Physical insecurity and high rates of crime plague Latin America. The problem is economically costly, detrimental to physical and mental health, and damaging to political legitimacy, while also fueling a migration crisis and negatively impacting societal views on human rights. The police are tasked with responding to and investigating crime, but have been historically ineffective at doing so. In recent decades, many countries in the region have implemented significant police reforms in pursuit of decreasing crime and insecurity. This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. His popularity may be explained as a result of the majority of citizens benefitting from his policies because while they violate human rights, they function as mechanisms that support and enhance his success in delivering stability to Colombia’s middle and upper-classes. Why was the United States caught completely unprepared for the Central American refugee crisis during the summer of 2014? Although thousands of unaccompanied children from Honduras, Guatemala, and El Salvador streamed across the southwest U.S. border in unprecedented numbers, the systemic problems plaguing the region stem back decades, and recent data clearly shows a trend of increasing yearly migration flows to the United States from these countries. Even in the face of the crisis, the U.S. government’s response was targeted more towards mitigating the symptoms of the crisis while insufficiently addressing its underlying causes.

Contemporary Mexican cartel use of car bombs began in mid-July 2010 and has since escalated. Given the proximity to the United States, some literally within miles of the border, the car bombings, with about 20 incidents identified over the last 2 1/2 years, should be of interest to local, state, and federal U.S. law enforcement, the U.S. Army, and other governmental institutions which are providing increasing support to Mexican federal agencies. The introduction of this work analyzes the types and evolution of cartel IAFVs in Mexico. To this analysis can be added “vehicle number 24” in the picture gallery, which highlights fixed 50 cal. sniper rifles and machine guns found in or on various vehicles seized from the cartels. These represent multiple 50 cal. sniper rifles and heavy machine guns on fixed mounts inside vehicles and, in one instance, on the back of a vehicle with armored gun shield protection. In recent years Mexico has been confronted with accelerating levels of violence related to drug trafficking organizations and counter-drug efforts. This paper examines the consequences of Mexico’s current drug trafficking situation on the country’s fledging democracy. In particular, the impact of the drug war on Mexico’s democratic consolidation is evaluated through civil-military relations, the judicial system, and the press. Conclusions about the prospects for Mexico’s nascent democracy are then examined.
