serve the mental health needs of its habitants. Compared to other mental health symptoms, Posttraumatic Stress Disorder Symptoms (PTSS) were particularly higher among this geographical region. Nonetheless, there is scarcity of research identifying the unique symptom profile of PTSS. Who is the victim of systemic corruption? The traditional answer in law is everyone and no one, or public administration itself. When state funds are misused or go missing, at the most the State is the victim. Therefore, only the State has standing to sue for, or receive restitution of, the stolen assets. The article explores ways in which companies, innovators, artists, and cultural workers can best protect their IP rights in the metaverse. Focusing on IP piracy and counterfeiting, long-time problems in both the real world and online, the article addresses the threats that these illicit activities pose to legitimate commerce, government tax revenues, public safety, and national security. The past decade was the warmest decade ever recorded. As climate impacts intensify, numbers of people displaced and in need of relocation increase. International law has yet to adapt to a changing climate and its implications for those most vulnerable. Experts still debate whether the existing refugee regime could provide a solution for those displaced by climate across international borders, while national governments continue to reckon with the domestic implications of internal displacement fueled by climate impacts. The interactions between migrants and Mexican local communities have positive and negative outcomes. A report by Human Rights First found that more than 630 violent crimes against asylum seekers were reported in the first few months of the “Remain in Mexico” policy. Still, some migrants have been able to assimilate and stay in Mexico, particularly in large cities such as Tijuana, Baja California and Ciudad Juarez, Chihuahua. This research project combines qualitative data collected through interviews with local NGOs between September 2020 to February 2021 and secondary research data. The number of immigrants seeking entry into the U.S. through asylum requests or through irregular means is increasing, and most come from the Northern Triangle of El Salvador, Guatemala, and Honduras. Immigrants come fleeing extreme poverty, violence, health and social inequities, and drastic climate changes. Most had limited access to healthcare at home, and even more limited care along the journey. Those that are allowed entry into the U.S., are confronted with feeling unwelcome in many communities, having to navigate an array of local, state, and federal laws that regulate access to healthcare. With the politics of borders, the socio-economic divide between the United States and Mexico is evident. The geographic proximity to the U.S. makes the Mexico–Guatemala border an extension of the U.S. border enforcement regime. This article argues that the politics surrounding the U.S.–Guatemala border have not necessarily changed, because, at the core, the main objective of these border governance practices is to stop the movement of undesirable bodies (Khosravi 2011). Further, the article argues that the practices of containment force migrants to resist through their movement and seek strategies of survival. The Covid pandemic caused changes in education of which we may never know or understand all its repercussions to the public education system. One group of vulnerable students, newcomers from Guatemala and Honduras with limited or interrupted formal education (SLIFE), were negatively affected. Due to the COVID-19 pandemic, one SLIFE program sent its students home in the spring of 2020 to quarantine and did not return to in-person learning again until a year later. Rural Honduras encompasses many individuals with limited access to a dental professional. Many public health studies demonstrate that dental shortage areas have more dental cavities, missing teeth, and more complex restorations that need periodic treatment. Dental hygiene is undermined at home with limited access to oral health advocates, and dental education becomes more essential. Here, we report an educational consensus and perspectives of rural Honduras through a questionnaire distributed at 13 mobile dental clinics in remote villages. The world is experiencing a global restructuring that poses a serious threat to international efforts to prevent and protect against torture. The rise of powerful transnational non-state actors such as gangs, drug cartels, militias, and terrorist organizations is challenging states’ authority to control and govern torture committed within their territory.

Since its inception, the United Nations Convention Against Torture (UNCAT) conceived torture as a state crime. The Convention established a so-called “state-nexus” that effectively excludes torture committed by non-state actors. The Committee Against Torture as well as the world’s major anti-torture NGOs have almost exclusively focused on ill-treatment perpetrated by state entities. Yet, there have been efforts to extend the definition to private actors, including the “de facto authority” approach, and the due diligence doctrine. This research was conducted to address the pressing paradigmatic split in modern American society between Marxism and Christian governing principles. The prevailing concept that governed this research is that Marxism degrades governments and societies and is inherently destructive. The exposition of Marxism’s deconstructive character transpires in this research by comparing the implementation of Marxist principles in Venezuela to the application of biblical principles in the United States. The global expansion of armed private contractors has led to a revived interest in researching armed private contracting firms, especially investigating how their personnel have functioned as an extension of state foreign policy. However, the literature on the industry contains a confusing diversity of terms when reviewing such firms, whether private military company, private security company, private military security company, or even just mercenary.
