The Washington State Bar Licensure Task Force’s Subcommittee on Ethics/Character and Fitness (the Subcommittee) was created at the behest of Brent Williams-Ruth, the representative selected by the President of the Washington State Bar Association (WSBA or the Bar) to represent the Board of Governors on the Bar Licensure Task Force. His interest in modifying the Character and Fitness process took root after meeting Tarra Simmons during her experience with the Character and Fitness Board. After the WSBA Character and Fitness Board recommended that Simmons’s application to sit for the bar exam be denied, the Washington Supreme Court reversed that recommendation …

After reviewing the literature, Black women living in halfway housing needed more culturally accommodative and responsive access to mental health care. Despite recent efforts to improve the access and quality of mental health services for Black Americans, some of the most common barriers that continued to exist include and were not limited to the following: stigma associated with mental illness and distrust of the health care system. The purpose of this hermeneutic phenomenological study was to understand Black women’s perceptions of their mental and emotional rehabilitation while living in halfway housing. Deaf individuals face systemic accessibility within the criminal justice system, which emphasizes the importance of the gaps in accommodations by the Americans with Disabilities Act (ADA). Inconsistent legal protection, limited access to interpreters, inadequate training for legal professionals, and a lack of technology resources obstruct effective communication for Deaf individuals. As a result, it prohibits achieving an effective and equitable legal outcome. This research paper will examine case studies, legal frameworks, and academic literature to highlight the critical need for reform, including mandatory Deaf culture training, standardized interpreting qualifications, and more resources to enable equitable access to justice.

Human trafficking has been a persistent societal problem with significant costs for states, the nation, and across the world. Victims struggle to recognize that they have endured having been trafficked and society lacks the awareness and understanding that is necessary to help. While many organizations have implemented programs aimed at helping victims escape and recover, victims often remain unaware of what resources are available.
Advancements in technology may allow victims a bridge to connecting with services and could offer assistance to law enforcement and prosecutors who are working to hold trafficking offenders accountable. Many younger victims today feel comfortable using …

Mental health in the United States is largely stigmatized and overlooked as a factor of crime. This capstone project critically analyzes the response of actors in the criminal legal system to neurodivergence and identifies areas for improvement.
Part One focuses on how police respond to those with mental health conditions and community-based supports that can reduce harm during these interactions. This chapter provides an overview of the prevalence of neurodivergence in the United States and how police are, or are not, trained to protect and serve this subset of the population. Humor has long occupied a complicated place in systems of power, sometimes reinforcing oppressive norms and other times offering a way to push back against them. This thesis explores how the archetype of the jester can be used in drama therapy to help individuals reclaim agency within misogynistic structures. Drawing from role theory, feminist performance studies, and Theatre of the Oppressed, the project examines how jestering, through satire, parody, and play, can act as a vehicle for resistance, healing, and empowerment. Development Of A Method: Expressive Arts Therapy As A Means Of Transformation For Incarcerated Individuals And Carceral Institutions At Large, Morning Amani-Roe

This thesis examines the transformative potential of expressive arts therapy within carceral settings as an alternative to punitive approaches. As the United States maintains the highest incarceration rate globally with high recidivism rates, this research proposes rehabilitation through creative expression rather than punishment. This study details a six-week pilot program at Whatcom County Jail incorporating dance/movement therapy, music therapy, drama therapy, and visual arts with incarcerated individuals diagnosed with serious mental illness. The curriculum focused on nervous system regulation, emotional awareness, relationship-building, and conflict resolution through experiential learning. There is a strong need for novel treatment approaches for adolescents with problematic sexual behavior (PSB), considering that historically, treatment approaches for adult sex offenders have been blindly applied to youth. Adolescent boys with PSB are at risk for poor treatment outcomes when they engage in anti-social behaviors and group hostility. Dramatic reality, a core process in drama therapy, may assist in transforming the experience of boys in their capacity to exhibit prosocial behavior, given that dramatic reality inherently augments reality. This research investigates how women, transgender, and gender nonconforming professional faculty perceive their value in the university relative to their male counterparts. Shifting demographic trends and competition for tuition-paying undergraduates has forced institutions of higher learning, especially regional private universities, to restructure faculty appointments, increasing the proportion of faculty hired into contingent roles. These roles are disproportionately occupied by women and gender nonconforming individuals (as a group). To address the question of whether value is understood differently based upon gender, we draw upon a mixed-methods approach, administering a campus-wide survey to professional faculty and conducting interviews and focus groups to …

