Reckless Abandonment? Explaining Congressional Hispanic Caucus Support For The 2001 No Child Left Behind Act, Elizabeth C. Reynolds

When No Child Left Behind (NCLB) was signed into law in early 2002, many hoped the legislation would help reduce achievement gaps among traditionally underperforming populations. For Hispanic students specifically, however, NCLB has contributed to educational inequality, school segregation, and high drop-out rates in major ways. Given these outcomes and trends, it is surprising that members of the Congressional Hispanic Caucus (CHC) and other Hispanic American interest groups overwhelmingly supported NCLB despite potentially being able to anticipate how the law would hurt Hispanic students. Western society is filled with metaphors that carry through generations. Perhaps the most commonly known metaphor is that involving the colors black and white. Black is the color of choice for villains and demons while white is the color chosen for angels and heroes. The current research sought to explore exactly how far this metaphor might be carried over in real life in a series of two experiments. In the first experiment, neutral faces were surrounded in black and white to see if participants would perceive the faces in black as more aggressive than those surrounded by white. This paper critiques the contemporary literature on American exceptionalism. It examines the multiple religious, intellectual and racist traditions that have and continue to make up U.S. political culture. It demonstrates that the doctrine of American exceptionalism is full of contradictions and fallacies. Whereas some traditions supported democracy and equality, other cultural traditions operated to sustain and promote racial repression. Both in the past and today, U.S. political culture contains contradictory currents, one progressive and the other reactionary.

Uncovering And Enhancing Motivation In A Residential Substance Abuse Treatment Setting, Alexandria V. Morris

This project addresses how to enhance motivation in a residential substance abuse setting in order to encourage completion of treatment. This project discusses contingency management, music therapy, family therapy, and motivational interviewing and how they enhance motivation. Contingency management and music therapy were both found to be helpful in increasing motivation in residential settings. Family therapy was also found to increase motivation, but at smaller levels. Motivational interviewing, which is used by many therapists, also enhances motivation in a consumer and is considered an evidenced based practice. The project provides a motivational curriculum for use in a six-week residential treatment …

Among children and adolescents, one in five suffers from mental health disorders. Those belonging to diverse racial and ethnic groups are less likely to receive adequate treatment than their white counterparts. They are also more likely to reside in households at or below the poverty level. Though public schools are the largest providers of mental health services, the services they provide are inconsistent. School-based health centers (SBHC) have been providing comprehensive health and mental health services within or near schools for over 40 years. Clinging To Their Guns: An Empirical Examination Of Self Versus Sociotropic Interest In Support For Gun Control Legislation, Kathleen Donovan

Previous research suggests that the debate on gun control legislation is heavily driven by gun ownership (e.g., Haider-Markel & Joslyn 2001; Wolpert & Gimpel 1998), a rare exception to the literature on self-interest and policy attitudes in general. However, gun owners are more likely to live in rural rather than urban areas, and simultaneously have less exposure to violent, gun-related crime. I argue that gun-owners tend to oppose gun control legislation because they live in a world in which guns are common but crime is rare. In Crawford v. Washington, the Supreme Court declared that an accused right under the Constitution to confront the witnesses against him applied only to “testimonial statements.” That decision, however, did not attempt to fully define the scope of testimonial statements. This commentary analyzes Ohio v. Clark, a case which will decide the question of whether statements made by a child to a person with a duty to report allegations of child abuse are testimonial statements. Background

Addressing the social and clinical service needs of minors who have been sexually exploited remains a challenge across the United States. While larger metropolitan centers have established shelters and service provision specific for trafficked persons, in smaller cities and more rural settings, survivors of trafficking (especially minors) are usually served by multiple, disparate social service and health providers working across different systems. Sexually exploited minors present an even greater challenge due to intersections with child welfare and juvenile justice systems, histories of abuse by family that limit placement options, and limited services that address the complex medical, mental health, …
