In recent decades, K-12 public schools have introduced get-tough measures ostensibly to improve school safety through punitive responses to misconduct and delinquency--expanding from traditional security measures to more punitive, zero-tolerance policies and surveillance-based approaches. Academic literature and media accounts highlight that such efforts continue to proliferate and extend across our nation's school spaces. This three-paper dissertation examines how specific safety practices--namely, the presence of armed civilians, School Resource Officers (SROs), and random metal detector checks--influence student outcomes and contribute to the school-to-prison pipeline. Prison-Based Factors and Deviant Behaviors Amongst Inmates in Selected Correctional Centers in Ilorin, Kwara State, Nigeria.
Abstract The study was conducted in two correctional centers in Ilorin with a total population of 908. Data was obtained from 713 respondents. Descriptive and inferential analyses were analyzed, variables were analyzed using frequency and percentage, while hierarchical logistic regression was used to test the formulated hypotheses. On ethical consideration, consent of each inmate who participated was obtained from penitentiary institution. A selected finding revealed that verbal and physical abuses of inmates by prison officials could predict deviant behaviors among inmates. Additional findings revealed …

IMPORTANCE: Driving under the influence of cannabis increases the risk of motor vehicle collisions. In some jurisdictions, deterrence rests on the ability to detect delta-9-tetrahydrocannabinol (THC) in blood. Recent evidence suggests that there may be a nuanced relationship of blood THC to driving.
OBJECTIVE: The purpose of this systematic review was to summarize all published papers investigating the presence of a linear relationship between blood THC and driving, primarily measured by simulated driving in the lab.

Criminal justice reform and calls to defund the police have become more prevalent since the unrest that occurred in 2020. Research to date has looked at criminal justice reform, crime causation, and discussions surrounding defunding the police. Previous research has looked at police funding conceptually but not from a quantitative lens. The purpose of this quantitative nonexperimental study was to provide an investigative analysis into police department funding and the effect of the funding on violent crime rates using strain theory as its foundation. The problem that was addressed in this basic qualitative study was that fulltime college faculty was not sufficiently engaged in distributed leadership at a technical college in a western state. The purpose of this study was to explore fulltime college faculty members’ perspective about their engagement in distributed leadership at a technical college in a western state. The research questions explored how fulltime faculty described their engagement in, and knowledge of, faculty leadership, at a technical college, and recommendations for increasing engagement. Analyzing Qualitative Data Regarding Correctional Staff, Simone Martin-Howard

This assignment, created by Simone Martin-Howard, Director of the MPA Public Policy and Administration Program and Associate Professor at John Jay College, asks students to analyze transcripts of qualitative interviews with correctional staff (officers and captains) at Rikers Island Jail. Students are guided through the process of first coding the texts of the transcripts, then analyzing the coded transcripts for emergent themes. Students ultimately present their findings in an oral presentation.

The trifecta of the Digital Global Compact (2024), the UN General Assembly Resolution on AI for Sustainable Development (2024) and the new Cyber Crime Convention (2025) come at a time of what seems to be an inexorable march of new technology. Since the financial crisis of 2008, left-leaning legal thought has experienced a renaissance within the American academy. From law and political economy to critical race theory to feminist legal studies to Marxist legal theory, new perspectives have flourished, and marginalized traditions have been revived and revised. These new perspectives and revisionist projects all share an intellectual debt to the critical legal studies (“CLS”) movement of the late 1970s and 1980s. That movement’s critique was focused on functional accounts of law: accounts that understood legal change as primarily responsive to the demands of extralegal social and economic forces. In the years following the Civil War, communities throughout the United States reckoned with divergent ideas about crime and punishment. Southern states in particular faced questions related to race and the legacy of slavery as they defined new crimes, designed penal facilities, and filled local jails. During this period, North Carolina adopted a new state constitution that manifested the transition from corporal punishment to incarceration that was occurring throughout the country. Like many states, North Carolina looked to New York and Pennsylvania for lessons to be gleaned from those states’ experiences with penitentiaries—new facilities that promised to rehabilitate incarcerated people …

Prison Environment And Conditions Affect Recidivism Rates — Norway And South Africa, Hayes Breitbach, Abby Horstmann, Gus Beirman

Harsh prison conditions and lack of rehabilitation and reintegration programs in South African prisons reflect the high recidivism rates in the country. South African prisoners are subject to inhumane conditions such as overcrowding and health concerns, violations of human rights, and are stripped of their dignity. Paired with social stigma against those who have been incarcerated, these inhumane conditions lead to poor reintegration and higher recidivism rates. This research project advocates for prison reform focusing on rehabilitation, reintegration, and improved facility conditions. There are multiple examples of competent and humane prisons in the world, such as Norway’s correctional institutions, which …

In Michigan v. Tucker the Supreme Court considered whether to exclude the fruits of an interrogation that did not meet the precautionary standards of Miranda v. Arizona. The defendant contended that use of the evidence at his trial violated his fifth amendment privilege against self-incrimination. In deciding that the evidence had been properly admitted, the Tucker Court interpreted Miranda v. Arizona as outlining recommended procedural safeguards for the protection of fifth amendment rights and reasoned that omission of procedural safeguards does not necessarily constitute a violation of the underlying rights. The promulgation by the Supreme Judicial Court of the Maine Rules of Evidence is another landmark in Maine judicial administration. When the Rules of Civil Procedure were adopted in 1959, the old rules of the common law, somewhat eroded by time and patched here and there by legislative poultices, still governed Maine pleading and practice. Since then modem rules of Criminal Procedure have also been adopted, a new Criminal Code has been enacted, and the court system has been reorganized. The Maine Rules of Evidence round out this picture of progress. The Rules of Evidence were promulgated pursuant to the …