Trump’s presidency created a heightened scrutiny of immigrants, specifically Latin American immigrants, as his initiative focused on building a wall on the Mexico-US border. Trump’s extreme xenophobic speech was disseminated by the media, influencing the public to perceive Latin American immigrants as dangerous individuals responsible for violent crime. This is despite Latin American immigrants committing crimes at lower rates than native-born citizens. Further, his presidency continued the American criminalization of immigration as he enacted punitive and discriminatory policies and legislation. African American ex-offenders in Michigan have faced numerous challenges when trying to secure employment after incarceration. Despite the well-documented difficulties of reintegration, their personal experiences and perceptions of these obstacles remain largely unexplored. Successful reintegration has required individuals to break free from the behaviors and social patterns reinforced during their time in prisons. This generic qualitative study examined the role of reentry programs in addressing these challenges and emphasizes the need to reassess current criminal justice practices to better support formerly incarcerated individuals. This qualitative phenomenological study explored probation officers’ perceptions of the economic barriers that prevent probationers in Eastern North Carolina from successfully completing probation. Challenges such as unemployment, financial sanctions, housing instability, and debt were identified as key obstacles contributing to noncompliance and recidivism. Grounded in Merton’s Strain Theory, the study addressed a gap in research by focusing on the experiences of officers who directly supervise probationers facing economic hardship. Data was collected through semi-structured interviews with twelve officers and analyzed using thematic analysis. Identifying gaps in reentry programs for formerly incarcerated women is challenging due to the lack of evaluations that include the perspectives of the transitioning women on which components most effectively support their reintegration. The purpose of this generic qualitative study was to explore the experiences and perceptions of transitioning women who received reentry services, in order to assess program effectiveness in community reintegration and inform future interventions. By releasing conference notes and internal communications, Supreme Court Justices provide insight into the otherwise private decisionmaking process, shedding light on how case outcomes and legal reasoning are framed and negotiated. The watershed case of Argersinger v. Hamlin (1972) extended the constitutional right to counsel to some, but not all, misdemeanor defendants. The case was argued twice, and the Court relied on empirical and authoritative sources to answer complex and practical questions about requiring counsel. In August 2019, reporters with Chattanooga’s daily newspaper, the Times Free Press, filed what seemed to be a routine request for access to emails and other public records held by their local county government. The seemingly unremarkable request set the newspaper’s staff on a months-long journey of unpleasant surprises. The first was a demand to pay the county $717 in advance before being allowed to inspect the documents. The second was that—during prolonged haggling over the fee assessment— the county attorney’s office simply destroyed almost all of the disputed records. The surge in female incarceration rates in the United States has heightened concerns about the mental health challenges faced by women within correctional facilities. This thesis research explores the intersection of women’s incarceration, mental health, and sustainable architectural design aimed at improving outcomes for female inmates. Factors contributing to the increase in female incarceration rates, including changes in sentencing policies and socioeconomic disparities, are discussed. Flint, Michigan suffered a city water change from the Great Lake’s Lake Huron water pipeline to an old system using the Flint River as the main source of water (Reuben, et al., 2022). The change took place in an effort to make budget cuts (Denchak, 2024). The switch occurred before checking the safety of the pipes, which were severely corroded (Reuben, et al., 2022). Lead poisoning and Legionnaires disease spread through the Flint community and the water was visibly not safe for use (Reuben, et al., 2022). The rise in xenophobia, hate and violence against AAPI Americans inspired by the COVID-19 pandemic was an opportunity to assess the effectiveness of the criminal legal system as a tool of anti-racism. This Article traces the legal aftermath when Asian New Yorkers reported 276 possible hate crimes to the police in 2021. The analysis takes an empirical approach and a narrative approach. It relies on a unique database that followed what happened to civilian complaints of anti- Asian crimes from beginning to end. This paper explores the transformative potential of a criminal justice leadership model by integrating principles of servant leadership, emotional intelligence, and trauma-informed care, focusing on rebuilding community trust, improving officer well-being, and fostering equitable, empathetic public service. This transformative module emphasizes humility, accountability, and emotional awareness to address the deep-rooted effects of trauma on both criminal justice personnel and the communities they serve.
